COMBINED SYNOPSIS SOLICITATION 30 July 2024 FA524024R0010 NWF Hangar 1 & 2 Demolition Services

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Request for Proposal (RFP) number FA524024R0010 shall be used to reference any written proposal/offer provided under this notice. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05; effective 22 April 2024.

This requirement is a 100% Small Business set-aside under North American Industry Classification System (NAICS) 238910 - Site Preparation Contractors with a size standard of $19M.

The purpose of this notice is to establish a firm-fixed-price contract for the purchase and delivery of NWF Hangar 1 & 2 Demolition Services IAW the Statement of Work (SOW) Attachment 1, dated 18 June 2024.

Period of Performance: Not to exceed 6 months after date of award.

Place of performance: Andersen Air Force Base (AAFB), Guam.

The FAR provision at 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services applies to this acquisition to include the addendum found in Attachment 4

– Additional Instructions to Offerors.

The FAR provision at 52.212-2 Evaluation—Commercial Items applies to this acquisition to this acquisition to include the addendum found in Attachment 5 – Evaluation Criteria.

Offerors are required to comply with the requirements of the provision at 52.212-3—Offeror Representations and Certifications-Commercial Products and Commercial Services. Prospective Offerors shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

The FAR clause at 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, applies to this acquisition.

The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.

All companies must be registered in the System for Award Management at https://sam.gov/content/home to be considered for award. Proposals/Offers must conform to the requirements in this announcement and that of Attachment 4, Instructions to Offerors. Proposals/offers may be submitted via the PIEE website at https://piee.eb.mil or via email christiana.tuck@us.af.mil and tommyjay.taitano@us.af.mil.

Pursuant to FAR 12.602, contract award will be made using Simplified Acquisition Procedures IAW FAR 13.106. The Government intends to award a contract resulting from this notice to the responsible offeror whose proposal/offer conforming to the notice will be most advantageous to the Government, price and other factors considered. Proposals/offers will be evaluated in accordance with Attachment 5, Evaluation Criteria.

Special Contract Requirements (Required Insurance)

(a) Within fifteen (15) days after award of contract, the Contractor shall furnish a Certificate of Insurance as evidence of the existence of the following insurance coverage in amounts not less than the amount specified below in accordance with the FAR 52.228-5, "Insurance-Work on a Government Installation (Jan 1997)." This insurance must be maintained during the entire performance period. Before commencing work on this contract, the Contractor shall certify in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer.

Coverage Comprehensive General Liability: $500,000 per occurrence Automobile Liability: $200,000 per person; $500,000 per occurrence for bodily injury; $20,000 per occurrence for property damage.

Workman's Compensation: As required by Federal Workers' compensation.

Employer's Liability Coverage: $100,000, except in areas where workers' compensation may not be written by private carriers.

(b) Above insurance coverages are to extend to Contractor personnel operating Government owned equipment and vehicles.

(c) The Certificate of Insurance shall provide for thirty (30) days written notice to the Contracting Officer by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the aforementioned "Insurance" clause.
