1. DESCRIPTION OF SERVICES/GENERAL INFORMATION.
The Contractor will provide all personnel, equipment, tools, materials, supervision, transport, and other items and services necessary to perform Bird Control Services at RAF Fairford, United
Kingdom, in accordance within this Performance Work Statement (PWS) and all applicable UK laws and regulations. This is a Non-Personal Service.
1.1. AREA OF PERFORMANCE.
Bird Control shall be performed on the airfield where the presence of birds would present a hazard to aircraft. The Contractor shall perform Bird Control inside of aircraft hangers, buildings and structures on the airfield which have become a habitat for birds. The Contractor shall provide the Airfield Manager or designated representative with a schedule of Bird Control to be performed on the airfield and in hangars, buildings and structures. Bird Control of the aircraft movement area and flight line shall take priority when the airfield is open for flight operations.
Bird Control shall also be performed in areas of lakes, water reservoirs, waterways, gravel and mineral extraction sites, landfills, woodlands and farms that are within three (3) statute miles of, and affect the habitat of the base, and an awareness of any activity within an eight (8) statute mile radius, which could have an impact on bird concentrations and flight safety.
1.2. METHOD OF PERFORMANCE.
The Contractor must comply with all British Laws and regulations that are applicable to this type of bird control program. Any method used must be legal, safe and effective.
1.2.1. The Contractor shall use a combination of active controls (minimum of two) to disperse or eliminate birds from areas identified in Section 1.1.
1.2.1.1. If Firearms are to be used, the Contractor must ensure employees are trained in the use of firearms and hold a firearms/shotgun certificate within 30 days of employment. Firearms brought onto the base must be registered with Military Police and stored in the base Armoury or British
Standard BS7558/92 gun safe.
1.2.2. Any methods of Bird Control that has not been proposed during the solicitation bid is required to be approved by the Contracting Officer in advance of performance.
1.2.3. The Contractor shall not use ineffective methods of Bird Control identified in AFPAM 91-
212. This includes but is not limited to the use of stuffed owls, rubber snakes, rotating lights, eyespots and ultrasonic devices.
1.2.4. The Contractor shall advise the Bird Hazard Working Group on passive controls to discourage birds from using the airfield.
1.3. STANDARD OF PERFORMANCE.
The Contractor must maintain the airfield in Bird Watch Condition LOW except during an increased Bird Watch Condition period defined in 501 CSW Plan 91-212 or superseding plans.
1.4. HOURS OF OPERATION.
1.4.1. Normal Hours of Operation. During steady state operations the Contractor shall perform the required services during normal duty hours of 0600 - 1800, Monday through Friday. U.S.
Federal holidays are observed unless service is required. If service is required on U.S. Federal
Holiday it will be considered out of hours, IAW Para. 1.4.2.

1.4.2. Out of Hours Operation. Bird Control services may be required outside of normal hours of operation. The Contracting Officer Representative (COR) or Airfield Management will notify the contractor at least 90 minutes in advance of the requirement for work covered in this subparagraph. Out of Hours support will be requested for a minimum call out time of 4 hours, which begins upon commencement of services. Historical data on out of normal hours support is provided in Appendix C.
1.4.2.1. Contingency and Deployment Hours of Operation. Bird Control to support operations may be required on a 24-hour, 7-days a week basis with less than 24-hours notice during a designated contingency operation or deployment. The Contracting Officer will negotiate on a case by case basis if full 24 hour/7 days per week is required. Unless approved by the
Contracting Officer, the Contractor shall continue normal daily operations during contingency operations and deployments.
1.4.3. On flying days, the Contractor must commence active Bird Control one (1) hour before the first scheduled aircraft arrival or departure. The Contractor will continue to provide active Bird
Control until the last aircraft scheduled to arrive or depart has done so, or as directed by the
Airfield Manager or designated representative.
1.4.4. The Contractor will contact the Airfield Manager or designated representative by 1600 hours each day to determine the hours of Bird Control that will be required for the following day.
