General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

A. To assure timely and equitable evaluation of the Quote, the offeror must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of two (2) parts; Part I - Price, Part II - Technical, Part III - Past Performance.

B. The Government's terms, conditions, and respective provisions and clauses contained within this solicitation are prescribed in accordance with United States Federal Acquisition Regulations (FAR), and are not subject to conditionally quoted revisions or changes requested by offerors. Offeror's specific terms and conditions that may be contingently quoted for subsequent inclusion into the contract if awarded will not be considered by the Government in its evaluation of Quotes. Offerors that are not able to comply with the aforementioned conditions, will be determined as non compliant with the solicitation requirements, and therefore may be removed from consideration for award.

C. SITE VISIT: A site visit will be held on 23 May 2022 at 10.00am at RAF Fairford. To confirm attendance please email lawrence.roman.gb@us.af.mil no later than 20 May 2022.

D. PROPOSAL CONTENTS:

PART I - PRICE PROPOSAL

Pricing is required to be submitted on Attachment 1, Pricing

PART II - TECHNICAL PROPOSAL

Offeror shall provide a detailed and comprehensive proposal.

To Include:

(a) MISSION SUPPORT PLAN - Offerors shall illustrate a detailed and comprehensive plan in each area identified below that describes a proposed method, approvals necessary to perform each proposed method, and monitoring techniques:

(i) Bird Control Services - This includes a description of program for:

- Detailing the proposed methodologies and their respective utilization that will be used for areas in and around RAF Fairford.

- Controlling, maintaining and regaining low bird watch conditions in/around RAF Fairford

- Detailing how the contractor will ensure that adequate resources will be available to respond when needed

- Responding to bird-strike incidents

(ii) Mission Essential Services - IAW FAR Clause 252.237-7023 Continuation of Essential Contractor Services and FAR Provision 252.237-7024 Notice of Continuation of Essential Contractor Services. This includes a detailed description of the method on how the contractor will provide mission essential services during a crisis or emergency situations in or around RAF Fairford as outlined in the PWS. Contractor must illustrate how resources, personnel, equipment will be available and how the contractor intends to use them during crisis or emergency events.

(b) TRAINING AND QUALIFICATIONS - The contractor shall submit their training plan/procedures for all contractor personnel that demonstrate method(s) that reduces the risk of performance defaults. All required valid documentation that addresses qualifications, training, and the ability to perform any/all portions of the PWS such as, but not limited to; professional certifications, licenses, permits, degrees shall be provided for validation as proof of any qualifications and training. All submitted training and qualification must be valid for at least 6 months of the base period of performance. If any training/qualification expires during the first year of the contract performance; the contractor must demonstrate in the training plan the methods that will be used to renew any

501st Combat Support Wing (USAFE) qualification in order to continue performance of this requirement without interruption of service.

(c) Quality Control Plan (QCP) - State the approach or approaches you will use to perform to the standards of the PWS; to meet the quality thresholds defined in the Services Summary (section 2 of the PWS); and to correct deficient performance. NOTE: If selected for award, the offerors Quality Control Plan will be incorporated into the contract.

PART III -PAST PERFORMANCE

(a) Offerors shall complete Section A of Attachment 3, the Past Performance Questionnaires (PPQs) with their company information and send the PPQs to their current or former customers for completion of Sections B and C. After completion, the PPQs are to be e-mailed to lawrence.roman.gb@us.af.mil and benjamin.albers@us.af.mil. The number of PPQs for each offeror is limited to a maximum of five (5).

The government will use all questionnaires received from the offeror's referenced customers and data independently obtained from other government and commercial sources to determine if the Past Performance information is recent and relevant and then assess it for acceptability.

- Recent means performance within five (5) years of the date of this solicitation.

- Relevant means performance of similar requirements to those stated in the PWS either in whole or in aggregate if performed simultaneously under multiple contracts.

(b) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(A) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Price

(2) Technical

- Mission Support Plan

- Training and Qualifications

- Quality Control Plan

(3) Past Performance

(B) A Lowest Price Technically Acceptable (LPTA) process in accordance with Federal Acquisition Regulation (FAR) Parts 12 and

13.5 will be utilized for the purpose of the Government's evaluation of quotes and resultant award determination. Under the LPTA evaluation process, Technical Capability will be evaluated and rated on an acceptable or unacceptable basis whereby unacceptability of any respective sub-factor will result in an unacceptable technical capability-rating. In addition, ratings for past performance will be assigned utilizing an evaluation basis of acceptable or unacceptable.

(C) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(D) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Government intends to award a contract without discussions with respective offerors. However, the Government reserves the right to conduct discussions if deemed in its best interest. Exchanges conducted with regard to adverse past performance or to resolve minor or clerical errors will not constitute discussions, and the contracting officer reserves the right to award a contract without the opportunity for quote revision.

