About this file
This is a Memorandum for Record (MFR) from the Department of the Air Force, 36th Wing at Andersen Air Force Base in Guam, amending Solicitation FA524025QM160 for Commercial WiFi and Cable Services for the 734 Air Mobility Squadron (AMS). The amendment addresses six Request for Information (RFI) questions, providing clarifications about cabling requirements, communications room locations, equipment mounting, and network specifications. Key details include that the contractor must provide all required cabling and connectors, the 734 AMS will provide their own routers, and a 10 Mbps upload speed is acceptable for commercial internet services.
The document extends the solicitation response deadline to Thursday, 04 September 2025 at 1:00 pm Chamorro Standard Time (ChST) and incorporates an additional floor plan attachment. Vendors are advised that any new equipment installations must be minimal (less than 2 sq ft wall mount box), cannot cross-connect with existing government equipment, and may require Civil Engineering Squadron approval for building alterations. Potential vendors can contact Contracting Officer Lee Michael D. Rosario or Contract Specialist Gerardine Mendiola for further questions.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 36TH WING (PACAF)
ANDERSEN AIR FORCE BASE GUAM
29 August 2025
MEMORANDUM FOR RECORD
FROM: 36 CONS/PKB
SUBJECT: Amendment to Solicitation – FA524025QM160 – 734 AMS Commercial WiFi and Cable Services (Andersen AFB, Guam), RFI Responses, Extend Response Date
1. The purpose of this Amendment is to:
a. Provide a response to the request for information (RFIs) received for subject solicitation.
The following questions and answers are provided as follows:
(1) Question: Can you confirm whether Base Communications will provide last mile fiber in the event the vendor does not have existing facilities for the buildings?
Response: As per Attachment 1 – FA524025QM160 Statement of Work (SOW) section
1.3 REQUIERMENTS: “Contractor shall provide all required cabling and connectors if not already provided for multiple Cable TV locations and Commercial Internet Services location(s) in multiple separate facilities as identified in this Statement of Work in support of the 734 Air Mobility Squadron (AMS), Andersen AFB.” Furthermore, section 1.3.1 Requirements Details states: “Utilizing the existing coaxial cable system is preferred but not required.” Since this requirement is a commercial service, 36 Communications Squadron does not have any direct involvement with this type of user request. There is an existing coaxial cable system set up in the facilities. If there are other required lines that do not currently exist in or near the facilities, any such requirements should be included in the quote.
(2) Question: Kindly indicate the location of the Communications Room on the floor plan.
Response: Attachment 6 - 734AMS FloorPlans_CCTV-WiFi layouts (excerpt), is hereby incorporated as an attachment to this solicitation.
(3) Question: Will the Government provide rack space and power at each site for contractor equipment, or should proposals account for the installation of new racks and UPS systems.
Response: To provide an accurate response, the type, size and amount of equipment needed will need to be identified. None of the existing Comm rooms would have space for any new “rack” however a small (less than 2sq ft) wall mount box would be acceptable. If an UPS system is required, that would have to be provided by the vendor.
Cross connecting existing Gov’t equipment with Commercial equipment is not allowed.
(4) Question: Please confirm whether the vendor is permitted to mount a pole for equipment on the two buildings.
Response: It depends on the location of the pole, what equipment would be mounted, and requirements for any cabling, wiring, power, etc. to ensure no conflicts with existing equipment, antennas, etc. If this requires any alterations to the building and existing facilities (drilling, etc.), it will require 36 Civil Engineering Squadron (CES) approval in addition to 734 AMS.
(5) Question: May we confirm 734 AMS will be providing their own routers for both buildings?
Response: Yes, 734 AMS will provide the routers for both buildings – only require vendor provided modem and any associated cabling.
(6) Question: Would 10 Mbps upload speeds be acceptable for the commercial internet for both buildings?
Response: Yes, 10 Mbps upload speed is acceptable.
b. Incorporate Attachment 6 - 734AMS FloorPlans_CCTV-WiFi layouts (excerpt) to the solicitation.
c. Include this MFR as Attachment 7 to the solicitation.
d. Extend the due date for responses to this solicitation to Thursday, 04 September 2025 at 1:00 pm Chamorro Standard Time (ChST).
2. All other terms of the notice remain the same.
