About this file

This document is a Questions and Answers (Q&A) file for a 100% Small Business Set-Aside solicitation for WiFi services at unaccompanied housing dorm offices for the 36th Civil Engineer Squadron at a military installation. The solicitation (FA524025Q3004) seeks a contractor to install WiFi in four buildings, with each building currently having one access point available and Ethernet ports in dorm manager offices. Key details include no existing WiFi infrastructure, no existing Internet Service Provider, and no requirement for IoT device support or network security platform. The government will consider contractor-proposed WiFi service providers subject to performance and security compliance, and expects installation to begin within a reasonable period after contract award.

The Q&A document clarifies several technical and procedural aspects, including that the WiFi installation is a completely new contract requirement, Trade Acts Agreement (TAA) compliance is not required, and renovation timelines for the buildings are currently unknown. Contractors are advised that WiFi equipment in dorm manager offices is their responsibility, and while drilling into rooms is not allowed, external cable routing may be considered with government approval, prioritizing use of existing infrastructure/conduit. The solicitation is specifically targeted at small businesses, with no incumbent contract, and seeks a WiFi solution that can potentially accommodate temporary disconnection and reconnection during building renovations.
