About this file
This is a Questions and Answers (Q&A) document issued by the Department of the Air Force, 1ERS Mission Support Flight (USAFE) on 09 September 2026, addressing inquiries regarding a frequency converter procurement for installation in a hot and rainy outdoor environment.
The requirement specifies a frequency converter converting 220 V, 50 Hz input to 120 V, 60 Hz output with a 200 A output capacity. The converter must supply three 100 A output circuits via a weatherproof distribution board. The system requires an IP65 or higher-rated outdoor enclosure suitable for hot, rainy conditions. Offerors must provide three 100 A circuit breakers for the output side, 100 A five-wire Cannon plug connectors with approximately 100 ft cable runs suitable for outdoor use, and 50 ft of cabling between the converter and distribution board with all associated terminations. The distribution board should be floor-standing unless enclosure size and weight make wall mounting more practical, accommodate up to a 4-inch strain relief connector, and include appropriate cable entry and maintenance access provisions. The scope is limited to supply and delivery only; no onsite installation, commissioning, or testing is required. Offerors may submit pricing in their own format with Base Requirement and Option 01 (additional converter only) shown separately. Option 01 covers the converter only and does not include a second distribution board, breakers, or cabling. There is no mandatory delivery date. Proposals must include converter kVA rating, continuous/overload current ratings, input/output voltage and phase configuration, circuit-breaker ratings and coordination, outdoor enclosure/IP rating, cable specifications including conductor size and environmental rating, general arrangement drawings, and confirmation of 50 Hz-to-60 Hz frequency conversion capability. There is no VAT exemption for U.S. Forces on Cyprus, and CST references indicate U.S. Central Time. The Government arranged further shipment via MilAir if delivered to Dover AFB, with contractor responsibility remaining until final delivery.

Questions and Answers (Q&A) Frequency Converter
1. Load / converter capacity:
The frequency converter will convert 220 V, 50 Hz input to 120 V, 60 Hz output.
Load nameplate data and motor-starting information are not available. Please size the converter for the stated output requirement of 120 V, 200 A, and advise whether a 100 kVA unit is sufficient for the proposed configuration.
2. Required IP rating:
The installation environment is hot and rainy. Please provide a weatherproof outdoor enclosure suitable for these conditions. Please recommend the appropriate IP rating; IP65 or equivalent/higher is preferred.
3. Distribution-board size / restrictions:
No specific width or height restrictions have been identified. Please provide the smallest practical enclosure size consistent with the required ratings, outdoor protection, cable entries, and maintenance access.
4. Number of 100 A output circuits:
Three (3) output circuits are required. Please provide three 100 A output circuit breakers.
5. 100 A, five-wire cable, and connector:
Yes. Please provide the required 100 A, five-wire cable, and Cannon plug connectors. Each cable run is approximately 100 ft. The cable will be surface routed in a hot, rainy environment and must be suitable for outdoor use.
6. Cable between frequency converter and distribution board:
The distance between the frequency converter and distribution board is approximately 50 ft. Cable routing will be surface-mounted. Please supply all associated cables, terminations, and connectors required for this connection.
7. Distribution-board mounting:
Please provide a floor-standing weatherproof distribution board unless the proposed enclosure size and weight make wall mounting more practical. Final mounting arrangement should support safe cable entry and maintenance access.
8. Overall structure:
Please use the overall structure shown in the referenced drawing/image, if technically compatible with the final equipment arrangement. Provide the proposed layout drawing for confirmation before fabrication.
9. Load type:
The specific load type is not available currently. The supplier should identify the basis for the stated 270 kVA requirement and advise whether that rating is necessary for a 120 V, 200 A output requirement. The converter should be suitable for the intended connected equipment and any applicable inrush or starting demand.
10. Circuit-breaker arrangement:
The proposed arrangement of a 100 A breaker on the input side and a 200 A breaker on the output side requires confirmation against the actual converter input/output ratings and voltage configuration.
The system requirement is 220/415 V to 120/208 V unless otherwise specified. Please propose the correct breaker ratings, interrupting capacities, and coordination based on the selected converter.
11. Equipment supplied by the frequency converter:
The frequency converter will supply the three output circuits through the distribution board. Specific load-device information is not available.
12. Rated current and starting current:
The required output rating is 120 V, 200 A. Starting-current data are not available.
Please identify any assumptions used for converter and protective-device sizing.
13. Additional frequency converter:
No additional frequency converter is required. The requirement is for one frequency converter supplying the distribution board.
14. Number of output circuit breakers:
Three (3) output circuit breakers are required, rated at 100 A each.
15. Main loads / maximum starting current:
Specific main-load and starting-current information is not available. Please state the load assumptions and any required converter overload capability in the technical proposal.
16. Voltage confirmation:
Confirmed requirement: 220 V, 50 Hz input to 120 V, 60 Hz output.
The 220/415 V and 120/208 V references should not be assumed unless required by the supplier’s proposed equipment configuration. Please clearly identify whether the proposed system is single-phase or three-phase, the line-to-line and line-to-neutral voltages, and whether a neutral conductor is required.
17. Load device:
The specific load device has not been identified. The converter and distribution board should be proposed based on the stated electrical requirements: 220 V/50 Hz input; 120 V/60 Hz output; 200 A output capacity; three 100 A output circuits;
and outdoor hot/rainy operating conditions.
18. Scope of Requirement: Could you please confirm whether the requirement is limited to the supply and delivery of the equipment identified in the SOO, or whether onsite installation, connection, commissioning and/or testing at the final destination is also required?
Limited to supply and delivery.
19. Pricing Format and Option 01: The evaluation criteria refer to the line items under the “Supplies or Services and Prices/Cost” section; however, we could not locate a separate pricing schedule in the solicitation package. May offerors provide pricing in their own format, with the Base Requirement and Option 01 shown separately? We would also appreciate confirmation that Option 01 covers the additional frequency converter only and does not require a second distribution board, breakers and associated cabling.
Yes, Offerors may submit pricing on their own letterhead/format. Yes, option 01 only includes the converter, not distribution board and cabling.
20. Delivery Schedule: The solicitation asks offerors to provide their projected delivery timeline. Is there a required or latest acceptable delivery date that offerors should take into consideration when preparing their quotations?
There is not.
21. Cable/Connector Interface: For the referenced 100 Amp, 5-wire Type-G cable, could the Government please confirm whether there is a specific connector/receptacle type, manufacturer, part number or interface standard that the proposed distribution board should accommodate?
Up to a 4-inch strain relief connector.
22. Alternate Shipping Location: If an offeror proposes delivery to the alternate 436th Aerial Port Squadron location at Dover AFB due to international freight costs, could you please confirm whether onward transportation to the final destination would then be arranged by the Government, and at what point delivery/acceptance responsibility would transfer?
Yes, further shipment would be arranged by the Government via MilAir, however acceptance and responsibility of the system remains with the contractor until final delivery.
23. VAT, Customs and Import Taxes: DFARS 252.229-7006, Value Added Tax Exclusion (United Kingdom), is included in the solicitation. Given the final delivery location, could the Government please confirm whether quoted prices should exclude applicable VAT and/or import duties, and whether the successful contractor will be provided the necessary tax-exemption or customs documentation for the shipment and any applicable local purchases?
There is no VAT exemption for US Forces on Cyprus.
24. Deadline Time Zone: For avoidance of doubt, could you please confirm whether the references to “CST” for the question and quotation deadlines are intended to mean prevailing U.S. Central Time on the applicable dates?
