About this file
This Performance Work Statement (PWS) outlines requirements for portable latrines, restroom trailers, and hand wash stations to be provided on Guam through a Blanket Purchase Agreement (BPA). The contractor must supply, service, and maintain three types of sanitation facilities: standard portable latrines (single-occupancy plastic units with chemical toilets), multi-stall restroom trailers with advanced features like climate control and flushing toilets, and portable hand wash stations with fresh water reservoirs and hands-free dispensing mechanisms. Daily servicing requirements include stocking supplies, pumping waste, recharging disinfectant tanks, cleaning units, and ensuring all equipment remains fully functional and sanitary. The contractor must designate a Contract Manager, obtain base access passes, adhere to military installation conduct standards, and be prepared to service units during federal holidays with rapid response times for equipment repairs or replacements.
