REQUESTS FOR INFORMATION
Q. Would you please confirm under which CLIN we should price for Appliance Maintenance (PWS 1.7). CLIN 0007 – 40007 asks for pricing for FMO Cleaning and Repair but quotes paragraph 1.6 PWS which is Appliance Warranty Program. Please advise.
A: Solicitation has been amended correcting PWS reference to Paragraph 1.7.
Q. Would you please send a copy of the CLIN pricing continuation sheets in Word format.
A. A Microsoft Word copy of pages 3 through 80 of solicitation will be uploaded to www.fbo.gov
Q. What does the Government consider an adequate stock of parts? Reference PWS Paragraph 1.7.1.8, page 17
A: An adequate stock of parts is defined by the amount required to avoid unreasonable delays of delivery of appliance due to repair. The contractor shall determine an amount.
Q. Are the component parts and accessories mentioned in PWS Paragraph 1.5.2, page 14 part of the adequate and cost reimbursable stock of parts mentioned in PWS Paragraph 1.7.1.8, page 17? Reference PWS Paragraph 1.5.2, page 14
A: The parts referenced in PWS Paragraph 1.5.2 (vent hoses, pipes, shelves, rails, legs, etc) are provided by the government. The parts referenced in PWS Paragraph 1.7.1.8 are provided by the contractor on a reimbursable basis. Cannibalization is permitted to reduce reimbursable costs.
Q. With regard to the issuing of appliances within and out of certain mileage radii (miles from warehouse), which is the correct guidance? Reference PWS Paragraphs 1.6 and 1.8
A: PWS Paragraph 1.8 refers specifically to picking items at RAF Croughton FMO. Items are picked at RAF Alconbury FMO by US Government employees. PWS Paragraph 1.6 has been rewritten to clarify the expectation of the contractor regarding responding to faulty appliances with a current warranty.
Q. Does the Government anticipate reimbursable overtime, for example if a furniture delivery/appliance installation outside of a certain distance runs over the listed operating hours?
A: No, the CLIN is prices as FFP and does not allow for overtime. Note that scheduling of deliveries is controlled by the contractor (Reference PWS para 1.5)
Q. Does the Government supply the cleaning supplies needed to clean appliances and furniture?
A: PWS Paragraphs 1.7 and 1.8 have been amended to clairfy.
Q. Based on PWS paragraph 1.7 and 1.8 and the Glossary, can the Government clearly define and delineate what constitutes minor repair and maintenance?
A: A minor repair is a defined under paragraph 1.7 as “examples of the minor repairs the contractor will perform are changing electrical plugs, replace fuses, and replace electrical connectors and wiring used to connect appliances to the power outlet” and under 1.8 as “Screwing in parts of appliances, wiping and sanding minor scratches, cannibalizing reusable parts from like items (i.e. washer doors, covers, door handles, water tubes, filters, lids, door seals, fridge freezer filters.)”
Q. If an appliance is still under warranty, does the contractor still perform minor maintenance, risking loss of warranty, or is all needed maintenance performed by the warranty provider?
A: All maintenance items covered under a warranty will be maintained by the warranty provider. IAW PWS Paragraph 1.6, the contractor may be asked to exchange a warranty appliance as a delivery run under CLIN X009 and associated SubCLIN.
Q. Are the Supply Support and Hazardous Material Operations collocated or separate functions? Reference PWS Paragraphs 1.3.1 and 1.3.5, pages 11 and 12
A: They are collocated functions.
Q. Will the Government please provide a complete listing for Hours of Operations for all functional areas at all locations?
A: PWS Paragraph 1.13. Hours of Operation address hours of operation for each functional area.
Q. How many line items are stored in the warehouse?
A: The warehouse storage is primarily for items waiting to be taken to DLA-DS and occasionally received cargo items awaiting pickup. The range will vary greatly because of the disposal items, but there are an average of 35 items for short periods of time
Q. Are hand-held terminals used (supplied by the Government) to receive, issue, track, and inventory Supply Property?
A: The government does not provide a hand-held terminals inventory system.
Q. Are Supply documents filed and maintained electronically or are hard copies filed in file cabinets?
A: Supply documents are maintained as hard copies in filing cabinets.
Q. Does the Government provide vehicles and fuel for FMO furniture and appliance deliveries? How many vehicles (Government-provided/Contractor-provided) are used currently by the incumbent? Reference PWS paragraph 1.2.1.6, page 5
A: PWS Paragraph 1.5.2 has been amended to address vehicle and fuel requirements for FMO delivery services. The amount of vehicles currently being used is not available for release.
Q. Does this contract, or any part of it, fall under a collective bargaining agreement?
A. No.