1.4.5. Contractor personnel will perform, as a minimum, one (1) complete vehicle patrol for birds per hour during periods of non-flying and provide continuous patrols that include movement to monitor approach and departure ends of the runway. The term continuous means that Contractor personnel will be in the vehicle on the airfield watching for birds during periods of flying. When birds are detected on the airfield, the Contractor will continue to provide Bird Control until all flocks are dispersed. In addition, within ten (10) minutes after a request from the Airfield
Manager or designated representative, Contractor personnel will commence performing Bird
Control in the area(s) specified. When the airfield is not in use, the Contractor must conduct proactive checks on and around the base and off base as required for bird hazards, such as freshly ploughed fields, lakes, and agricultural areas that might attract birds. Any proactive check that will take more than one (1) hour must be approved in advance by the Airfield Manager or designated representative.
1.4.6. Contractor personnel will advise the Airfield Manager or designated representative when leaving the airfield (i.e. to refuel). Such trips will be of the minimum required duration.
Contractor personnel are responsible for adhering to response times above, unless otherwise approved by the Airfield Manager or designated representative. The Contractor must ensure one
(1) employee is on duty on the airfield at all times while flying is in progress. The Airfield
Manager must approve any exception. Contractor should have sufficient staff on site so they can take adequate breaks.
1.4.7. Contractor personnel will review the Flight Data Aircraft Movement Logs before start of flying with the Airfield Manager or designated representative to verify the daily flying and all updates to aircraft movements.
1.5. MONTHLY BIRD ACTIVITY REPORT.
The Contractor must submit a monthly report electronically to the Airfield Manager or designated representative and Safety Office on the preceding month’s bird activity not later than the 15th calendar day of the month following performance. As a minimum, the report must include:
Summary of bird activity, migratory, roosting and nesting patterns by species.
Data on bird activity on the airfield by species to include; total observed, number of dispersal actions and average number dispersed.
Data on bird flyover activity across the airfield to include; date, time, number, species, location, weather conditions and direction and corresponding maps.
Data on wildlife activity on the airfield by species to include; total observed, number of dispersal actions and average number dispersed.
Status and effectiveness of passive controls, which are utilized on the airfield.
Monthly and annual analysis of bird and wildlife activity data by species for the purpose of identifying trends and areas for improvement.
Identification of species which may impact flight operations in the following month and a plan of
Bird Control activities, strategies and method of bird dispersal to reduce hazards.
Summary of bird/wildlife strikes and monthly and annual analysis of contributory factors such as weather condition, location, phase of flight, speed and altitude, time of day and type of aircraft involved in strike.
Summary of new actions taken to reduce bird habitats and attractants within the Contractor’s area of performance.
Identification of new habitats or developments within the Contractor’s area of performance which may increase bird concentration levels.
Recommendations for Government actions to reduce bird/wildlife activity.
1.6. DAILY ACTIVITY LOG & DOCUMENTATION.
Contractor personnel must maintain and submit a daily activity log of operations to the Airfield
Manager. This log must include Bird Watch Condition (BWC), type of activity
(feeding/loafing/flying), time of activity, weather conditions, location of activity, species, estimated number of birds (or animals if applicable) and dispersal method used. The Airfield
Manager may require that other similar additional information be added to this log. This log will be submitted at the end of each day of performance. A record of birds flying over the airfield must also be kept to include number, species, flight path, date and time. This information must be recorded on a map and spreadsheet and be or be compatible with MS Word, MS Excel, and
MS PowerPoint. The airfield manager may require the contractor to provide input (including data and slides) for inclusion in bird meetings and for other presentations or documentation from time to time. Contractor may be required to make minor changes to data that is collected and recorded in order to comply with AFMAN 13-204V2.
1.7. VEHICLES.
Performance under this contract will require contractor personnel to possess a driver's license valid for operating a 4-wheel passenger motor vehicle in the United Kingdom to perform Bird
Control in areas identified in Section 1.1. Contractor personnel must adhere to the following practices when performing in these areas:
1.7.1. Provide a serviceable vehicle(s) available at all times with valid MOT, vehicle insurance and road tax to perform Bird Control. Purchase/provide adequate fuel for Contractor vehicle(s) to allow for required patrols of the airfield. When required, register vehicles used in the performance of this contract with the base pass and registration office and the Airfield Manager.
