PERFORMANCE WORK STATEMENT (PWS)

For

FI-MUE – Okinawa Emergency Deisel Generator Maintenace

May 2024

Part 1

General Information

1. Description of Services:

This is a request for a service contract to provide preventative maintenance services and repairs on two separate US Military Installation in Okinawa Japan.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance, repairs, and inspections on the emergency diesel generators (EDG) and one (1) Automatic Transfer Switch located at B102 Awase Naval Base and B104 Camp Foster/FT Buckner.

1.1. Background:

FT Buckner and Awase are both essential DoD communication sites that provide DISN services across the Pacific Theater. Both communication sites rely on Emergency Deisel Generators to provide power during emergencies scenarios. These systems are critical to 78th Signal missions and require a preventative maintenance and service agreement to maintain system integrity and reliability.

1.2. Scope:

This service contract will be structured into four (4) Contract Line Item Number (CLIN):

1.2.1. Fixed Rate for the Monthly service for B102 Awase (see Section 5.9 for service details)

1.2.2. Fixed Rate for the Annual service for B104 Ft Buckner (see Section 5.10 for service details)

1.2.3. Materials and approval parts for repairs at both Sites (see Section 5.12 for service details). Total $ amount will be determined by the COR & KO

1.2.4. Contractors Hourly Rate for repairs and installation of materials. Total hours will be determined by COR & KO

1.3. Quality Control Plan:

Contractor will perform all maintenance per industry standards or manufactures standards/specifications. Such specification and standards will provide to government and Contracting Office to ensure maintenance is performed correctly. Contractor will be required to provide government a comprehensive maintenance report detailing all work performed, the results, recommended actions, current system health, and recommended actions. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS.

1.4. Quality Assurance:

The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5. Deficiencies:

The Government reserves the right to refuse final acceptance until all deficiencies have been resolved (per all stated requirements). The Government will review all QA results and prepare a list of deficiencies, if any. The deficiency list shall include any problem(s) detected/identified during testing and/or inspections conducted by either the Contractor or the government, or both.

1.6. Period of Performance:

The period of performance shall be for one (1) Base Year of twelve (12) months and four (4) option years. The Period of Performance reads as follows:

1.7. General Information

1.8. Hours of Operation:

Generally, the contractors shall conduct business between the hours of 0800hrs thru 1700hrs except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

However, Authorized Service Interruptions (ASIs) and service orders may require the contractor to perform work or reduce risk during nonstandard work hours, these hours will be coordinated with the COR prior to executing or servicing the order.

1.9. Place of Performance:

The work to be performed under this contract shall be performed at Ft Buckner SATCOM and Awase Naval Communications sites.

1.10. Security Requirements.

A secret-level security clearance is not required; however, the contractor is required to comply with the physical security as provided below.

Contractor and all associated sub-contractor’s employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Contractors will provide a completed OMB 0703-0061, Company letter Memo for Pick up, and all require documents for background checks to the COR 45 prior to their visit. Please reach out to the COR for Samples/forms needed for the base access.

1.11. Contracting Officer Representative (COR).

There will be 1-2 CORs that will be assigned by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions:

• Assure that the Contractor performs the technical requirements of the contract by performing required inspections in connection with contract performance.

• Maintain written and oral communications with the Contractor concerning technical aspects of the contract.

• Monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies.

• Coordinate availability of government furnished property, and provide site entry of Contractor personnel.

A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.12. Special Qualifications:

1.12.1. For the Ft Buckner B104 portion of this service contract, the primary contractor OR the sub-contractor shall have a minimum 5 years’ experience working on Caterpillar Deisel Generators AND provide proof of either American OR Japanese license/certifications below.

• Second Class Diesel Mechanic License

• Second Class Generator Maintenance License

• Construction Machinery Maintenance Certification

• Second Class Electrical License

1.12.2. For Awase B102 portion of this service the Primary OR Subcontractors shall have a minimum of five (5) years of experience with electrical maintenance, diesel generator maintenance, and Automatic Transfer Switch maintenance.

1.13. General Reporting and Responsibility:

Contractor will provide updates to any change in work scope as a result of new discoveries not known at the time this contract was written. All changed will be communicated to appropriate personnel as soon as a change is required.

Contractors will be responsible for any damages to equipment, property, and materials as a result of poor handling or improper work methods. Such damages are to be reported to appropriate personnel in a timely fashion.

