FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a BPA resulting from this solicitation to the responsible offeror, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Technical capability, as defined as meeting the requirements of the Statement of Work (SOW).

(2) Price. Price will be evaluated by adding the unit price for each line item. For line items that do not have a specified quantity (i.e. rooms), the unit price of a single type of room will be used for evaluation.

(b) Offers will be evaluated using a Lowest-Priced Technically Acceptable (LPTA) evaluation approach. Offers will be arranged from lowest evaluated price to highest priced. The lowest-priced Offeror's submitted qualifications and other supporting documentation will be evaluated to determine if it is acceptable or unacceptable for the requirement, as specified in this solicitation and attached documents. If the lowest-priced offer is not technically acceptable, the next-lowest offer will be evaluated for technical acceptability, and so-on until at least two technically acceptable offers have been found, or all offers have been exhausted. The lowest-priced technically acceptable Offeror will receive the award. If an insufficient number of offers were found technically acceptable, the Contracting Officer may conduct interchanges with all, some, or none of the offerors; with the intent to address any aspect of the offeror's quote.
