The United States Air Force intends to issue solicitation FA5575-14-R-0010 to solicit proposals for a Firm-Fixed Price contract to install two new frequency converters at Morón AB, Spain. The complete solicitation package will be available on the Federal Business

Opportunity website for download on or after 26 June 2014.

Contract magnitude is between $500,000 and $1,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government.

In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of

Government works. In addition, in accordance with the Office of Defense Cooperation Policy

Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications."

NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN

ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL

SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND

REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM

NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.

1. SCOPE OF WORK: The work includes, without being limited to, the following items:

1.1 Furnish and install two new 50/60 Hz 850 KVA frequency converter units, same model as those in the Power Plant, to be integrated in the existing installation, in order to increase system reliability.

1.2 Furnish and install new wiring from new units to input and output busbars, as well as to the PLC control panel, to its touchscreen, located in the Power plant’s main switch panelboard, and to the auxiliary services panelboards.

1.3 Furnish and install grounding system for new units and bond to installation’s grounding system.

1.4 Furnish, install, program and adjust new PLC for signal management and interconnection of the two new frequency converter units and the four existing ones following an established sequence of operation for evenly sharing the number of hours of operation.

1.5 Overhaul system three-phase step-up and step-down transformers.

1.6 Service and adjustments of HVAC installation to the new installation configuration.

2. PERFORMANCE PERIOD: The performance period proposed for this project, 300 calendar days, is for information purposes only. The Contractor shall provide the performance period with the proposal. The Contractor’s performance period will be considered in the evaluation of acceptable proposals.

3. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the “registro Oficial de

Contratistas de Obras del Estado” of the “Ministerio de Economia y Hacienda” covering the following groups, subgroups and categories.

The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility.

Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is

SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
