About this file

This document is a Questions and Answers (Q&A) attachment for Solicitation FA524025QM168, providing clarifications on technical specifications for an electric vehicle. The government responses address details about a Titan electric vehicle with specific requirements, including a 75x50 inch flat-bed or short-railed cargo area, a 3,000 lb total load capacity, 2-passenger configuration, and a 240-volt industrial-style single-phase charger. The vehicle must have a permanently attached back half, capable of loading flightline maintenance accessories like chalks, toolboxes, and hard hats, and the charger can be either built-in or a separate external item.

Attachment 3 – Questions and Answers for Solicitation FA524025QM168 NOTE: This attachment includes inquiries and subsequent Government for solicitation FA524025QM168. Government responses herein function as a supplement and will be considered when evaluating offers for technical acceptability. Government responses are formatted in red font and bold

1. Question: The Salient Characteristics states “A permanently installed enclosure would not meet required capabilities”, do you mean it needs to be a flatbed and not an enclosed cargo area (i.e. not a box with doors)?

Government Response: The complete characteristic 4 seems to clarify this. “A flat-bed cargo area, or cargo area enclosed by short rails/walls. Needs to be able to load up common flightline maintenance accessories on it such as: chalks, toolboxes, hard hats, medium sized industrial equipment. A permanently installed enclosure would not meet required capabilities. So to clarify further, yes, it needs to be a flatbed area, or area with short rails or walls, not a “cab” or “bread van” style back enclosure.

2. Question: It needs to be a flatbed, but not permanent, something that can be removed?

Government Response: The back half of the electric tug needs to be permanently attached. Not detachable like a semi-truck.

3. Questions: Can you provide the desired length and width of the cargo area Government Response: 75x50 inches

4. Questions: The salient characteristics states “A load capacity (cargo loaded on top of the vehicle, opposed to being towed behind it) of at least 3,000 lbs.”, do you mean 3,000 Ibs in the cargo area or 3,000 Ibs anywhere (Cargo area, Cabin, Etc.)?

Government Response: 3,000 lbs totally loaded combined areas

5. Questions: The salient characteristics states “Must come with a charger and all essential accessories for operation.”, Can you please specify the expected input voltage, i.e. 115/120-volts AC (residential style) or industrial style 240-volts or 480-volts AC?

Government Response: 240-volt industrial style, single phase

6. Questions: Can the charger be built into tow vehicle?

Government Response: Charger can be built in

7. Questions: Can this charger be a separate external item, such as an 80-volt DC fast charger, which is like an electric car charger?

Government Response: Charger can be a separate external item

(Continued)

8. Questions: The salient characteristics list the vehicle as a Tug, but based on the description, it looks like you are actually interested in a Titan. A Tug only has one passenger, and the vehicle load capacity is 650lb. A Titan comes in a 2-passenger option and does meet the 3000lb vehicle load capacity requirement. Could you confirm for us which vehicle you are interested in?

Government Response: Titan with 2 passengers 3000 lb load capacity would meet the requirement.
