MEMORANDUM FOR INTERESTED PARTIES
FROM: 496 ABS/PK
SUBJECT: Amendment 2_Questions and answers for FA557522R0002-CNS PV Farm, Moron AB
A. The purpose of this is to answer questions proposed by interested parties.
1. Question: Dwg E-601 does not show the planned connection point of the 12.47KV coming from the new PV park. We assume that it would be in the 12470 V busbar and for this reason the following questions arise:
a) Is there sufficient space inside the substation enclosure (Bldg.#212) for the addition of the new protection cabins and switchgear?
b) If there is not enough space within the substation enclosure (Bldg. #212), would it be approved to install the new protection cabins and switchgear in a separate prefabricated shelter next to the substation
Answer: Dwg E601 was updated in Amd #1. Dwg E-601 in 22R0002_Atch5-
Concept+Drawings+dated+13+Jan+22 file of the solicitation shows the suggested injection point in the 12,470 V busbar of the Bldg #212. However, the basis of design should consider multiple injection points and determine the most feasible solution.
a) We think there is space enough inside the power plant (bldg. #212) for the additional
HV equipment; however, the final solution has to be developed as part of the design of this contract, and the space requirement will be different depending on the solution adopted by the AE Firm.
b) In the case that the solution adopted by the AE requires more space than the available in the power plant (Bldg #212), it could be approved. However, during the site visit, Contractors were able to inspect the existing spaces at Bldg #212 for a better idea.
2. Question: The project plans do not show the location of the Scada monitoring system of the new PV park; we assume that it will be located in Bldg.#212.
However, it is not indicated if the internet connection needed for the monitoring will be provided by the Government, and if the contractor will have to make a specific internet connection from a neighboring building.
Answer: Monitoring system for the PV Farm shall be located in the PV Famr utility vault, and a remote unit shall be located at the Base Power Plant, Bldg #212 (see Scope of Work, Part 5, paragraph 3.2.5). In any case, remote monitoring capabilities of the status and production of the PV Farm will be required to be displayed in the Bldg #212.
That is why a Fiber Optic cable is to be installed in this project between both facilities.
No internet connection is required, the communication between PV Farm and Bldg #212 shall be a dedicated fiber optic line provided as part of this project.
3. Question: A Lighting System is not indicated for the new PV park area. If required:
a) Can the new lightings circuit be fed from the public lighting circuit of Vazquez Sastizabal street?
b) As an option, could autonomous lighting columns powered by batteries be used?
Answer: No lighting is required for the PV Farm fenced area. Only lighting required is specified in Statement of Work, Part 5 – Performance Technical Specifications, paragraphs 3.4 Interior lighting and 3.5 Exterior lighting.
4. Question: This bidder believes that section A.2. MANAGEMENT AND TECHNICAL
