About this file

This is a Questions and Answers document (Attachment 4) for solicitation FA524025QM104 regarding Portable Office Space with Power Generation Support System in Guam, dated January 21, 2025.

The document addresses 11 vendor questions about technical specifications and requirements. Key details include: no permits required for temporary fencing; proposal deadline extended to January 23, 2025 0900 CHST; required unit size is 16x45 (smaller 16x40 units not acceptable); windows are optional; POS layout must have an open floor plan for passenger flow; power requirements for vending machines (15A/125VAC/60Hz and 10A/120VAC/60Hz/1200W) and X-ray machine (230V, 15/7.5 current, 50/60 frequency); preference for locking storm shutters on windows; maintenance scope limited to preventive maintenance and repairs (excluding trash removal); and clarification that the 8x20 single-wide unit cannot be replaced with a 40ft unit due to space constraints. The government emphasizes that passenger holding areas must maintain fully open 16x45 spaces, rejecting proposed layouts with internal walls or obstructions.

Attachment 4 – Solicitation FA524025QM104– Vendor RFI: Questions and Answers Portable Office Space with Power Generation Support System (GUAM)

NOTE: This attachment includes inquiries for line item specifications solicitation FA524024QM104 and subsequent Government response. Government responses herein function to supplement Attachment 1 –SOW and will be considered when evaluating offers for technical acceptability. Government responses are formatted in red font and bold.

1. Question: I wanted to confirm a detail regarding the fencing requirement for this project. Fences over six feet tall typically require a permit. Will the government be securing the permit for this project, or will this be the responsibility of the general contractor?

No permit required for the temporary fencing structure.

2. Question: KUOG kindly request the USG to extend the due date for subject line from 21 Jan 2025 11:00 am AEDT to 31 Jan 2025 11:00 am AEDT. We are working diligently with our vendor partner to provide the best quote for this solicitation.

Unfortunately, extension cannot be granted to 31 Jan 2025 due to Delivery date of this requirement on that day, however we will extend deadline to Thursday, 23 Jan 25 at 0900am CHST.

3. Question: Will you accept 16x40 double wide units? – see attached container layout 01.16.2025 (we also have units with open layout)

Requirement was listed as 16x45; 16x40 reduces overall square footage by 80sf per unit, which impacts overall square footage and capacity which would thus impact equipment layouts and reduce passenger occupancies.

4. Question: Will all units require windows?

Not necessarily, however could be discussed. Just a nicety but not required.

5. Question: 1.3.1a . exterior exit doors same side on POS. We have some units with both doors on the same side as the shipping doors Will these be acceptable? see attached container layout

01.16.2025 (D1 and D2 container)

Exterior doors on same side as the shipping doors as shown in the attachment would not be conducive to passenger flow and would drive additional fencing requirements, as we would need to re-arrange our passenger terminal. The POS layouts in the attachments would not be acceptable for our needs, as the installed walls would obstruct and prevent passenger flow. We would require an “open floor” layout similar to what is currently utilized.

6. Question:1.3.3.1 pls advise power requirements ( amps- voltage) for the snack and vending machines, 2 in each unit.

There are 2 variants of vending machines throughout the complex and are intermixed in each POS, requirements are as follows:

• Model 1: 15A, 125VAC, 60Hz, unknown W

• Model 2: 10A, 120VAC, 60Hz, 1200W

7. Question:1.3.3.2 pls advise power requirements 220V ( amps - voltage) for the x-ray machine.

X-ray machine requires direct connection from power generation, it will not be inside one of the provided POS’s. *CORRECTION*: 230V, 15/7.5 current, 50/60 frequency required.

8. Question:1.3.1 g. windows shall have latching sliding panes and latching and /or locking storm shutters. If our windows have a lock on them , do we still lock storm shutters?

Latching is acceptable, but we would prefer locking storm shutters.

9. Question: Single wide 8x20 pos- regarding this unit, can we replace it with a 40ft single wide POS? Will this be acceptable? Please see attached S9 Layout

We did not call out the 20ft unit required to have 2 separate spaces. I’m not sure we’d have room to put in a 40ft unit; at least in that space; would require adjustments to fencing, gates, etc. as well.

10. Question: Day to day maintenance: pls specify this function. Will it include cleaning ( trash removal etc) of the all the POS? Or preventive maintenance requirements?

This refers specifically to required preventive type maintenance and/or repairs as needed;

there could be additional requirements for the generator support. Trash removal not required.

11. Question: We would like to offer 32x40 as well, will you be accepting it? Please see diagram or layout (4 Wide Container Layout) Pls advise if you would like to arrange a site visit at our yard.

It could be a potential option; HOWEVER, the provided layout would not be acceptable – for passenger holding areas, we require the 16x45 space to be fully open.
