STATEMENT OF WORK
(24 May 2022)
Project: LXEZ201097 REPAIR MITIGATE RADON, MULTI FACS (90, 246, 908, AND 3445)
Location: Bldg. 90, 246, 908, and 3445, Kadena Air Base, Okinawa, Japan
1.0 General Scope:
The Contractor shall furnish all tools, equipment, materials, testing, labor and personnel necessary to plan, design, manage, supervise and construct the project to install reliable and functional Radon mitigation systems at Bldgs. 90, 246, 908, and 3445. Work will include but is not limited to; Radon testing, excavation, concrete drilling, other concrete work, installation of ventilation piping, installation of exhaust fans, and all associated electrical work. Minor landscape work, painting, and other interior repairs will be required to restore disturbed areas. In total 31,241 SF will be mitigated using active mitigation techniques (sub-slab suction system with active vent stacks and exhaust fans): 13,002 SF at the 18th MDG Mental Health Facility (Bldg 90), 1,917 SF at the 18th Comm. Squadron Maintenance Facility (Bldg 246), 4,721 SF at the 18th WG Safety Office (Bldg 908), and 11,601 SF at the Flight Sim building (Bldg 3445).
Work also includes pre-installation inspection, gathering of relevant site data, and review of existing drawings and radon sampling data. Determine size, location, and configuration of radon mitigation systems to continuously maintain radon levels under 4 picocuries per liter (pCi/L). Areas that will be disturbed shall be tested for asbestos and LBP, prior to conducting radon mitigation system work. If regulated materials are discovered, abate only the regulated materials that will be disturbed by the radon system work.
The Government shall not be responsible for any additional costs which could have been avoided through an appropriate contractor’s design. The Contractor shall determine the best technical design solution in accordance with (IAW) applicable Japanese Environmental Governing Standards (JEGS), Japanese laws, pertinent regulations, commercial standards and practices. The Contractor shall accomplish all services below to meet the requirements of this statement of work to provide a complete and useable system upon completion. The scope of work is further defined in the Description of Work section.
1.1 INSTALLATION: New system shall be completed using Active Soil Depressurization (ASD) techniques and employ sub-slab depressurization (SSD) methods. All installed exterior hardware and components shall be corrosion resistant suitable for coastal marine environments. Provide electrical wire from new suction fan to existing circuit breaker panel board. New interior conduit shall run above ceiling as much as possible.
1.2 RESTORATION: The Contractor shall restore all excavated and damaged areas to same as existing adjacent surface.
1.3 POST TESTING: Following the installation of radon mitigation systems, perform radon tests in each building in accordance with EPA Guidance (EPA 402-R-93-003). The radon test shall be a continuous monitoring system which will measure the radon levels over a minimum period of 91 days. If the results of the test exceed 4.0 pCi/L, the Contractor shall take immediate corrective action to reduce radon levels within the required threshold.
1.5 Preparation of Final Report: Upon completion of post testing requirement mentioned in para 6.6 Post-
Installation Radon Testing Requirement, the Contractor shall provide a final report summarizing all field activities including conclusions and test results. In addition, the Contractor shall provide (either as an appendix to the final report or a separate report) operations, maintenance, and warranty information on installed systems.
Include detailed photos of pre-existing conditions, work performed, and final conditions. Photos shall include unit numbers and written descriptions, as necessary.
2.0 Project Schedule and Time Constraints:

