Competitive Acquisition (Nov 2021)

2 | P a g e

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

1. PROPOSAL DELIVERY INSTRUCTIONS

1.1 Offerors must follow the instructions contained herein. Offerors are cautioned that noncompliance with any of the terms and conditions of the RFP may result in their proposal being deemed ineligible for consideration or award. Offerors shall submit only one proposal and the Government will review only one proposal per offeror. Proposals must be received no later than the date and time specified in Block 9 of the RFP. Proposals delivered after the exact date and time for receipt of proposals will not be considered. The local (Guam) due date and time is 09 May 2022 at 1:30 p.m.

1.2 Electronic bidding will be utilized for this acquisition. Prospective offerors SHALL deliver proposals through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module; website: piee.eb.mil. By submitting an electronic copy, offerors assume all risk of proposals not getting through security measures and firewalls. Only files created using Microsoft WORD, Microsoft EXCEL, and/or Adobe .pdf files will be accepted. No zip files will be accepted.

1.3 In order to submit proposals via PIEE, offerors must create an account, identify a Proposal Manager and be logged in. Instructions have been posted with the solicitation package (Attachment L2).

2. VOLUME INSTRUCTIONS

2.1 General. Prospective offerors SHALL organize electronic proposals in the following volumes:

Volume Description Number of Copies I Summary and Miscellaneous Data One (1) / Submit original II Completed SF 33 (include Reps & Certs) One (1) III Price Proposal One (1) / Submit original IV Past Performance Fact Sheets One (1) for each effort

3 | P a g e

2.1.1 Proposals shall be in the English language and all monies in US Dollars.

2.1.2 Volumes (i.e. files) shall be separated and easily identified (ex. Volumes I, II, III, & IV).

2.1.3 Only the Volumes identified above will be considered part of the offeror’s proposal.

Additional proposal documentation will not be considered nor desired.

2.1.4 Price Proposal shall be in sufficient detail to allow for a complete understanding of intent to fulfill the requirement as stated in the solicitation. Each offeror shall be required to submit a price breakdown that identifies Materials, Labor, Transportation and Equipment (T&E), and other resources upon which the offeror intends to rely on to perform this contract in accordance with the performance work statement (PWS). The price breakdown must demonstrate that the offeror understands the requirement in the RFP by listing an appropriate amount of materials, labor, and transportation and equipment required to perform the contract in accordance with (IAW) the PWS. Failure to include a significant element in the data may indicate that the offeror fails to understand the requirement, and will be grounds for finding the proposal to be unreasonably priced. The Government intends to perform price analysis IAW FAR 15.404-1 and reserves the right to make a price reasonableness determination without any discussion with the offeror. If prices are found unreasonable (high or low), the government reserves the right to eliminate the offer from competition.

3. VOLUME I – SUMMARY AND MISCELLANEOUS DATA

3.1 The offeror shall provide a concise summary and master table of contents of the entire proposal.

3.2 Complete the necessary fill-ins and certifications in Sections I through K. For Sections C through I, the offeror shall submit only those pages that require a fill-in.

4. VOLUME II – COMPLETED SF 33

4.1 The offeror shall submit the SF 33 with all required fill-ins. Complete blocks 13, 15, 16, 17 and 18 of the RFP Section A, SF 33. Complete block 14 of the RFP Section A, SF 33, if any solicitation amendment(s) to the original solicitation documents was/were issued. Amendments will not be counted against the page limits. An authorized official of the firm must sign block 17 of the SF 33. Complete pricing information on all Contract Line Items (CLINs). Complete all appropriate and applicable Reps & Certs.

5. VOLUME III – PRICE PROPOSAL

5.1 This part shall contain a completed Section B (Supplies or Services and Prices/Costs) at the CLIN level.

5.1.1 The Pricing Table provided as Attachment L3, lists services to be priced at the SLIN level, highlighted in orange. The sum of the SLIN unit prices will equal the total unit price for its respective CLIN, highlighted in green. This amount shall be entered into Section B as the CLIN unit price. Calculate the total amount accordingly. For example, for CLIN 0002, first enter

4 | P a g e proposed unit prices for SLINs 000201 and 000202 (highlighted in orange). The sum of SLINs 000201 and 000202 will be the total unit price for CLIN 0002 (highlighted in green) which will be entered as Unit Price for CLIN 0002 in Section B. Calculate CLIN Amount by multiplying the Quantity by the Unit Price, accordingly.

5.2 Insert proposed unit prices and extended amounts in Section B for each CLIN, including all option periods. The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct; particular care should be taken to ensure the amounts match when using a spreadsheet program, such as Microsoft EXCEL. The unit prices and extended amounts are limited to two decimal places.

5.3 In the event there is a difference between a unit price and the extended total amount, the unit price will be held to the intended offer and the total of the CLINs and SLINs will be recomputed accordingly. The CLIN which includes recomputed contract SLINs will also be recomputed to take into account the change in the contract SLINs. If the offeror provides a total amount for a CLIN or SLIN but fails to enter the unit price, the total amount divided by the CLIN or SLIN quantity will be held to be in the intended unit price.

5.4 Extreme care should be exercised to ensure that no price data of any kind are included in any other volume of the proposal.