1.14. Safety Requirements:

In performing work under this contract, the contractor shall:

Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

Perform work in a safe manner as required by OSHA 2206, General Industry, Occupational Safety and Health Standards (29 CFR 1910) and Japan Environmental Governing Standards by U.S.

Forces Japan.

Provide protection to government property in preventing damage during the period of time the property is under the control or in possession of the contractor.

Report promptly (within one hour), 24 hours a day, seven (7) days a week, 365 days a year, to the Contracting Officer or COR, all available facts relating to each instance of damage to government property and/or injury to either contractor or government personnel.

In the event of an accident/mishap, take reasonable and prudent actions to establish control of the accident/mishap scene, prevent further injury to persons or property, and preserve evidence Until released by the accident/mishap investigative authority with the verbal and/or written concurrence of the Contract Officer.

If the government elects to conduct an investigation of the accident/mishap, cooperate fully and assist any government representative in the conduct of the investigation until the investigation is completed.

Include a clause in each applicable subcontract requiring the subcontractor’s cooperation and assistance with the accident reporting and investigation.

DA form 285, US Army Accident Report, shall be completed and submitted to HQs, 1st Signal Brigade, and ATTN: NETC-SKC-SA, Unit #15271, and APO AP 96205-0044 within five (5) working days after the occurrence of the accident. All blocks of the report shall be completed to include the descriptive narrative.

Cost of damage and/or injuries shall be included in the report.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms:

2.1. Definitions:

2.1.1. Contractor. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. Contracting Officer (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.

Note: The only individual who can legally bind the government.

2.1.3. Contracting Officer's Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment will be in writing and will state the scope of authority and limitations. This individual has authority to provide technical assistance to the Contractor as long as that assistance is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. Deliverable. Anything that can be physically delivered but may include non-physical things such as meeting minutes.

2.1.6. Quality Assurance. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.7. Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.8. Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.9. Subcontractor. One that enters into a contract with a prime contractor. The Government does not have private of contract with the subcontractor.

2.1.10. Work Day. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. Work Week. Is defined as Monday through Friday, unless specified otherwise.

SPECIFIC TASKS

5 Specific Tasks.

5.1 Maintenance/Inspection Reports:

The contractor shall provide a comprehensive report after each monthly, annual, or on-demand service was completed. The Report shall include all results of inspections, repairs, upgrades, lab results, modifications, testing, and all other work performed within this PWS.

• Annual reports will be due 14 Business days after the service was completed.

• Monthly report will be due 3 business days after service is complete.

• On demand repairs reports will be due 3 business days after work is complete.

Reports should include recommendations for future maintenance & equipment overhauls for each piece of equipment inspected. All recommendations will be reviewed by the COR and will be addressed when/if they will be funded, and the COR will request an official quote from the service provider.

5.2 Work Schedule:

Work schedules shall be coordinated with the COR a minimum of 10 business day prior to work starting. In general work hours should conform to government workdays and hours (see paragraph 1.8), but certain work may require equipment outages which may only be approved on weekends and off hours. Such working hours shall be coordinated with the COR minimum 15 business days in advance via written communication.

5.3. Annual Preventive Maintenance Schedule.

For any work performed under this contract requiring long distance travel i.e. needing flights, lodging, and rental cars, the Contractor shall receive written approval from COR 20 business days prior to booking/reserving any flights, hotels, or rental cars to ensure the scheduled PMCS or repairs will not conflict with current mission needs of the 78th Signal battalion. The U.S Government will not be responsible for travel costs if contractor fails to receive written approval from the COR 20 business days prior to booking.

For the Ft Buckner annual maintenance requirement of this contract the Contractors shall provide a preventative maintenance schedule via written communications 20 business days prior to work starting to the COR for review and approval. After the COR approves the schedule the contractors shall follow the schedule as approved. Any changes to the approved schedule after work has already started shall be submitted to the COR via written communication the same day and will require reviewed and approved on an as-needed-basis.

5.3.1 Power Outages.

All work shall follow the schedule and be accomplished while minimizing site power outages. If a power outage is required for any portion of the maintenance or repairs request by the COR the contractor shall notify the COR of anticipated power outages 30 days in advance as site personnel require 45 days to process requests for power outages.

