About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA524025Q0034, concerning an Installation Control Center (ICC) Access Control and Security Camera Upgrade project. The solicitation requires upgrading access control systems and security cameras, with specific technical requirements including 19 badge scanners, two badging computers, and PTZ cameras that must be mounted on walls or ceilings (exterior cameras at minimum 12 feet high). Compliance standards include NDAA, ICS/ICD 705-1, FIPS 140-2, and Unified Listing 1076, with equipment restricted to an Approved Product List and banned items list.
Key technical specifications include multi-view cameras being acceptable (but wide-angle and fisheye cameras prohibited), potential fiber uplink between communication rooms, and administrator access hierarchy with different privilege levels for "Command Post" and "OSS" accounts. Maintenance terms include a base year preventative maintenance contract with 4 optional extension years. The project does not require personnel security clearances, as workers will be escorted, and the Access Control System will not be currently linked to BDOC, though future integration compatibility is desired. Surface-mounted conduit for card readers is permitted, and the main Network Video Recorder (NVR) will be located in the EAC room.

Installation Control Center (ICC) Access Control and Security Camera Upgrade
Questions & Answers
Compliance & Standards:
Question: It was stated all hardware/cabling must be NOAA compliant. Do they also need to be TAA compliant?
Answer: The SOW states all requirements, and specifically, it is NDAA (National Defense Authorization Act) compliant. ICS/ICD 705-1, FIPS 140-2, Unified Listing 1076 Standards. The equipment cannot be on the banned item list that will be provided. The equipment must be on the attached Non-Nuclear CMD listing (this can be considered an Approved Product List).
Question: All items must be on the APL (Approved Product List). Can you provide the most current version of the APL?
Answer: The APL and Banned Items list will be provided.
Access Control System (ACS) Specifics:
Question: There were specific locations where you wanted badging (card readers) for both ingress/egresses. Please identify on the diagram those specific doors.
Answer: The diagram has been adjusted to show those, as well removed the badge scanners that will no longer be required. The total number of scanners remains at 19.
Question: How many badging computers/devices are required? Please identify location for these on diagram.
Answer: 19 badge scanners are required, as stated in the SOW. Two badging computers are required. One will be located in the EA Cell, the other in the Security Room near the break room.
Question: Do all the headend cables for both systems all terminate in the same room? If not, we will need to know how many different headend locations are used.
Answer: Answer unknown. Please use best technical judgment to determine what’s best for the requirement from a business standpoint.
Question: We need to know how many readers are terminated at each different headend (i.e.
of card readers to each headend)
Answer: Answer unknown. Please use best technical judgment to determine what’s best for the requirement from a business standpoint.
Question: If the CCTV system has multiple hubs for cameras, we need to know the number of camera locations for each of the head ends.

Answer: Answer unknown. Please use best technical judgment to determine what’s best for the requirement from a business standpoint.
Question: Please confirm the type of Reader cable that is currently installed? ie; 22ga/6cond.
Shielded with a drain?
Answer: Answer unknown. Please use best technical judgment to determine what’s best for the requirement from a business standpoint.
Question: Please identify the existing Lock Power supplies and if we can replace them?
Answer: Answer unknown. Please use best technical judgment to determine what’s best for the requirement from a business standpoint.
Question: Please advise the lock output power to each headend?
Answer: Answer unknown. Please use best technical judgment to determine what’s best for the requirement from a business standpoint.
CCTV System Specifics:
Question: Are all the PTZ cameras to be Pole mounted?
Answer: No. Contractor preference, but cannot be mounted on a pole connected to the ground. The pole must also be able to survive typhoons.
Question: Are any PTZ cameras Wall Mounted?
Answer: The PTZ cameras will be mounted to the wall or ceiling, whichever is preferred by the contractor. The exterior PTZ cameras must be mounted to the exterior wall of the facility, a pole is acceptable if it mounted from the wall or ceiling, but not the ground. Exterior cameras should, at a minimum be 12 feet high.
Maintenance & System Status:
Question: We will be able to give you a Software Maintenance agreement for the Access System but not the CCTV NVR system. Is this acceptable?
Answer: The maintenance requirement must cover both systems, this is more reasonable to discuss with the Contracting Office.
Question: Are all doors and existing door hardware fully operational?
Answer: All doors and hardware are currently operational, except for the very first door that has the Combination Lock on it. That door is fully functional, but the badge scanner does not unlock/lock the door, likely due to the combination lock. Aside from that function, the badge scanner appears to be fully operational.
Question: Do the Double glass doors have card readers?
Answer: They do not and are not required to have any.
Question: Are all doors currently monitored for Held / Forced Open?
Answer: They are monitored locally by the current badging computer. They are not monitored anywhere else.
Site Visit
Question: Is it possible to have another site visit to determine some of the above details.
Answer: This would have to be determined by the 36th Contracting Squadron.
Additional List Questions:
Question: For the cameras inside the ICC, would a wide-angle or multi-view camera be acceptable as a replacement for a PTZ camera?
Answer: No wide-angle cameras. Multi-views are acceptable.
Question: Are fisheye cameras permitted for use in this project?
Answer: No, fisheye cameras are not to be used.
Question: If no existing wall provisions are available for card readers, would surface-mounted conduit and boxes be acceptable?
Answer: Yes, so long as they are not too conspicuous and are locked/secured to prevent unauthorized access.
Question: Could you please provide a detailed explanation of the administrator’s privileges hierarchy for assigning door access?
Answer: A “Command Post” Administrator account should be able to provide access to users for every single individual door with a badge scanner and be able to customize it in any way. A “OSS” Administrator account should be able to provide access to every single door, with the exception of the Command Post doors, beginning at the entrapment doors.
Question: If necessary, would it be acceptable to run an uplink fiber connection between the two communication rooms ("COMM" and "Radio Equipment" Room) as shown on the bid floor plan, in order to reduce Cat6 cable runs for the cameras? Additionally, can existing cable trays be used for new fiber runs?
Answer: Yes to both questions. Fiber is preferred, as it eliminates EMSEC concerns. Existing trays can be used, so long as there is space and the cables you run are clearly marked.
Question: Is it acceptable to run IP camera cables through the existing cable trays?
Answer: If there is space, if not, separate trays or hooks would have to be used. Fiber is preferred, as there is no EMSEC concerns. All cable that is run must be clearly marked, whether CAT-6 or Fiber.
Question: Will the main NVR for the new camera system be located in the EAC room or within a rack in one of the Comm Server rooms?
Answer: In the EAC room.
Question: Will the Access Control System (ACS) be uplinked to BDOC?
Answer: No.
Question: If not currently planned, is there a desire for future capability to link the ACS to
BDOC?
Answer: Yes, there is a desire to have the ACS be compatible for integration, however, it is not currently planned to be integrated.
Question: Following the standard one-year warranty after replacement system, will a multi-year preventive maintenance contract be an option?
Answer: A base year preventative maintenance requirement is included in the initial contract, with 4 option years afterwards.
Question: Are we required to replace the existing electric strikes on the doors?
Answer: If it is necessary to maintain functionality or to install the new equipment.
Question: For doors where badging out is not required, would a Request to Exit (REX) button be acceptable, or is a hands-free REX sensor preferred?
Answer: A button is acceptable. Sensors are not ideal.
Question: Does this project require personnel to hold a Secret or Top-Secret clearance for site access?
Answer: No, personnel will be escorted.
