Solicitation Addenda to FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services (Sep 2023)
Paragraphs 52.212-1(b) "Submission of Quotation," and 52.212-1(f). "Late submissions, modifications, revisions, and withdrawals of quotation" a redeleted in their entirety and replaced with 52.215-1(c), "submission, modifications, revisions, and withdrawals of quotation" by reference.
Paragraph 52.212-1 (c) "Period of Acceptance of Quotation" is tailored as follows: "The quoter agrees to hold the prices in its quotations firm for 60calendar days from the date specified for receipt of quotation. "The following is inserted as a new paragraph (m) of the provision:
Complete necessary fill-ins,. In doing so, the quoter accedes to the contract terms and conditions as written in the solicitation. Quoters shall submit electronic copies of quotations via e-mail. Files are not to exceed 3 MB. By submitting an electronic copy, quoters assume all risk of quotation not getting through security measures and firewalls. Only files created using Microsoft WORD, Microsoft EXCEL, and/or Adobe .pdf files will be accepted. No zip files will be accepted.
Submit quotations & all files electronically, no later than specified closing date and time (Japan Standard Time) on the solicitation to the following email address:

(1) Complete the necessary fill-ins and certifications in provisions and in the on-line Representations and Certifications atwww.sam.gov. Return the provision FAR 52.212-3, Quoter's Representations and Certifications - Commercial Items, along with the quotation. For other provisions and clauses in the solicitation, the quoter is required to submit the pages that require an quoter fill-in. (Not required if register in ORCA)
(2) Shall submit copies of certifications and licenses to perform services in Japan listed below, certifications and licenses will be used during contractor responsibility's determination by the Contracting officer. Contractor Responsibility determination shall be IAW FAR Part 9.104-1 for award. All certifications and licenses must be current on the date of receipt and maintained throughout the life of the contract.
Submit one (1) copy of either one of the following licenses:
a) Second Class Diesel Mechanic License
b) Second Class Generator Maintenance License
c) Construction Machinery Maintenance Certification
d) Second Class Electrical License
(3) Past and present performance information shall submit no more than 1 page per contract reference (not to exceed 3 references) containing information described in Attachment 1 of the solicitation. Only provide references for similar past efforts/contracts that provide inspection, maintenance and repair of Caterpillar Diesel Generators.

INFORMATION REGARDING SUBMISSION OF SITE VISIT RESERVATION:A site visit will be conducted on 27 Jun 2024 for the purpose of familiarizing quoters with the site and conditions of work. Interested parties shall submit Site Visit Reservation Form (Solicitation Attachment 4) for all attendees (not to exceed 2 persons) by 26 Jun 24, 11:00AM (Japan Standard Time). Make sure to verify the confirm receipt E-mail from 18 CONS Point of Contract. Any costs associated with this visit shall be at the Contractor's expense. Quoters are highly encouraged to download the all solicitation documents from beta.SAM.gov (https://beta.sam.gov/) before attendance, and hand carry the documents for the event.