1.7.2. Ensure Contractor vehicle(s) and vehicle operator(s) comply with all applicable British
Laws and Regulations for vehicles operating on public highways as well as RAF Fairford airfield driving instructions.
1.7.3. Only use vehicles equipped with a roof-mounted, operational yellow or amber rotating light.
1.7.4. Ensure Contractor vehicles are easily recognized. This will be accomplished by having the
Contractor’s company name on both sides and the rear of the vehicle. Signs and other equipment used on the vehicle must be affixed so they will not fall off the vehicle and create a Foreign
Object Debris hazard.
1.7.5. When the vehicle is not in use, any explosives will be removed and placed in licensed
Potential Explosive Site (PES). Any firearms will be stored in the base Armory or British
Standard BS7558/92 gun safe.
1.7.6. When transporting non-military explosives off base, the contractor will comply with the current UK Carriage Regulations.
1.8. BIRD HAZARD WORKING GROUP (BHWG) AND OTHER MEETINGS.
Contractor personnel must attend meetings as directed by the Airfield Manager. These meetings include, but are not limited to, Bird Hazard Working Group (BHWG), Ministry of Defence
(MOD) Land Issues Meeting and Joint Airfield Inspections. When requested, Contractor personnel will provide or brief information about bird and animal control, bird migration, species and population, habitat, feeding, control methods or other related subjects during meetings.
1.9. REMOVAL OF ANIMAL REMAINS.
Contractor personnel will retrieve, package and dispose of the remains of all disabled, maimed, or dead animals, not suspected to be involved in an aircraft strike, from the airfield in a specified waste disposal receptacle. All disposals must be in accordance with British Law.
1.10. SPECIES IDENTIFICATION.
The Contractor will report all bird strikes to both USAF and non-USAF aircraft, both damaging and non-damaging, to the Airfield Manager and collect feather samples and/or remains.
Additionally, any wildlife remains found on the airfield and believed to have been involved in a strike must be placed in a suitable container or bag and delivered to the Safety Office for species identification. The Contractor will provide the Safety Office with a verbal report on bird species identification and written Bird Strike Report (AF Form 853) if the Contractor witnessed the strike.
1.11. SCHEDULED AIRFIELD CLOSURES.
The airfield may be closed on specific days for construction on the aircraft movement area, flight line or for other reasons. Unless the Contracting Officer (CO) or Contracting Officer
Representative (COR) informs the Contractor that services are not required, the Contractor will perform Bird Control as normal during these periods.
1.12. SAFETY.
The Contractor will conform to applicable Health and Safety Executive guidance and regulations for the United Kingdom and perform Bird Control under this contract in a safe manner to preclude damage or injury to Government property or personnel.
1.13. BIRD WATCH CONDITIONS.
1.13.1. BIRD WATCH CONDITION CODE CHANGES.
Contractor personnel must advise the Airfield Manager or Air Traffic Control when an increase in bird activity requires a change to the Bird Watch Condition. Contractor personnel will make a recommendation to the Airfield Manager or Air Traffic Control as to which Bird Watch
Condition should be used to describe the activity on the airfield.
1.13.2. BIRD WATCH CONDITION CODES.
Definitions of Bird Watch Conditions are found in 501 CSW Plan 91-212 or superseding plans and are based upon AFI 91-202 guidance. The Contractor will make sure employees are familiar with and use this criteria.
1.13.3. BIRD ATTRACTION/HAZARD.
Contractor personnel will assist the Airfield Manager in identifying bird or hazards on the airfield and suggest improvements and methods to prevent bird strikes.
