About this file

This is a Questions and Answers document for federal contract opportunity FA527026Q0015.

The document addresses five clarifications regarding the scope of environmental emissions testing work defined in the Performance Work Statement (PWS). The testing scope encompasses exhaust gas analysis for three boilers and three diesel engines, with laboratory analysis requirements specified in Table 1 on page 7 of the PWS. The contractor must measure particulate matter (PM/soot and dust), nitrogen oxides (NOx), and sulfur oxides (SOx) for boilers twice annually during each option year. The clarifications confirm that "Diesel Engine Fuel Pumps" refers to emissions testing associated with the identified diesel engines, and "PM" refers to particulate matter under applicable Japanese Air Pollution Control standards. The project must comply with the Japanese Environmental Guidelines Standards (JEGS) as referenced in chapter 1.1.3.2 on page 3 of the PWS, which addresses compliance with the Japanese Air Pollution Control Act and related local Okinawa environmental regulations.

Questions FA527026Q0015

1. Please confirm whether testing scope includes exhaust gas analysis for three (3) boilers and three (3) diesel engines. (PWS, Section: Emissions Testing, Paragraph:

Boilers)

- Please see Table 1 on page 7 of PWS.

2. Please clarify whether “Diesel Engine Fuel Pumps” refers to emissions testing associated with the diesel engines identified in the scope. (PWS, Diesel Equipment, Fuel Pumps)

- Yes, diesel engine fuel pumps refer to the diesel engines.

3. Please confirm whether “PM” refers to particulate matter (soot/dust) under applicable

Japanese Air Pollution Control standards. (Air Testing, PM)

- Yes, that’s correct.

4. Please provide clarification regarding required laboratory analytical parameters and target substances. (PWS, Laboratory Analysis)

- Please see Table 1, page 7 on PWS. We need to measure PM (Particulate Matter

/Soot and Dust), NOx, and SOx (boiler) twice a year. Therefore, for each option year, you measure each item twice.

5. Please confirm whether the project is intended to comply with the Japanese Air

Pollution Control Act and related local Okinawa environmental regulations. (PWS, Compliance)

- Please see chapter 1.1.3.2. on page 3 of PWS. We must comply with the JEGS.
