Q: What rates a rating of CAT IV?
A: The level of corrosion evident on the equipment as defined in the table found in PWS 3.3.
Q: If pieces such as hydraulic fittings have to be replaced is the contractor responsible for purchasing?
A: The government will provide specific repair parts such as hydraulic fittings. Parts that may need replacing should be identified on the pre- transportation inspection form.
Q: Have all assets been evaluated and assigned a CAT rating? Can the government provide the current Paint Score (Category rating) of all equipment?
A: Due to the corrosive environment on Kadena the category of each piece of equipment fluctuates. We can clarify that the government intends to send majority of CAT III/CAT IV pieces of equipment in the first few years of the contract and transition to more CAT I/CAT II as contract progresses and the average corrosion level of the fleet is lowered.
Q: Are the older style maintenance stands being phased out and replaced with the newer version?
A: Yes, but the timeline is unknown.
Q: Can the government remove pieces of equipment so the contractor can access/repair interior corrosion?
A: Removal of pieces will be handled on a case by case basis and be coordinated with the
COR.
Q: Majority of the equipment is what Category?
A: As it stands right now or categories by percentage are as follows. Cat I 24%, Cat II 34.75%, Cat III 26.4%, Cat IV 13.8%, however due to the corrosive environment and the equipment category fluctuating, there is no way to tell with certainty what the category of the equipment will be when the task order is awarded.
Q: How many task orders are expected? How often?
A: Expected to issue one task order yearly, with specifications for handling 20-30 pieces of equipment per month. Details on equipment will be laid out at the task order level.
Q: If equipment has holes does the contractor need to fabricate metal or will the government provide new panels?
A: If the Technical Order specifies something as beyond repair the government will order replacement parts.
Q: Will the government provide tools for the Washes?
A: The wash station/unit is provided by the government. All other tools/equipment will be the responsibility of the contractor.
Q: Who is responsible for the waste water produced by the Washes?
A: The government provided unit is self-contained and recycles all water used in washes. No disposal of waste water is needed for the Wash and Lube.
Q: Who is responsible for transporting equipment to the wash area?
A: - The contractor will be responsible for transporting the equipment to the wash area
Q: Where is the site being offered by the government?
A: Please see the attachment, 18 EMS Operations Yard Location and Site.
Q: Are contractors required to use the site? Will they be penalized in the solicitation for failing to use the government provided site?
A: No, the use of the site is not mandatory and will be a factor in solicitation evaluation.
Q: Does the site have power/utilities? Lights? Fenced in?
A: The site does not have any power/utilities.
Q: Will the contractor be able to bring power/utilities in?
A: Yes contractor may set up a facility with generators and other non-permanent means of bringing on utilities/power.
Q: If government equipment for washes breaks will contractor still be responsible for performing washes while it is down?
A: There is an alternate site for washes that the contractor would be able to utilize. The alternate site will have the same wash rack.
Q: How many per week/month for the washes and CPC application?
A: There will be between 215-225 washes a month.
Q: Will CPC be done wherever the equipment is currently located?
A: The CPC application will be done in conjunction with the wash and lube.
Q: To what extent is the contractor responsible for structural repairs of equipment?
A: The contractor is only responsible for repairing what the Technical Order says to repair.
All other parts will be replaced.
Q: What are the MILSPECS for the top coat?
A: The MILSPECS for the paint are the same as the zinc and primer.
Q: Is there a max number of SOFA LOAs being offered under this contract?
A: No
Q: Will the contractor be responsible for the HAZMAT produced by the washes?
A: The government provided unit is self-contained and recycles all water used in washes. No disposal of HAZMAT is needed for the Wash and Lube.
Q: Will the contractor be responsible for the blast media/paint produced by the corrosion repairs?
A: Yes, the contractor is responsible for handling all byproducts of the corrosion repair/refurbishment.
Q: Will base inspectors be coming onto the contractor’s site to conduct inspections?
A: Environmental has said that they do not plan to do any inspections. It is possible, but the government does not expect frequent base inspections.
Q: Where is corrosion control for Aerospace Ground Equipment being done currently? Is there an incumbent?
A: This is a new effort, so there is not an incumbent who has been previously doing this work.
Q: Where is the equipment being kept currently?
A: 50% of the equipment is on the north side of the flight line, 40% on the south side and
10% is in the War Related Material holding area.
Q: Who tracks how many pieces are being completed?
A: The contractor is responsible for tracking, with government oversight provided by the
COR.
Q: Does the contractor have the ability to request specific pieces of equipment for the wash?
A: Yes, the contractor manages the schedule as long as the government is given reasonable notice.
Q: Can contractors leave a truck by the wash/CPC staging area?
A: Possibly, would be dependent on truck size, etc. There is parking lots nearby that the contractor could use as an alternative.
Q: Can the contractors use government vehicles to move equipment?
A: The contractor can bring their own vehicles but will not be authorized to utilize government vehicles for performance under this contract.