1.14. GOVERNMENT REMEDIES.
The contracting officer will follow FAR 52.212-4, Contract Terms and Conditions-Commercial
Items, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
1.15. CONTRACTOR PERSONNEL.
1.15.1. CONTRACT MANAGER.
The Contractor shall designate a Contract Manager who will be responsible for the performance of the work. The name of this person and an alternate, who will act on behalf of the Contractor when the manager is absent, will be designated in writing to the Contracting Officer. The
Contract Manager or alternate(s) must have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
1.15.2. THE CONTACT MANAGER HOURS.
The contract manager or alternate will be available during normal duty hours within sixty minutes of notification by telephone to discuss problem areas.
1.15.3. CONTRACTOR EMPLOYEES.
The Contractor will not employ personnel under this contract if the Contracting Officer identifies such employee as being debarred, or as being a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
1.15.4. CONTRACTOR PERSONNEL APPEARANCE.
Contractor personnel must be easily recognized as Contractor employees. Contractor personnel will wear distinctive clothing or badges bearing the company and employee names, ensuring any
FOD controls are adhered to. Contractor personnel will carry in their possession at all times positive identification that states the holder’s full name and employer. Contractor personnel must be suitably dressed (smart casual at a minimum) when attending meetings or briefings unless otherwise authorized by the Airfield Manager.
1.15.5. CONTRACTOR PERSONNEL TRAINING.
Where applicable, the Contractor will ensure employees have current and valid professional certifications before starting work under this contract:
1.15.5.1. Airfield driver’s license and training. See PWS Paragraph 1.15.11.2.
1.15.5.2. Firearms Certification. Copies of the following firearm certification documents will be provided to the Airfield Manager or designated representative before firearms may be used in performance of services under this contract.
1.15.5.2.1. Firearm certificate of the owner of the weapon, whether it be corporate or individual.
1.15.5.2.2. Firearm certificates for each individual who may be using the firearm in the performance of this contract.
1.15.6. FORMER DOD EMPLOYEES.
The Contractor will not employ any person who is an employee of the Department of the Air
Force; either military or civilian, unless such person seeks and receives approval according to
DODD 5500.7-R. The Contractor will not employ any person who is an employee of the
Department of the Air Force if such employment would be contrary to the policies in AFI 64-106.
1.15.7. OFF-DUTY MILITARY.
The Contractor is cautioned that off-duty, active duty military personnel performing under this contract may be subject to permanent change of station, change in duty hours or deployment.
Military Reservists & National Guard members may be subject to recall to active duty. The abrupt absence at any time will not constitute an excuse for non-performance under this contract.
1.15.8. EMPLOYEE COMPETENCY.
Contractor employees performing services under this contract must be experienced and competent to perform the services required in this contract. Prospective contractor must provide employee references showing that each employee to be employed on the airfield has at least one
(1) year of experience performing airfield Bird Control services.
1.15.9. EMPLOYEES WITH LESS THAN ONE (1) YEAR OF EXPERIENCE.
It is recognized that the Contractor may need to hire and train new employees. Contractor employees with less than one (1) year of previous experience will perform services in the presence and under direct supervision of an experienced Contractor employee who has at least one (1) year experience providing airfield Bird Control services. Training in the presence and under direct supervision will last no less than 180 days from start of employment.
1.15.10. SECURITY REQUIREMENTS.
All Contractor employees must have a background investigation conducted using the MOD Form
1109, Security Questionnaire. Since restricted area access will be needed if airfield is operational this must be a Security Check (SC) as a minimum. If applicable, all Contractor personnel performing services under this contract will contact the Security Forces Pass and Registration section to request a restricted area badge. The badge authorizes Contractor employees to perform the services of this contract on the aircraft movement area and flight line and/or restricted areas without an escort. Restricted area badges will be returned immediately to the Airfield Manager when the badge has expired, when the holder is no longer employed by the Contractor or as directed by the Airfield Manager. The Airfield Manager will return the restricted area badge to
420 ABS/SF for accountability and destruction. In the interest of installation security, all vehicles entering, exiting, and operating on the installation are subject to search at any time.
1.15.10.1. Installation Passes and Restricted Area Badges. Contractor employees will obtain:
1.15.10.2. Installation Passes. Contractor employees must have proof of insurance, MOT (if applicable), road tax, V5 and valid driver’s license to get a USAFE Form 4, Vehicle Registration for the installation.
