About this file
This is a Questions and Answers document for a federal contract opportunity addressing technical, personnel, security, and administrative requirements for an Intrusion Detection System (IDS) integration project at Kadena Air Base.
The government clarified that contractors must ensure integration of the 18th Security Forces Squadron's older IDS version with the Advanced Rapid Management Augmentation Groups (ARMAGs) Vindicator V3 Intrusion Detection and Access Control components and the Base Defense Operations Center (BDOC), installing additional firmware, software, or hardware as necessary. Technicians are required to hold Honeywell factory certifications, with proof mandatory in proposals. Regarding personnel, all contractor staff must be U.S. citizens with a minimum clearance of U.S. TOP SECRET or U.S. SECRET (if escorted by SCI-indoctrinated personnel). Contractors will be escorted at all times in controlled spaces and do not require SCI/SAP eligibility for area access. The government emphasized that escorts are mandatory regardless of DD-254 issuance. For base access at Kadena Air Base, contractors must submit Entry Authorization Letter (EAL) documentation through the 353D Statement of Work office to base security, with an anticipated 9-12 business day approval timeline; submission three weeks before arrival is recommended, and U.S. passports are required. The bid evaluation prioritizes timeline to execute first, followed by technical approach, past performance, and price. Prohibited telecommunications equipment must comply with DoDI 5000.82, Section 889 of the FY 2019 NDAA, FAR Subpart 4.21, and DFARS. Cyber incidents should be reported to the Maintenance and Cyber Control Center (MCCC) or A6, though the closed network architecture with no internet access minimizes this risk.

Sheet1
| Questions | Government's Response | |
| 1 | Can you provide further details on the technical integration requirements and any preferred standards or technologies? | The present concern is that 18 SFS has an older version of the IDS than what we have installed in the ARMAGs (Vindicator V3 Intrusion Detection and Access Control components), so we would need the contractors to ensure that the IDS and ACS integration with BDOC is possible and if not, the contractor would install whatever firmware/software/hardware that would be required to complete the integration with BDOC/CE alarms. |
| 2 | Is there a list of prohibited telecommunications equipment or brands for this Contract? | Yes, please refer to DoDI 5000.82, Section 889 of the FY 2019 National Defense Authorization Act (NDAA), Federal Acquisition Regulation (FAR) Subpart 4.21 and the Defense Federal Acquisition Regulation Supplement (DFARS). |
| 3 | What are the procedures for cyber incident reporting and safeguarding covered defense information? | Someone would contact the MCCC to report a cyber incident. They can also report it to the A6. The network is a closed network with no access to the internet, so this shouldn't be an issue. |
| 4 | What is the relative weighting of technical approach, past performance, and price in the evaluation? | The relative weighting of the bid evaluation will be based, from highest to lowest: timeline to execute, technical approach, past performance, and finally price. |
| 5 | Are there any additional evaluation factors or requirements not listed in the Solicitation? | Contractor's ability to expedite work due to the time-sensitive nature of this project. The amendment will capture this requirement. |
| 6 | Are there restrictions or reporting requirements for subcontractors or business operations in certain regions? | Need to be US citizens to perform the required work. |
| 7 | What is the minimum required clearance level for contractor personnel performing installation, programming, or system integration? | The minimum clearance requirement is U.S. TOP SECRET or U.S. SECRET if escorted by SCI-indoctrinated personnel (which will be provided). |
| 8 | Will a DD-254 be issued, and if so, at what classification level (Secret, TS, TS/SCI, SAP)? | See question 9. |
| 9 | If a DD-254 will not be issued, will escorts be required? | Escorts will be required regardless of whether a DD-254 will be provided. Contractors must be accompanied by an authorized, permanently assigned escort at all times. |
| 10 | Do any portions of the system interface with classified networks (NIPR/SIPR) that would change personnel clearance requirements? | No. This network is an out of band security network, the highest classification should remain CUI. |
| 11 | Are contractor personnel required to have SCI/SAP eligibility to access controlled or restricted areas? | No, not for access to the spaces. Vendors/contractors will be escorted at all times into these spaces and will not be able to freely access any controlled spaces. |
| 12 | Are technicians required to hold Honeywell Vindicator factory certifications for the IDS/ACS/VCC components, or is experience acceptable? Should proof of certification (factory certificates) be included in the proposal? | Technicians are required to hold Honeywell certifications. Proof of certification must be provided. Amendment 1 will capture this requirement. |
| 13 | Please clarify all Government-required personnel processing and access requirements applicable to contractor personnel performing work under this contract at Kadena Air Base. This should include any requirements for country entry, SOFA status (if applicable), Government sponsorship, Letters of Authorization (LOAs), Common Access Cards (CACs), installation/base access credentials, country clearance, and any other administrative, security, or credentialing Requirements. | All contractors that require base and site access will need to submit EAL (entry authorization letter) documentation. 353D SOW will compile all documentation and submit to base security to gain access. Government escorts can be used if unable to meet EAL timelines, US passports required for escorting and base access. |
| 14 | Additionally, please provide the anticipated processing timeline for each required approval or credential and identify whether these activities are Government- or contractor-driven for purposes of mobilization and schedule development. | 9-12 business days for approval for EAL documentation. Recommend sending EAL documents ASAP or three weeks before arrival if possible. |
