The MS Excel TEP Worksheet referenced appears to only include prices for the Support Equipment Refurbishment tasks (PWS para. 4.1.1); it does not provide a space to enter prices for Annual Wash and Lube (PWS para. 4.1.2) or Semi-Annual CPC Application (PWS para. 4.1.3). How will these prices be captured and evaluated?Contractors shall fill out this pricing portion as part of CLIN's 0003, 0004, 1003 and 1004. The TEP worksheet is set up for only the refurbishment portion of the contract
CLINS 0002/1002, 0003/1003, 0004/1004 provide a notional quantity (60 and 6 respectively) but have a unit of issue of “Batch.” Was this intended to be “Each?”Batch is the correct unit of issue. This allows the contractor to get paid as they finish each job on the contract.
Additional Information/Notes states that a Secret security clearance is required for access to maintenance database and flightline. This was not discussed during the site visit. Is this still a requirement?Yes, this is still a valid part of the requirement
PWS also discusses security clearance and DD254 requirements. Are these requirements expected on this contract?Yes, a DD254 is required for this acquisition. The note states the two aspects of this contract that would require a secret clearance.
How much time is anticipated between contract award and the first task order being issued? How much time will the contractor have to onboard personnel and deliver equipment and materials to the job site before beginning work?The first task order of $500 will be awarded immediately upon award of the contract. The Government will work hand-in-hand with the contractor to establish the timeline necessary for them to be able to start performing the work required.
Will the Government consider extending the due date for proposals?No an extenision will not be allowed. The Government is on a strict timeline due to the end of the Fiscal Year
Government provided equipment (wash rack) not mentioned in PWSAprons, gloves, and goggles will be available for contractor use. An amendment to the PWS to include this verbiage will be forthcoming
How many wash racks will be provided (1 South & 1 North, or just 1 overall)?One will be located at the Southside shop with plans to purchase another for the northside
Where is location of wash rack(s)?One is next to the Southside AGE shop and the other is tentative due on Northside shop
Will the government deliver assets to be washed to the designated pick-up locations and the contractors transport from there to wash rack?The contractor will be responsible for transportation of assets from flight line to wash area.
Are there restrooms near the site available for contractors to use?There are restrooms located inside of each AGE shop that are available for use. There are no restrooms at the Operations yard.
. Is 215-225 washes per month correct? If so, should PWS state semi-annual vs. annul wash/lube?Wash intervals are dictated by T.O. 35-1-3 for equipment assigned to Kadena Air Base. 215-225 is an estimated number, this will vary due to alignment of washes in conjunction with inspections that AGE personnel will accomplish during required annual inspections
If CPC is semi-annual and wash is annual then not all SE will get CPC during wash/lubeThe contractor will apply CPC in accordance with JEGS, OSHA, and applicable Technical Orders.
Can vehicles with trailers be operated on base to transport assets not designed to be towed long distances or powered SE that is inoperable at time of refurb induction?Yes they can be as long as they are legal to be driven on KAB
Can the government clarify what the CCI is and the interval? Not defined in PWS and not mentioned in TO 35-1-3.CCI’s intervals, and the definition are dictated by T.O. 35-1-3 para 3.3.1.1.1