1.15.10.3. Restricted Area Badges. Contractor employees must have the applicable Host Agency
Check completed with the MOD Form 1109, Security Questionnaire, SC. Applicable paperwork will be generated, AF Form 2586, Unescorted Entry Authorization Certificate to ensure
Contractor employees can gain access to a restricted area.
1.15.10.4. All Contractor employees must maintain adequate certifications and passes to work unescorted on the airfield.
1.15.11. Contractor Employee Training.
1.15.11.1. Training Requirements. The Contractor will develop a training curriculum for employees with less than (1) year experience providing airfield Bird Control services. This training must be completed within 180 days from start of employment. Once training is completed, a training record will be submitted to the Airfield Manager and Safety Office for review.
1.15.11.2. Airfield Driving Training. All Contractor personnel operating a motor vehicle on the aircraft movement area and flight line will contact the Airfield Manager or designated representative to request airfield driving training and issuance of an AF Form 483, airfield driving competency card. The cards will be returned immediately to the Airfield Manager when the card expires, the Contractor no longer employs the cardholder, and the contract is completed or as directed by the Contracting Officer. The Government will furnish all initial and refresher airfield driving training orientation and certification courses. The Contractor must submit a complete list of all personnel requiring airfield driver training five duty days before scheduling the training.
Airfield driving training is recurring training and each employee of the contractor will complete this training once per year. The training takes up to four (4) hours to complete.
1.16. QUALITY CONTROL.
Quality Control Plan (QCP) & procedures manual: Contractor shall submit a QC plan with their proposal. When revisions occur, the contractor shall submit revised QC plan within 30 calendar days to the Contracting Officer for approval.
1.17. QUALITY ASSURANCE.
The Government will evaluate the Contractor’s performance under this contract for those tasks listed in the Service Summary (SS). Government personnel will record all surveillance observations. When an observation indicates defective performance, the Airfield manager or representative will require the Contract Manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the SS or by methods other than those listed in the contract (standard inspection procedures or other contract provisions). Any action taken by the Contracting Officer as a result of surveillance will be according to the terms of this contract.
1.17.1. PERFORMANCE EVALUATION MEETINGS.
The Contracting Officer (CO) may require the Contract manager to meet with the CO, Contract
Administrator, and other Government personnel as deemed necessary. The Contractor may request a meeting with the CO when they believe such a meeting is necessary. Written minutes of any such meetings will be recorded in the contract and signed by the Contract Manager and the
CO or Contract Administrator. If the Contractor does not concur with any portion of the minutes, such non-concurrence will be provided in writing to the CO within ten (10) calendar days following receipt of the minutes.
1.18. PHYSICAL SECURITY.
The Contractor is responsible for safeguarding all Government property provided for Contractor use. All Government facilities, equipment and materials must be secured at the end of each work period.
1.18.1. SECURING CONTRACTOR POSSESSIONS.
The Contractor will ensure all firearms, ammunition and pyrotechnics and other dangerous devices/substances that are in his/her possession while on RAF Fairford are secured and are not left unattended, at all times. As a minimum, the Contractor will have a metal container secured to the inside of the Contractor’s vehicle with a lock and key to store these items. Failure to comply with this requirement may be grounds for termination of this contract under the applicable termination clause of the contract.
1.19. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL
COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER.
In the event of a national emergency or crisis and the Department of Defense has activated instructions contained in DODI 3020.37 and the Air Force implementation thereof, it is determined that the Contractor will be required to perform during crisis. The hours of operation and services required in this contract remain unchanged. The Contracting Officer will notify the
Contractor of any and all crisis response implementations. Any resultant deviations to current contract services due to a crisis will be negotiated if and when such crisis occurs. It has been determined that all services performed under this PWS in/around RAF Fairford are declared as mission essential.
