About this file

This Performance Work Statement (PWS) details requirements for portable latrines and hand wash stations on Guam through a Blanket Purchase Agreement (BPA). The contractor must provide, service, and maintain three primary types of sanitation facilities: standard portable latrines (single-occupancy plastic units with chemical toilets), multi-stall restroom trailers with advanced features like climate control and flushing toilets, and portable hand wash stations with fresh water reservoirs and foot-pump dispensing mechanisms. Service requirements include daily/weekly stocking of supplies, waste disposal, tank recharging, cleaning, and immediate replacement of any inoperable units.

Key contractual terms mandate that the contractor designate a Contract Manager who must be available and responsive within one hour, obtain necessary base access passes, adhere to installation conduct standards, and maintain a quality control program. The government will not be responsible for normal equipment depreciation or acts of God, and the Contracting Officer is the sole authority for approving contract changes. The PWS indicates flexibility in unit configurations and power requirements, with service frequencies and specific placement to be determined by government representatives through individual Call Orders issued against the BPA.

Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made to the contract price.

8.0 QUALITY ASSURANCE The Contractor shall maintain a quality control program to ensure services are performed in accordance with this PWS and commonly accepted commercial practices.