5.4. National Electric Code (NEC) Compliance.

All work should comply with National Fire Protection Association (NFPA) 70 and NEC 70E safety guidelines. If modifications are required to noncompliant equipment, that equipment will be reconfigured in accordance with National Fire Protection Association (NFPA) 70 2020. 5.5. Technical Note.

The contractor shall obtain and fund all service and repair manuals for each piece of equipment to be serviced by the original manufacture (Caterpillar).

5.6. Deficiency Reporting.

When the contractor identifies a major equipment or systems defect, they shall report each defect to the COR as soon as possible via phone call or email.

Major defects include anything that prevents the generator & engine set from operating safely and continuously as designed to do. One example of many types of major defects would be a rupture of pressurized fuel lines.

5.7. Life Cycle Replacement and system equipment health.

Contractors shall provide current health and replacement recommendations on all of the equipment they performed annual PMs on. This recommendation shall be captured in the comprehensive report listed in section 5.1 so that COR can easily identify when certain equipment should be replaced in the future.

5.8. Awase B102 Monthly PMCS Details:

The contractor shall provide monthly on-site preventive maintenance checks and services (PMCS) on the generator and Automatic Transfer Switch (ATS) in accordance with manufacturer recommendations and industrial best practices.

Contractor shall complete and send a monthly condition report & checklist to the COR, digitally, showing all the component and subsystem mentioned below are thoroughly inspected, tested with any deficiencies noted with recommend corrective actions.

The monthly PMCS shall include:

• 1-hour load test utilizing building load / power:

o Record and document generator Voltage on each electrical phase.

o Record and document generator Current on each electrical phase.

o Record and document engine temperature metrics.

• PMCS and inspection of following components and systems:

o Generator alternator, excitation system, and voltage regulation systems o Engine and engine subcomponents o Coolant Systems (Radiator, belts/fans, water pumps, and coolant) o Lubrication Systems (Engine oil, oil subsystems, and Filter) o Air intake Systems (Turbo Charger, Air Filter, Manifolds) o Deisel Fuel Oil Systems (injectors, fuel manifold, and fuel transfer systems) o Auxiliary Electrical Systems (sensors, switches, relays, alternator, battery, engine wiring, & engine computer system) o Automatic Transfer Switch (ATS) and switching mechanisms.

5.9 Ft Buckner B104 Annual Deisel Generator PMCS Details:

During every inspection/exercise the Contractor shall perform visual, operational checks, and PMs of the generators and all of its supporting components and equipment.

Contractors shall perform, but is not limited to, the following tasks on the four (4) 1000kW Generators and all supporting components on Buckner Communications Site:

➢ Mechanical and Engine Systems:

o Detailed inspections rotational components and drive shaft o Detailed inspection & relubrication of engine shaft bearings to alternator system o Detailed inspections of flywheel and connection plate to the alternator housing.

o Inspection of vital mechanical links and bearings and retorque and re-lubricate as needed.

➢ Fuel Systems:

o Inspection of the fuel pumps and fuel day Tanks.

o Inspection of the primary and secondary fuel filters.

o Inspection of the fuel injectors and fuel rail system.

➢ Cooling System:

o Inspection of the radiator system and subcomponents.

o Relubricate any bearings if applicable.

o Inspection of fan belts and pully alignments if required.

➢ Generator/Alternator System:

o Detailed inspection and testing of the stator windings.

o Detailed inspection and testing of the rotor windings.

o Detailed mechanical inspection of the stator & rotor housing o Detailed inspection and testing of the exciter, exciter rectifier, exciter terminals and wiring.

o Detailed inspection and testing of the Auto Voltage Regulator and wiring to the excitation system.

o Detailed mechanical inspection of the stator & rotor housing for both exciter and alternator systems

➢ Electrical System:

o Inspection and re torque the output terminals and cables terminating points o Inspection of engine wiring harness for cracks, dry rotting, or wear.

o Inspection of battery chargers and battery systems o Inspection of control wiring to and from the EMCP

➢ Lubrication and Air System:

o Inspection and testing of the of the lube oil system.

o Inspection of Turbo Chargers, air filters, and air manifolds.

➢ System Load Testing o Once a Year complete detailed load testing of all generator set for 1-hour at 50% load and 1-hour at 90% load (this will be performed by Government employees) o Using CAT E-technicians software contractor shall capture the engine and generator performance metrics while the generators are operating at 50% and 90% loads.

o Inspection of the system performance at 50% and 90% loads.