1.20. CONSERVATION OF UTILITIES AND WASTE MINIMIZATION.
The Contractor will ensure employees practice utilities conservation. The Contractor will be responsible for preventing wasteful use of utilities. Some measures include:
1.20.1. Use lights only in areas where work is actually being performed.
1.20.2. Do not adjust mechanical equipment controls for heating, ventilation and air conditioning systems.
1.20.3. Turn off water faucets (taps) or valves when not in use.
1.20.4. Put recyclable waste in recycle bins provided (i.e. paper, glass, plastic, etc.)
1.21. ENVIRONMENTAL AND HAZARDOUS MATERIALS HANDLING.
1.21.1. The Contractor will retain full responsibility for all hazardous materials used in conjunction with this contract. All transport, usage, storage and disposal will be in strict accordance with United Kingdom (UK) Health and Safety at Work Act of 1974, the UK
Environmental Protection Act of 1990, applicable Air Force Regulations, policies and the UK
Final Governing Standards.
1.21.2. Within ten (10) days of contract award, the Contractor will complete a hazardous product storage permit (provided by 420 ABS/CEV) including providing a listing of all hazardous materials to be used to complete this contract. The listing must include Material Name, Manufacturer, Quantity, and Process for which the hazardous material will be used, location to be stored and how material will be contained in case of spill. The Contractor will forward this list, a
Safety Data Sheet for each HAZMAT, and a Control of Substances Hazardous to Health
(COSHH) Regulations 1994 risk assessment for each material to the Airfield Manager, or designee. The Airfield Manager will forward the permit and list to the 420 ABS/CEV. This will be coordinated with the IDMT, Safety, HAZMAT Pharmacy and the Base Fire Department for review and approval. 420 ABS/CEV will retain a copy of the approved list. The Contractor will be prohibited from storing, mixing or washing out any pesticide related containers on site. Any proposed pesticide use will comply with the installation Pesticide Management plan & UK FGS
Chapter 11.
1.21.3. The Hazardous Material Program team has the right to disapprove the use of any hazardous material they deem pose an undue risk to personnel safety, health or cause damage to the environment. The Contractor will not intentionally or otherwise dispose of any HAZMAT or hazardous waste on or off the Government installation by dumping on the ground, pouring down the drains, incineration or placing in trash receptacles. If the contractor generates hazardous waste then the Contractor will dispose of hazardous waste using certified disposal companies and to certified disposal sites. Upon completion of the contract, the Contractor will provide the
Contracting Officer, or designee, a list of HAZMAT that has been disposed of and/or that is leaving the base, for closeout through the HAZMAT Pharmacy.
1.22. RECORDS.
The Contractor will be responsible for creating, maintaining and disposing of only those
Government records that are specifically cited in this PWS or required by the provisions of a mandatory regulation/instruction listed in Appendix B, Applicable Publications and Forms. All records shall be made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract. If requested by the Government, the Contractor will provide the original record, or a reproducible copy of any such record, within five (5) working days of receipt of the request.
1.23. CONTRACTOR MANPOWER REPORTING.
1.23.1. The Contractor shall report ALL contractor labor hours, including subcontractor labor hours, required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
1.23.2. Reporting inputs will be for the labor executed during the period of performance for each
Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting
Application (CMRA) help desk.
1.23.3. Uses & Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
1.23.4. User Manuals. Data for Air Force service requirements must be input at the Air Force
CMRA link. However, user manuals for Government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

3. GOVERNMENT FURNISHED PROPERTY/SERVICES
3.1. An inventory of Government-Furnished equipment must be done after contract award and not later than five working days before start of the contract and not less than ten working days before completion of the contract period (including any options periods). The contractor and
Property Administrator will conduct a joint inventory of all Government-furnished items.
Equipment not in working order must be recorded and the contracting officer notified in writing.
3.2. A building will be provided to the contractors for use during working hours. This is a work area and is not to be used for accommodation (sleeping/living quarters). This building, and the area outside the building used by the contractor, must be kept completely clean and tidy at all times. The grounds area within the fenced compound will be maintained by the contractor.
3.3. The Government will provide the Contractor one (1) hand held portable land mobile radio, one (1) battery and access to one (1) battery charger (or exchange of spent battery with charged battery) to be used in performing this contract.
