About this file

This is a Questions and Answers document for a federal contract solicitation concerning audiovisual (AV) equipment installation at a SATCOM facility (Building 116) on Camp Foster Annex (formerly Fort Buckner).

The contract requires a Contractor to install AV equipment for the Network Operations Center (NOC) in Room 106, a classroom in Room 204, and two conference rooms in Rooms 203 and 205. The work includes installation of CRESTRON systems for display control, various monitors, and associated equipment listed in Appendix A. Government-furnished AV components will be available to the Contractor, who is expected to work with the Government to develop an installation plan for approval before proceeding. Key scope items include 24 total 55-inch displays (eight per room in Rooms 106, 204, and 203), two large 98-inch Planar displays, Samsung displays in various sizes, video wall mounts, cameras, microphones, network switches, amplifiers, cables, and control processors. The Contractor must also perform Crestron control system programming and touch panel GUI design and development. Pricing is submitted as a CLIN 0001 total price only, not individual line items. Government-furnished items include four half-height equipment racks, facility conduit to racks, and facility drawings (MCA 62783) to be provided by the 78th Signal Battalion. Several Appendix A items are listed as discontinued or approaching end-of-life status, requiring Government clarification on acceptable substitutes. Trade Agreements Act compliance and brand-name-or-equal specification questions remain unresolved in the Q&A responses.

Page Section Paragraph Questions/Answers

— Solicitation Page 13, Instructions, Conditions, and Notices to Offerors or Quoters, Paragraph 3, requires completion of certifications related to FAR 52.212-3, but then states that submission is not required “if registered in ORCA”. “ORCA” has been defunct for decades and is currently superseded by SAM. Can you confirm that the requirement for ORCA is incorrect and that this should read SAM, and furthermore, if Offeror is registered in SAM, then the certification related to FAR 52.212-3 are not required? Yes, if registered in SAM, then the certification related to FAR 52.212-3 is not required.

— PWS 2.1–2.3 describe 24 × 55" displays in total (eight each in Rooms 106, 204, and 203), but Appendix A lists only 16 × LG 55VSH7J-H and 16 video wall mounts, which cover Rooms 106 and 204. Appendix A also lists one QE65T and two QE75T that no PWS paragraph assigns. We read Room 203 as one 65" and two 75" displays with one projector, mirroring Room 205 (PWS 2.4). Under this reading every display and mount in Appendix A is accounted for. Please confirm or correct the display configuration for Room 203. The Contractor will install AV equipment for the Network Operations Center (NOC) in room 106, the classroom in room 204, and two conference rooms in rooms 203 and 205 in the new SATCOM facility in room 106 on the Camp Foster Annex (Fort Buckner). AV equipment includes CRESTRON systems for display control, various monitors, and associated parts described in Appendix A. The AV components listed in Appendix A will be available to the Contractor. Our expectation is that the Contractor will work with the Government to devise an installation plan using the available materials. Once the plan is ready, the Contractor will submit the plan to the Government for approval.

p.2 / App. A 1.1 / LOM — (a) Please identify the Government-furnished equipment the AV system must interface with (computers, VTC codecs or soft-codec platform, and networks) and the interface points. (b) Appendix A includes no VTC codec; please confirm what the HD-CONV-USB-300 capture devices, DM-NVX-384 USB ports, IV-CAM cameras, and Dante microphone inputs connect to. (c) Please state the number and type of input sources in each room (Rooms 106, 203, 204, and 205) - for example Government computers, laptop connections at the table, wall or floor plate inputs, and tuners - so that the transmitter and receiver split of the 57 DM-NVX-360 endpoints can be determined.