5.9.1. Review maintenance logs and log all alarm indications and warnings. Check the display panel for any abnormal functions of the system and remedy any issues.

5.9.2. Check for evidence of wet stacking or any other internal damages to the generator systems.

5.9.3. Inspections and tests must include those items contained in the manufacturer’s operational manual maintenance practices.

5.9.4. During every inspection/exercise, the turbos shall be inspected and maintained to determine proper air flow is available to both the engine intake and the exhaust systems and functioning properly. The air filter will be changed on schedule or if inspection determines it needs replaced based on manufacture guidance.

5.9.5. During the annual inspection/exercise, the “fuel system” starts with the Day tank on each of the four (4) Generator sets including hoses, filters, pumps, and tanks.

5.9.6 Every annual inspection the generator(s) will include testing and diagnoses of the generator system health via manufactures and industries best practices. Stator and Rotor testing shall include insulation windings testing (meggering), exciter/alternator testing, Phase balancing, detailed thermography imaging of key generator components under at least 60% rated load, generator winding isolation testing, and generator stator inspections.

5.9.7 Annually, the contractor shall sample all generator diesel fuel, oil, and coolant for laboratory analysis on each of the 4 Generators sets. Laboratory testing of those fluids shall be completed by qualified laboratory. If laboratory results yield off-normal results, contractor will provide a recommended action plan. Results, recommended actions, and system health-based fluid analysis results shall be including in the comprehensive report as mention in section 5.1.

5.10. COR Requested Repair Work:

At the direction of the COR, the Contractor shall be required to provide minor repairs and replacement of B102 and B104 equipment. The Contractor shall obtain prior written approval, upon submission of a detailed cost breakdown, from the COR and the Contracting Officer before performing any repairs.

Contractor shall acknowledge CORs written request for repair work and provides a quote for repairs within 15 business days.

As part of this contract the contractor shall provide the government an hourly labor rate as part of the bid for routine repairs work that would occur outside of the monthly and annual maintenance tasks listed in sections 5.8 and 5.9. Work

Routine repairs are those actions that can be addressed during normal business hours, Monday through Friday excluding Federal Holidays. There will be no minimum or maximum number of routine call-outs for the period of performance. The total number of hours for repair labor will be determined by the KO and COR after contractors bid and provide government with their hourly rates.

After the COR make a written request for repairs, the contractor shall submit a quote to the COR for the total number of labor hours required to accomplish the repair task. This quote will then go through a review and approval process prior to any work starting. Only after the COR and KO provides written approval can the contractor proceed with work requested.

Only after receiving the COR & KO written approval, the Contractor shall communicate via written email of lead time and scheduling within 15 business days.

Contractor shall complete all requested repairs with no defects or damages to the equipment.

The COR will conduct 100% post repair inspections prior to signing off on any work completion forms provided by contractors.

**If parts labor exceed Micro Purchase Threshold contractor shall provide 3 quotes from separate part vendors to COR as required by US regulations.

5.11. Approval Parts for Repairs:

At the direction of the COR, the Contractor shall be required to provide materials, parts, and components to make repairs to B102 and B104 generator equipment. The Contractor shall obtain prior written approval, upon submission of a detailed cost breakdown, from the COR and the Contracting Officer before performing any repairs.

Contractor acknowledges CORs written request for approval parts and provides a quote within 15 business days.

The government will determine the total $ amount allocated for parts on an annual basis.

All repair and replacement parts/components shall be original manufactures (Caterpillar).

Aftermarket parts OR components will not be excepted by the Government.

Approval parts or repairs include but is not limited to the following examples:

• Engine Oil and oil filters

• Fuel Pumps, fuel injectors, fuel rails, and fuel filters.

• Air intake filters, manifold gaskets, and seals

• Turbo Chargers, Gaskets, and Seals

• Battery chargers, Alternators, engine starters, and engine wiring harnesses

• Engine belts, cooling fan belts, and engine timing belts/chains

• Coolant, coolant flushes, coolant hoses, water pumps, gaskets, and radiators

• Engine sensors and electrical components such as relays, contactors, and wiring.

• Engine/Generator control panels and Electronic Control Unit (ECU)

After the COR make a written request for repairs, the contractor shall submit a itemized quote to the COR outlining the cost of each materials and components. This quote will then go through a review and approval process. Only after the COR and KO provides written approval can the contractor proceed to purchase the materials and components to make repairs.

