STATEMENT OF OBJECTIVES (SOO)

(ARMAG IDS)

I. Purpose: Accredit six Armag Corporation Armored Rapid-deployment Compartmented Vaults (A.R.C. Vaults) to become Sensitive Compartmented Information Facilities (SCIFs) [herein, the term “ARMAG(s)” will be used to refer to the Armag Corporation A.R.C. Vault(s)].

II. Scope or Mission:

1. Ensure Intrusion Detection System (IDS), Intrusion Detection Equipment (IDE), Access Control System (ACS), and all associated security hardware/software components are installed in all six ARMAGs and functioning to meet specification requirements as outlined in the following publications:

a. Intelligence Community Directive 705 (ICD 705) Version 1.5.1, IC Tech

Spec – for ICS/ICD 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIFs), 26 July 2021

b. Air Force Life Cycle Management Center (AFLCMC), Non-Nuclear

Configuration Management Database (CMD) Equipment Approval, 29 April 2024

c. Air Force Materiel Command (AFMC) Electronic Systems Center (ESC), Electronic Security Equipment (ESE) Master Installation Acceptance Test and Turnover Plan (ESE-TP-0023), 22 June 2021

d. Unified Facilities Criteria (UFC 4-021-02), Electronic Security Systems, 28 July 2025

e. Committee on National Security Systems Advisory Memorandum

(CNSSAM) TEMPEST/01-13, RED/BLACK Installation Guidance, 17 January 2014

2. Ensure IDS meets all testing requirements and is programmed and integrated into the Kadena Air Base Alarm System.

3. Report to place of performance with all tools and equipment necessary for install and integration of all components. See Government Furnished Equipment (GFE) list for complete list of all equipment that will be provided by the government.

III. Period and Place of Performance: Kadena Air Base, Okinawa, Japan. Contractor should propose a start date and project length that will ensure all installation, integration, and testing of IDS, IDE and ACS and the installation and end user training of the badging station and Security Archive Workstation (SAW) is complete. There is a different construction project happening simultaneously that requires items being stored to be moved to the ARMAGS. For the construction project to continue timely, the Government requires the completion of the ARMAGs to ensure the stored items can be moved into the ARMAGs.

IV. Point of Responsibility: Contractor’s point of responsibility ends at ARMAG IDS connectivity to Kadena Air Base Alarm System and internal components of the six ARMAGs.

Responsibility does not include base infrastructure.

V. Background: Six ARMAGs were prefabricated in the USA and delivered to the 353d Special Operations Wing (353 SOW) on 08 July 2025. The Honeywell Vindicator IDS package was pre-installed but is incomplete due to several factors, including non-installation of several systems, missing pieces of network equipment, and lack of required mounting hardware.

VI. Performance Objectives: The objectives are as follows:

1. Conduct site survey. Survey is required to identify any missing components of the IDS (to be procured prior to work start) . Vender will identify all necessary tools and hardware to conduct labor and complete IDS installation.

2. Report to location of performance with all tools and equipment necessary for install and integration and supplementary tools to include but not limited to ladders, cleaning tools, etc. See government furnished equipment (GFE) list for complete list of all equipment that will be provided by the government.

3. Confirm pre-installation of IDS and associated components is correct and functional. Make modifications as necessary.

4. Physically install all other components of IDS, to include the Security Archive

Workstation (SAW), IDE, and ACS.

5. Provide training on operation of ACS, Premise Control Units (PCUs), and SAW to designated 353 SOW personnel.

6. Integrate IDS into Kadena AB Alarm System by coordinating with 353 SOW

Special Security Office (SSO) and 18th Civil Engineering Squadron (18 CES) alarms section.

IDS should be physically integrated and software must be fully integrated in BDOC.

7. Integrate ACS into IDS and ensure ACS is fully functioning.

Necessary firmware to integrate the IDS is the following:

• Vindicator Command and Control Platform Version 10

• V3 Network Security (IDS & ACS) Firmware 4.3.2 SP VR22

• AES–1500 Network Field Device Firmware 4.3.2 SP VR22

8. Confirm installation of badging station and its associated components are functional and provide end user training on badging system.

9. Complete the IDS acceptance test by coordinating with 18th Security Forces

Squadron (18 SFS) and providing successful test documentation to 353 SOW SSO.

10. Follow all security requirements outlined in the Construction Security Plan (CSP).

Any deviations or mitigations must be approved by the 353 SOW SSO.

11. Vendor must have Vindicator certifications to operate on Vindicator systems.

12. Install, connect, and test IDS Uninterrupted Power Supply (UPS).

VI. Operating Constraints: Not all ARMAGs have working air conditioning, resulting in average indoor temperature of 86°F (current as of 22 April). Doors will be propped open and a fan will be provided to allow airflow. Risk of damage/injury to equipment/personnel inside the ARMAGs due to lack of lightning protection systems in the event of a thunderstorm. 353 SOW is currently awaiting delivery of the following equipment: 1-1/4" x 200' Liquid-Tight Non- Metallic Conduit, which shipped on June 10, 2026. While we cannot provide a definitive arrival date, standard transit is estimated at two months from the shipping date, placing the projected delivery on or about August 10, 2026.

VII. End User Requirements: The 353 SOW will provide cleared escorts. Coordination with 18 WG Security Forces will be done by the 353 SOW prior to work start.
