Each item references Offerors to provide all necessary labor, materials, transportation, equipment, supervision, engineering design, certifications, permits, and other incidental work required. Attachment 8 allows for various direct work items, but there are no items to cover indirect costs such as mobilizations, management costs, permit costs for each task order, etc. This is an IDIQ contract with Attachment 8 representing potential quantities that may be put in place each year. Without knowing specifics of each task order it is difficult for Offerors to carry the above-mentioned indirect costs in the direct cost unit price items and not be assured that those fixed indirect costs be covered in the case of an underrun on a bid item. Please consider adding the following items to the base year and each option year. Mobilizations by the Each.

The intent of this IDIQ is to award task orders for specified quantities from an established pre-priced list of paving type efforts.
