About this file
This is a Combined Synopsis/Solicitation issued by the Department of the Air Force, Headquarters 36th Wing (PACAF) at Andersen Air Force Base in Guam, seeking commercial Wi-Fi and cable services for two buildings (19020 and 19033). The solicitation (Number FA524025QM160) is a 100% Small Business Set-Aside Request for Quotes (RFQ) for telecommunications resellers, with a response deadline of 02 September 2025 at 1:00 pm Chamorro Standard Time. The contract period includes a 12-month base year with four 12-month option periods and a potential 6-month service extension, totaling approximately 66 months of service.
The RFQ covers installation and monthly commercial internet (Wi-Fi) and cable services for two buildings at the 734 Air Mobility Squadron's Aerial Port Complex, with specific contract line items (CLINs) for each building's base year and subsequent option years. Offerors must be registered in the System for Award Management (SAM), submit pricing on a mandatory pricing sheet, and provide a technical description of services. The government will evaluate quotes first for acceptability and then award to the lowest-priced, acceptable offeror, with the total evaluated price calculated using a specific formula that includes base and option year pricing.

7. FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services applies to this acquisition.
Additional Instructions to Offerors (Addendum to FAR 52.212-1):
a. Provide pricing and any discount terms utilizing Attachment 2 - FA524025QM160 Mandatory Pricing Sheet.
Pricing will be based on a projected 66 months of service (base plus four option years with a discretionary six month extension) for both buildings. Pricing received shall be valid for at least 90 Days. Additionally, submit formal commercial quote on official letterhead/logo. Offerors must be cognizant that any use of formulas or auto-calculations within the pricing sheet are the sole responsibility of the offeror – this includes any values that are provided as a result of a formula or auto-calculation tool. The government will not be responsible for any formula or calculation errors.
b. Provide vendor information specified under Paragraph 4 of this combined synopsis/solicitation.
c. Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, catalog cuts, or other documents as necessary.
d. Include any documentation required in accordance (IAW) with the work statement/documentation that the offeror meets requirements IAW Attachment 1 - FA524025QM160 Statement of Work (SOW).
8. FAR 52.212-2, Evaluation—Commercial Items applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers and are listed in descending order of importance:
i. Acceptability in accordance with (IAW) Solicitation and Statement of Work (SOW)
ii. Price
Rating Description
Acceptable Offer clearly meets the minimum requirements of the solicitation & Attachment 1 - FA524025QM160 Statement of Work (SOW) provided.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation & Attachment 1 - FA524025QM160 Statement of Work (SOW) provided.
The Contracting Officer shall conduct a price analysis in accordance with FAR 12.209. Offerors are cautioned that the award may not necessarily be made to the lowest price offered. The Government is more concerned with obtaining the best value than with making an award at the lowest overall price. However, the Government will not make an award at a significantly higher overall price to obtain an offer that exceeds the minimum requirements of the solicitation and specifications.
b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Total Evaluated Price (TEP) is a two-part computation. First, the offeror’s total proposed price (base plus all option years) will be determined evaluating each offeror’s price proposal submitted via mandatory pricing sheet (Attachment 3). All prices are limited to two decimal places for each Contract Line Item Number (CLIN). The extended total amount for each CLIN; the sum of all extended amounts will be the offeror’s total proposed price. Second, the total proposed price (total number for CLINs 0001 – 4001) plus the sum of Option to Extend Services clause 52.217-8 formula (shown below) will constitute the TEP.
Annual average of extended total price = [(BY + OY1 + OY2 + OY3 + OY4+Option to Extend Svcs)/6] 2 2
In the formula above, “BY” = base year; “OY” = option year.
The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award.
BASIS FOR AWARD / EVALUATION PROCEDURES:
i. The Government will first evaluate quotes for acceptability. Award will then be made to the lowest priced, acceptable offeror. If only one “Acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through other means than competition.
ii. Award will be made on the initial evaluation of the quote received in response to this RFQ. Therefore, the offeror is cautioned to ensure that the initial quote contains your best terms from a technical and price standpoint. The offeror is further advised that any affirmative response in regard to FAR 52.204- 24(d) will be reviewed to determine if award is in the best interest of the Government. If award is not in the best interest of the Government, the Government reserves the right to determine the quote ineligible for award.
9. FAR 52.212-3, Offeror Representations and Certifications – Commercial Items is included in this solicitation.
The contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) and furnish the government a completed copy of the record with its offer.
10. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. No addenda to this clause.