BASIS FOR CONTRACT AWARD

By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications. The evaluation process shall proceed as follows:

A. Price Evaluation

An offeror's quoted prices will be determined by multiplying the quantities identified by the quoted unit price for each Contract Line Item Number (CLIN) to confirm the extended amount for each. The option period under FAR Clause 52.217-8 Option to Extend Services, 50% of the price(s) quoted for the last option period will be included in the Total Evaluated Price (TEP).

NOTE: When evaluating quotes in a foreign currency, the exchange rate used will be the President's Budget Rate FY 2022.

Offers will be ordered by Price, with only the lowest priced offer being evaluated for technical acceptability. If the lowest priced offer is deemed unacceptable then the next lowest offer will be evaluated for technical acceptability. This process will continue until an offer is deemed technically acceptable, and then the evaluation process will be complete.

B. Technical Acceptability

The government shall evaluate the Technical quotes submitted by offerors and assign a rating of Acceptable or Unacceptable to each subfactor based on whether or not they meet the requirements of the solicitation. A rating of Unacceptable on any subfactor will result in the entire Technical Plan being rated as Unacceptable.

The Technical Quotes shall be evaluated against the following subfactors:

(a) MISSION SUPPORT PLAN - The offeror's Mission Support Plan shall be evaluated for completeness in thoroughly addressing each of the areas identified in 52.212-1 above; to include associated approaches that demonstrate that the offeror shall provide performance in accordance with the Performance Work Statement. Evaluation shall be done on an Acceptable / Unacceptable basis.

To receive an Acceptable evaluation, the proposal shall include at a minimum:

(i) Bird Control Services:

Contractor demonstrated a clear and comprehensive plan:

- Detailing the proposed methodologies and their respective utilization

- For controlling, maintaining and regaining low bird watch conditions in/around RAF Fairford

- Detailing how the contractor will ensure that adequate resources will be available to respond when needed

- Responding to bird-strike incidents

(ii) Mission Essential Services: Contractor demonstrated a clear understanding by formulating methods that provided mission essential services during a crisis or emergency situations in or around RAF Fairford as outlined in the PWS. Contractor illustrated how resources, personnel, equipment will be available and how the contractor intends to use them during crisis or emergency events.

(b) Training and Qualifications: The contractor submitted their training plan/procedures for all contractor personnel that demonstrate method(s) that reduces the risk of performance defaults. All required valid documentation that addresses qualifications, training, and the ability to perform any/all portions of the PWS such as, but not limited to; professional certifications, licenses, permits, degrees were provided as proof of any qualifications and training. For instances of any training/qualification that was due to expire during the first year of the contract performance; the contractor demonstrated in the training plan the methods that will be used to renew any qualification in order to continue performance of this requirement without interruption of service.

(c) Quality Control Plan: Contractor stated the approach or approaches that will be used to perform to the standards of the PWS; to meet the quality thresholds defined in the Services Summary (section 2 of the PWS); and to correct deficient performance.

C. Past Performance

(1) The government will evaluate past performance on a pass/fail basis and assign an Acceptable or Unacceptable rating as described below:

Acceptable = Past performance demonstrates a reasonable expectation that the offeror will successfully perform the requirements of the PWS.

Unacceptable = Past performance does not demonstrate a reasonable expectation that the offeror will successfully perform the requirements of the PWS.

In the evaluation of Past Performance, the Government will consider the information provided through the questionnaires, as well as information obtained from other sources, such as, but not limited to, the Past Performance Information Retrieval System (PPIRS).

When a completed PPQ does not match the Contractor Performance Assessment Report (CPAR) rating, CPAR will take precedence.

The Offeror's past performance efforts will be assess for: Recency, Relevancy and Performance Quality. The Government will only evaluate performance quality on past efforts that are determined to be both recent and relevant.

(i) Recency: Services must have been performed within the last five (5) years from the issuance date of solicitation.

(ii) Relevancy: Past performance has to be similar in scope. Scope is defined as providing Bird Control Services of similar size and complexity to the work requirements outlined in this solicitation and associated Performance Work Statement.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the past performance rating will be considered "unknown". For the purpose of evaluation, an "unknown" past performance rating will be considered an unacceptable rating and will not be considered for award.

(iii) Performance Quality: The quality assessment consists of an evaluation of recent and relevant past performance information available, regardless of its source. The quality assessment may reveal positive or adverse past performance information. Adverse past performance is defined as past performance information that supports an unsatisfactory rating on any evaluation element or any unfavorable comment received from sources without a formal rating system. Multiple ratings of less than "Satisfactory" in Contractor Performance Assessment Reporting System (CPARS) and/or Past Performance Questionnaires (PPQs) may result in a past performance rating of "unacceptable". Offerors may be given an opportunity to respond to adverse past performance information for which they have not previously had an opportunity to address.

52.217-9. Option to Extend the Term of the Contract

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months.

5352.201-9101 Ombudsman

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of

OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Erik J.
