QUESTIONS AND ANSWERS 21 Jun 24
For Solicitation Number: FA527024Q0031
Generator Maintenance, Okinawa Japan
1. Please provide a site visit for Awase and Fort Buckner equipment.
Answer: The site visit will be conducted on 27 Jun 24.
2. Please provide the names of Japanese equivalent licenses in “kanji” for those listed. (PWS 1.12.1)
Answer:
- Second Class Deisel Mechanic License 2級ジーゼル自動車整備士 (Second class Diesel automotive mechanic)
- Second Class Generator Maintenance License 2級ガソリン自動車整備士 (Second class Gasoline automotive mechanic)
- Construction Machinery Maintenance Certification 建設機械整備技能士
- Second Class Electrical License 第2種電気工事士
3. Is there a specific format required for the various reports, or is contractor able to create their own format? (PWS 5.1)
Answer: Contractor can make their own format.
4. If a situation arises that requires work to be performed after hours or on weekends, is the contractor able to charge the government an after hour wage rate? (PWS 5.2)
Answer: For emergencies the government will have its response team. For all work outside of monthly and annual dates contract will submit us a quote at the hourly rate provided at bid.
5. When was the last annual Preventive Maintenance performed at Fort Buckner site? (PWS 5.3)
Answer: Its being perform right now and will end Jun 28th, 2024.
6. Have power outages been required to perform work in the past? If so, how long is the average power outage duration? (PWS 5.3.1)
Answer: No power outage has been needed so far. For example, to replace the ATS at Awase would require an outage and will need to well-coordinated prior to work.
7. Please provide any deficiency reports for existing deficiencies of equipment. (PWS 5.6)
Answer: The only deficiencies as of today are on the Awase generator system (bad battery and Engine control Module) those will be replaced prior to contract.
8. Are the 4 Fort Buckner generators tied together to provide a 4000-kW source of emergency power, or do the run separately for different locations? (PWS 5.9)
Answer: All 4 generator can operate in parallel or isolated from each other. Any combination of the 4 can be operated.
9. Does Fort Buckner have 50% and 90% loads on site, or is contractor required to provide a load bank?
(PWS 5.9)
Answer: Fort Buckner is equipped with a dedicated load bank to accomplish this task. Load testing will be performed by Government employees, but contractor will need to log and record all engine and generator data for performance data.
10. Will the government provide the CAT E-Technician software and computer to capture performance metrics? (PWS 5.9)
Answer: Contractor will be required to provide its own CAT E-Technician software and computer.
11. What is the micro purchase threshold for this contract? (PWS 5.10)
Answer: Micro purchase threshold is currently $10,000
12. What is the current frequency of periodic surveillance? (PWS 7.1.1)
Answer:
- Buckner EPS is tested monthly or more by government employees. Contractor’s portion is only annually.
- Awase EPS is tested every month.
NOTE: it is contractor’s responsibility that email has been accepted by the Government.