Only after receiving the COR & KO written approval, the Contractor shall communicate via written email of lead time and scheduling within 15 business days.

Contractor shall install and use approval parts in conjunction with requested repairs outlined in section 5.10.

All Approval parts and material for repairs purchased by contractors shall be made from Caterpillar OR be approved for use by Caterpillar.

Contractor shall complete all requested repairs with no defects or damages to the equipment.

The COR will conduct 100% post repair inspections prior to signing off on any work completion forms provided by contractors.

**If parts labor exceed Micro Purchase Threshold contractor shall provide 3 quotes from separate part vendors to COR as required by US regulations.

7 Performance Requirements Summary

7.1 The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

Awase B102 Monthly PMCS

The monthly PMCS shall include:

• 1-hour load test utilizing building load / power:

o Record and document generator Voltage on each electrical phase.

o Record and document generator Current on each electrical phase.

o Record and document engine temperature metrics.

• PMCS and inspection of following components and systems:

o Generator alternator, excitation system, and voltage regulation systems o Engine and engine subcomponents o Coolant Systems

(Radiator, belts/fans, water pumps, and coolant)

5.8 100% on-time completion

➢ Mechanical and Engine Systems:

o Detailed inspections rotational components and drive shaft o Detailed inspection & relubrication of engine shaft bearings to alternator system o Detailed inspections of flywheel and connection plate to the alternator housing.

o Inspection of vital mechanical links and bearings and retorque and re-lubricate as needed.

➢ Fuel Systems:

o Inspection of the fuel pumps and fuel day Tanks.

o Inspection of the primary and secondary fuel filters.

o Inspection of the fuel injectors and fuel rail system.

➢ Cooling System:

o Inspection of the radiator system and subcomponents.

5.9 100% on-time completion

o Inspection of fan belts and pully alignments if required.

➢ Generator/Alternator System:

o Detailed inspection and testing of the stator windings.

o Detailed inspection and testing of the rotor windings.

o Detailed mechanical inspection of the stator & rotor housing o Detailed inspection and testing of the exciter, exciter rectifier, exciter terminals and wiring.

o Detailed inspection and testing of the Auto Voltage Regulator and wiring to the excitation system.

o Detailed mechanical inspection of the stator & rotor housing for both exciter and alternator systems

➢ Electrical System:

o Inspection and re torque the output terminals and cables terminating points o Inspection of engine wiring harness for cracks, dry rotting, or wear.

o Inspection of battery chargers and battery systems o Inspection of control wiring to and from the EMCP

➢ Lubrication and Air System:

o Inspection and testing of the of the lube oil system.

o Inspection of Turbo

Chargers, air filters, and air manifolds.

➢ System Load Testing

Attachment 1 PWS o Once a Year complete detailed load testing of all generator set for 1-hour at 50% load and 1-hour at 90% load (this will be performed by Government employees) o Using CAT E-technicians software contractor shall capture the engine and generator performance metrics while the generators are operating at 50% and 90% loads.

o Inspection of the system performance at 50% and 90% loads.

COR Request Repair Work

• Contractor acknowledges CORs written request for repair work and provides a quote for repairs within 15 business days.

• Only after receiving the COR & KO written approval, the Contractor shall communicate via written email of lead time and scheduling within 15 business days.

• Contractor shall complete all requested repairs with no defects or damages to the equipment.

5.10 100% on-time completion

Approval Parts for Repairs

• Contractor acknowledges CORs written request for approval parts and provides a quote within 15 business days.

• Only after receiving the COR & KO written approval, the Contractor shall communicate via written email of lead times and scheduling within 15 business days.

• Contractor shall install and use approval parts in conjunction with requested repairs outlined in section 5.10.

• All Approval parts and material for repairs purchased by contractors shall be made from Caterpillar OR be approved for use by Caterpillar.

5.11 100% on-time completion

7.1.1 Periodic Surveillance. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s services. Periodic surveillance will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.

7.1.2 Customer Complaints. The COR will receive and investigate all complaints. The COR will be responsible for validating customer complaints. The CO shall make final determination of the validity of customer complaint(s) in cases of disagreement with the COR and the contractor.

Validated customer complaints shall be corrected within 2 hours of notification. CO will validate corrective action.

7.1.3 100 Percent Inspection. This method requires the COR to do 100 percent inspection on all task performed.