3.4. Obtaining Replacement of Government-Furnished Equipment. The Contractor will submit requests for replacement of Government-furnished equipment to the Contracting Officer for processing. Requests must specify the reason(s) for equipment replacement. Depending upon the circumstances surrounding the request, the Airfield Manager may provide a suitable substitute.
3.5. GOVERNMENT PROVIDED TRAINING. The Government will provide initial, one-time training for specialized, military-unique equipment or programs when the Government is the sole source of such training. The Contractor may request approval for additional training. The
Contracting Officer may approve additional training if funding is available and it provides value to the contract.

APPENDIX A - TECHNICAL DEFINITIONS
TECHNICAL DEFINITIONS:
Aircraft Movement Area. The runway and areas within 200 feet from runway edge, taxiways, over and under runs, hardstands, parking aprons, and ramps.
Airfield. A military base (RAF Fairford) including the aircraft movement area, flight line, surrounding infrastructure on land owned or controlled by the Government.
Airfield Manager. Individual responsible for the maintenance of the aircraft movement area, flight line, lighting and other airfield components and systems. Removing foreign objects from the Airfield and identifying and eliminating hazards to airfield operations. The Airfield Manager or designated representative is responsible for performing Quality Assurance functions under this contract.
Bird Control. As used in this contract, means the elimination or removal of birds or other animals
(such as rats, rabbits, snakes, etc. which may be an attractant to birds), as directed by the Airfield
Manager or designated representative in which birds are the largest populous of the species and which may be a potential hazard to aircraft in the specified areas.
Bird Hazard Working Group. Organizations involved in airfield bird/wildlife control, natural resources management, operations and safety which identify methods to reduce hazards and recommend changes in operational procedures, and reviews bird strike and other data IAW AFI
91-202 and AFPAM 91-212.
Bird Watch Condition. A code used to communicate local wildlife activity along with location, number and type of wildlife.
Bird Watch Condition LOW. Bird activity on and around the airfield representing low potential for strikes.
Bird Watch Condition MODERATE. Bird activity near the active runway or other specific location representing increased potential for strikes.
Bird Watch Condition SEVERE. Bird activity on or immediately above the active runway or other specific location representing high potential for strikes.
Flight line. The area of an airfield specifically prepared for the parking, servicing, loading and offloading of aircraft, including maintenance hangars and air space within the airfield perimeter including altitudes of 3,000 feet AGL and below.
Runway. Paved area of an airfield which an aircraft uses for takeoff and landing.
Safety Office. Flight, Occupational and Weapons safety personnel trained to identify, evaluate and control hazards and responsible for managing installation safety programs.
APPENDIX B - APPLICABLE PUBLICATIONS AND FORMS.

Publications and forms that apply to the PWS are listed below. The publications and forms have been coded as mandatory or advisory. The Contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in other sections of this PWS.
The Contractor will be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in this PWS. All publications and forms listed will be provided by the Government at the start of the contract. The Government will provide follow-on requirements to the Contractor when changes occur. Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The
Contractor will immediately implement those changes that result in a decrease or no change in the contract price and notify the Contracting Officer in writing of such change. Should a decrease in contract price result, the Contractor will provide a proposal for a reduction in the contract price to the Contracting Officer. Before implementing any change that will result in an increase in contract price, the Contractor must submit a price proposal to the Contracting Officer within 30 calendar days following receipt of the change. The Contracting Officer and the Contractor will negotiate the change into the contract under the provisions of the contract clause entitled
"Changes." Failure of the Contractor to submit a price proposal within 30 calendar days following receipt of the change entitles the Government to performance according to such change at no increase in contract price (unless the time requirement is waived by the Contracting Officer according to paragraph (c) of the Changes clause).

APPENDIX C – Out of Hours Supporting Data
Out of hours support for Bird Control Services at RAF Fairford IAW Paragraph 1.4.2 from
October 2016 through January 2020 averages to 300 hours per 12 month period.
It is anticipated that the annual out of hours support required under this contract will be 350 hours.
