About this file
This is a Questions and Answers (Q&A) document for solicitation FA524026Q0041, a Vehicle Removal and Towing Services Indefinite Delivery Indefinite Quantity (IDIQ) contract for Andersen Air Force Base, Guam. The document addresses 22 clarifying questions submitted by potential offerors regarding contract requirements and evaluation criteria.
Key clarifications include: Past Performance Fact Sheets and supporting excerpts should be included in Volume II of proposals; "Unknown" past performance ratings have been removed as an acceptable category; abandoned POV disposal is the contractor's responsibility with prices fully burdened and inclusive of disposal fees, and no storage/holding period is required before disposal; the contractor assumes all liability for injuries or damages resulting from carelessness or failure to follow safety procedures; Tier 2 and Tier 3 heavy-haul capability may be subcontracted if the offeror provides concrete proof of a formal teaming arrangement and explicitly states the subcontractor's company name in the submission; pricing must be rounded to the nearest whole dollar and must be fully burdened inclusive of all direct costs, insurance, fuel, and disposal fees. Response time will be identified at the Task Order level, and delays caused by factors beyond the contractor's control—including installation security procedures, gate closures, and unavailable escorts—will be excluded from response-time calculations and performance assessments. Base access, gate locations, operating hours, escort coordination, and other operational details will be identified and coordinated with the contractor at the Task Order level. The document confirms this is a brand new contract with no incumbent contractor.