2.1 Completion of Work: The Contractor shall be required to complete the entire work, ready for use, not later than 368 calendar days after the date of Notice to Proceed (NTP). This includes 79 calendar days for design and
289 calendar days for performance time. The time for completion shall include final clean-up of the premises.
Proposed schedule shall include design time, government reviews as required below, material submittals and procurement and construction time. The Contractor shall submit a proposed Project Schedule at the pre-design conference and shall resubmit updates as necessary until project completion. Construction work shall be phased as necessary to comply with building manager requirements.
2.2 Design Schedule: Within thirty (30) calendar days of receiving the notice of award, the Contractor shall schedule a pre-design conference with the Contracting Officer. This project shall, thereafter, be completed in accordance with the following sequence/timeframe. The Contractor shall attend review meeting as scheduled.
2.3 Construction Schedule: The Contractor shall determine the most efficient work plan to minimize inconvenience to the user and area operations. This project will be partially vacant and occupied. The contractor shall coordinate closely with user agency to determine construction schedule.
2.4 Start Work Notification: Before starting on-site work the Contractor shall notify the Contracting Officer and the Project Manager in writing, thirty (30) calendar days prior to on-site work starting. The Contractor shall have a fully coordinated and approved Work Clearance Request (AF Form 103) prior to submission of the Start work notification. Coordination of the Work Clearance Request is through 718 CES. (Note:
The Work Clearance Request cannot be completed without an approved Environmental Protection Plan
(EPP).) After approval of on-site work, the Contractor shall provide written notice to the Building Managers affected by the Task Order within a minimum of Fourteen (14) calendar days before starting on-site work.
2.5 Performance Time: The Contractor shall begin performance upon receiving the Noticed to Proceed
(NTP) for construction. The construction shall be completed within 289 calendar days. This includes material submittals, material procurement, and construction time. The Contractor shall be allowed to work 0730 to 1730 hours, Monday through Friday, excluding U.S. legal holidays.

Note; Material Submittal and Closeout Submittal shall be completed in accordance with UFGS
SPECIFICATION, SECTIONS 01 33 00 Submittals Procedures and 01 78 00 Closeout Submittals.
3.0 Design Requirements:
3.1 The design for this project shall provide for the completion of the work identified on this Statement of
Work within the contract price and schedule. The design shall fully accommodate usage requirements of the
Government facility and minimize interference with existing work. All design work shall be in accordance with applicable criteria. The Government shall not be responsible for any additional costs that could have been avoided through an appropriate Contractor’s design.
3.2 The detailed code analysis shall be included in the design submittal. The design shall conform to the most current Kadena Design Guide (KDG), Unified Facility Criteria (UFC), Engineering Technical Letter
(ETL), National Fire Protection Association (NFPA), National Electric Code (NEC), Air Force Engineering
Technical Letters (ETLs), Air Force Instructions (AFI), Japan Environmental Governing Standards (JEGS), Japanese Industrial Standards (JIS) and all other applicable criteria. The specifications shall be prepared using the most current update of Unified Facilities Guide Specifications (UFGS). Design and work shall conform in accordance with UFC 1-200-02 High Performance and Sustainable Building Requirements.
3.3 Designer certification requirement for design engineers: The Government minimum requirement of
Design Engineers is indicated in the Qualification Matrix below. All design professionals shall have current registration to practice in the United States or Japan. Approval shall be indicated on all documents by having the professional signature or stamp/seal of the architect or engineer with personal signature over same appearing on all sheets as applicable to their specialties. (Use the table below)

3.4 Facility and site utility as-built drawings will be provided to the Contractor for reference in their present form. Actual field investigation and survey of the facility must be conducted by the Contractor to ascertain existing conditions before start of design.
3.5 The contractor shall provide energy conservation design and materials to this project. Comply with
Unified Facility Criteria (UFC), Executive Order 13423, 2005 EPAct (aka Public Law 109-58), DOD instruction 4170.11 Installation Energy Management, Commander PACAF Energy Initiatives, Sustainable
Design & Development (SDD) and Federal Acquisition Regulation (FAR).

3.6 Project design will be coordinated with the 18CONS/PKC, Using Agency, 718 CES/CENMC and other agencies involved in project reviews. All construction plans will be limited in distribution to whom is directly involved with the project. Electronic copies are to be transmitted via encryption and handled as FOUO.
3.7 Submit all drawings and catalog cuts/shop drawing of materials and equipment to be used for approval, (ref. submittal log). Project documents and drawings to be submitted for each design stage are as follows:

Submit one set (B2 size drawings, specifications, design calculation and CD) to 718 CES/CENMC directly and one CD to 18 CONS/PKC at each design stage.
Note: The 100% submittal is provided after construction completion as Construction As-Built
Drawings. Submit one set (hard copy and CD) (Non-Regionalized) submittals to 18 CONS/PKC and the remainder to 718 CES/CENMC directly at each design stage.
Submittal shall be Windows compatible CD-ROM (Non-Regionalized) with drawings in US version of
AutoCAD and PDF, the complete specifications in Microsoft Word, and AF Form 66 in Microsoft
Excel.
3.8 As-Built Documents: The Contractor shall provide the corrected contract drawings in white paper and 2 copies of CD (Non-Regionalized) containing all drawings in electronic CADD and PDF and all documents in
WORD or EXCEL and PDF. Prior to Final inspection, the Contractor shall provide all the approved material catalog cuts and maintenance manuals in binders form and one copy of CD containing all catalog cuts and manuals in electronic PDF to all concerned Maintenance Shops. The Contractor shall provide all the approved
AF Form 3000, Material Approval/Approved Submittal and maintenance manuals in electronic format (PDF).
4.0 Special Requirements:
4.1 Construction Project Signs: The Contractor shall provide and maintain construction signs on all Task
Order project sites. Signs shall be installed on Task Order sites by the contract start date and shall be removed by the contract completion date. Location of project signs will be coordinated with the Task Order Facility
Manager, and Project Manager. Contractor may install company signs at temporary site office locations.
Request for company sign will be submitted to Contractor Officer and the Project Manager in writing for approval. The Contractor shall provide a prominent sign, printed in English and Japanese, displayed at the entry control point, listing all prohibited and restricted items.

4.2 Storage of Material, Latrines and Field Office: Storage of materials, latrines and field office or assembly area on base shall be authorized for this contract. The Contractor shall prepare and submit proposed areas and layout details 45 days in advance to 718CES/CENMC for approval.
4.3 Any work that closes prohibits, or limits facility access shall be coordinated through the
718CES/CENMC.
4.4 The Contractor shall provide a weather delay request within 10 days of inclement weather that caused the work delay.
4.5 DD Form 1354: Contractor shall complete the DD Form 1354 for government approval. A draft version of the DD Form 1354 will be submitted with the 95% design stage. An interim copy of the DD Form 1354 will be submitted at the pre-final inspection and a final DD Form 1354 will be submitted with final billing. DD
Form 1354 should be prepared in accordance with the most current UFC 1-300-08.
4.6 The project engineer, user, Contractor, and 18 CONS/PKC representatives shall conduct joint job site inspection.
4.7 The Contractor shall coordinate with the Contracting Officer Representative (COR) for identification of building office furniture and/or equipment that need to be removed or relocated to complete work prior to construction activities. The Contractor is responsible for remove, relocate or protect those items properly during construction and shall return/reinstall all furniture and equipment to the original location after completion.
4.8 Mandatory Environment Requirements
a. Comply with all requirements of 18WG 01 57 19.01.
b. All asbestos activities shall comply with UFGS 02 82 00 and 18WG 02 82 00.00 30.
c. All LBP activities shall comply with UFGS 02 83 00 and 18WG 02 83 00.00 30.
d. Prior to conducting ACM/LBP activities, submit specification-required plans to the CO and wait for review by the 18 AMDS/SGSB Bioenvironmental and 718 CES/CEIE Environmental. Do not begin work until approved by the CO.
e. Refer to US EPA 40 CFR para. 763.86 & para.745.227 for required quantity of ACM and LBP sampling.
f. Destructive sampling taken from visible areas shall be patched to match existing finish.
g. Building access must be coordinated with the proper agencies through the 718CES/CENMC.
h. Protection of properties: The Contractor shall protect all equipment, furniture and other items not removed in the work area with approved protective materials while accomplishing sampling.
i. Cost Breakdown: If provided ACM/LBP historical sampling results do not cover all locations and/or materials need to be tested to complete this requirement, the cost proposal shall include the costs for additional samplings and small scale ACM/LBP abatement (using Glove Bag method, HEPA Vacuum drill, and etc.) assuming all suspected ACM/LBP are positive.
4.9 Protection of Properties:

The contractor shall protect, with approved protective materials, the area surrounding their work, to include the site and facility as well as anything remaining within the facility (e.g. equipment and furniture) in accordance with
FAR 52.236-9 and FAR 52.236-12.
5.0 Utilities Outage: The Contractor shall submit a schedule utility outages (e.g. electrical, HVAC, Fire alarm), if needed, to the Task Order Facility Manager and Project Manager in writing at least 45 days in advance of the proposed interruptions.
6.0 Description of Work: The work consists of the following elements in addition to the drawings and specifications.
6.1 Civil WORK
a. Excavation, removal, disposal, and back fill of soil.
b. Provide aggregate.
c. Remove and replace sodding including topsoil for damaged surface.
d. Drilling the core at exterior concrete wall under floor slab to provide 4” Ø PVC radon exhaust pipe.
e. Restore the site.
6.2 Architectural WORK
a. Remove and replace exterior floor tile and/or ceiling, as necessary.
b. Repair and patchwork to match existing adjacent finishes.
Architectural Note;
a. Restore, repair, and replace surfaces that will be affected by removal and new work with finish to match existing or adjacent surfaces.
6.3 Mechanical WORK
a. Provide 4” Ø PVC radon exhaust pipe, fittings, and pipe support from the radon suction pit under the floor slab to above the roof.
b. Provide weatherproof type radon exhaust fan with radon system monitor and all associated accessories. Provide corrosion-proof protective cover for fan with paint to match existing exterior wall.
c. Provide rain cap with bird screen for radon exhaust outlet pipe.
6.4 Electrical WORK
a. Provide electrical power for exhaust fan. The interior conduit shall run above ceiling unless there is no enough space.

b. Interior exposed conduit shall be metal wire mold and exterior exposed conduit shall be rigid steel galvanize (thick wall).
c. Provide a circuit breaker 1P, 125V, 20A with enclosure by the existing circuit breaker panel for power supply of new exhaust fan.
d. Assume approximate distance from new exhaust fan to existing circuit breaker panel for buildings.
(Assume 29m of conduits run above ceiling).
e. Conduct insulation resistance test for all new electrical wires and submit test result.
f. Minimum resistance shall be 250,000 ohms.
6.5 ACM/LBP Sampling and Abatement
a. Historical ACM/LBP sampling records will be provided if available. Contractor is not required to take additional samples from places or homogeneous materials that have already been tested and determined to be non-detect (ND) or non-regulated.
b. Conduct additional ACM/LBP samplings as necessary and abate identified ACM/LBP using Glove
Bag method, HEPA Vacuum drill, and etc in all areas affected by the system installation.
6.6 Additional Radon Testing
a. Conduct additional radon testing in accordance with EPA guideline and states reference requirements as necessary to determine appropriate mitigation design.
6.7 Post-Installation Radon Testing Requirement
a. Test radon levels in each building after each new installation or repair/upgrade of existing mitigation system and record time and date for each unit.
b. Post-installation testing should begin no sooner than 24 hours nor later than 30 days after installation.
c. Radon tests shall follow EPA guidelines and shall be continuously monitoring utilizing Alpha Track devices (long term detectors) and are set out for a minimum of 91 days. One detector shall be installed per 186 square meters or 2,000 square feet.
d. Detectors should be placed in the lowest level of the facility which contains a room that is used regularly (used at least 4 hours or more).
e. Detectors should not be placed in a room or wall that has any type of exhaust or ventilation nearby.
f. Detectors should be placed where it will not be disturbed during the measurement period and where there is adequate room/space for the detector.
g. Detectors should not be placed near drafts caused by heating, ventilating, and air conditioning vents, doors, fans, and windows. Locations near heat such as appliances or direct sunlight, and high humidity areas should be avoided.
h. Because some detectors are sensitive to increased air motion, fans should not be operated in the test area.

i. Measurement location should not be within 3 ft (90 cm) of the doors and windows or other potential openings to the outdoors.
j. The detector should be placed at least 20 in (50 cm) from the floor, and at least 4 in (10 cm) from other objects. On walls, place at the breathing zone height which is approximately 5 to 6 feet (1.6 m to
1.8 m).
k. Ensure date and time of install and retrieval are recorded for each detector.
l. Ensure detectors are re-sealed using a re-sealable bag inside the buildings.
m. Submit results of radon tests analyzed by accredited laboratory to the government.
n. If the result of test exceeds 4.0 pCi/L, the Contractor shall take immediate corrective action, at no additional cost to the government, to reduce radon levels within the required threshold.
