About this file
This is a Questions and Answers document for solicitation FA521526Q0027, a flooring replacement project at a Department of the Air Force Pacific Air Forces facility in Hawaii. The project requires replacement of existing carpet with commercial-grade vinyl flooring (basis of design: Mohawk Hot and Heavy II, Secoya 5.0, Style C2104, Color 842 Amber Maple, or approved equal) across approximately 2,500 square feet. The contractor is responsible for complete furniture disassembly, transport, on-site storage, and reassembly of all modular and non-modular furniture; Government personnel will empty cabinet and desk contents, the 747th Communications Squadron will handle IT work, and Government-furnished storage will remain on-site. Work must be completed during a 14-consecutive-calendar-day window when the office is vacated, limited to normal Monday through Friday business hours with no weekend availability. The contractor shall repair wall damage caused by base removal above the new 4-inch commercial-grade rubber or vinyl cove base line, with the Government providing paint color specifications or accepting best-match solutions. Pricing should be based on floor plan measurements without field verification, and all asbestos testing from the 2019/2020 carpet installation was negative, so bidders should exclude asbestos testing and abatement from quotes. The deadline for submitting questions was July 14, 2026, and cove base and transition threshold colors will be selected by the Government post-award from standard manufacturer options.

1. Is there a scheduled site visit, walkthrough, or opportunity to inspect the work area before quote submission?
No.
2. If no site visit is currently scheduled, may offerors request access to inspect the space before the quote deadline?
No, this is why the floor plans were provided.
3. Is there a deadline for submitting questions/RFIs for this RFQ?
Deadline for questions is 7/14/2026.
4. The SOW appears to include “Draft SOW – Customer Verification Required” language. Can you confirm whether the posted SOW is final and binding for quote purposes?
The SOW has been changed to remove “Draft” language. This is the final SOW as of the date posted.
5. The SOW states that asbestos testing was completed during the 2019/2020 carpet installation, but that documentation is not currently available to the office. Is any asbestos testing documentation available to offerors, or should offerors price the work based on the information currently provided?
All testing completed for carpet installation was negative during the 2019/2020 timeframe stated in the SOW. Pricing should be based on the current information provided.
6. For the required furniture movement/disassembly/reassembly, should offerors price this based only on the provided drawings/photos, or will field verification be permitted before final performance?
A field verification/site visit will not be permitted. Pricing should be based on current information.
7. Could you provide pictures of the space so that we can see the furniture types?
They have been uploaded to the original SAM.gov posting.
8. Furniture responsibility (SOW 4.2.2). The SOW makes the contractor responsible for the complete disassembly, transport, storage, and reassembly of all modular and non-modular furniture in the office. Please confirm this furniture work is within the flooring contractor's scope, or whether the Government will furnish a separate vendor to move and reset the furniture. If it is the contractor's scope, please also confirm: (a) Government personnel will empty the contents of all cabinets and desks before the contractor mobilizes; (b) the 747th Communications Squadron performs all IT disconnect and reconnect; and (c) the Government-furnished on-site storage is sufficient that furniture remains on site with no off-site storage or transport required. Furniture disassembly, transport, storage, and reassembly of all modular and non-modular furniture in the office will be the Contractor’s responsibility.
9. Asbestos survey (SOW 4.2.4). The SOW states asbestos testing was completed during the 2019/2020 carpet installation but the documentation is unavailable. Will the Government provide the existing asbestos survey for the flooring and adhesive to be removed? If not, please confirm bidders shall exclude asbestos testing and abatement, and that if suspect material is encountered during demolition, work stops and abatement is handled separately by the Government rather than the flooring contractor. All testing completed for carpet installation was negative during the 2019/2020 timeframe stated in the SOW. Pricing should be based on the current information provided.
10. Material "or equal" (SOW 4.2.5). The basis of design is Mohawk Hot and Heavy II, Secoya 5.0, Style C2104, Color 842 Amber Maple. Will the Government accept an approved-equal product via submittal, or is the named product mandatory? Also, please confirm the Government will accept manufacturer lead time to Hawaii within the 60-day performance period if submittal approval extends beyond the 15-day window. Yes, or equal products will be considered.
11. Flooring quantity (SOW 1.0 / 4.2.1). The SOW states 2,500 SF; our review of the floor plan measures approximately 2,547 SF. Please confirm the quantity basis offerors should use when preparing the firm-fixed-price quotation. If the actual field-verified quantity after award differs materially from the stated quantity, please confirm how that difference will be addressed. Quote based on the SF of the floor plan.
12. Wall and paint repair (SOW 4.2.3 / 4.2.7). The contractor is responsible for repairing and color-matching drywall and paint damaged by base removal. Please confirm this is limited to the wall area at and immediately above the new 4-inch base line, and that the Government will provide the existing paint color/spec (or accept a best match).
The contractor shall replace the wall base with a minimum of 4-inch high, commercial-grade rubber or vinyl cove base. In the event that drywall paper tears, dents, holes, or significant paint peeling occurs above the line of the new 4-inch baseboard, the contractor shall be solely responsible for repairing the damage.
13. Base and threshold colors (SOW 4.2.5 / 4.2.6). The cove base and transition/threshold colors are "to be selected." So bidders can price consistently, will the Government select from the manufacturer's standard color line (no custom/premium colors), and how soon after award will selections be made? Contractors must outline their proposed strategy and it will be considered in evaluation.
14. Work hours during the vacancy window (SOW 2.0 / 4.1.10). During the 14-consecutive-calendar-day window with the office vacated, are Saturday and Sunday available for work, or is weekend work subject to separate Contracting Officer approval? Weekend availability affects our schedule commitment.
The building will not be accessible outside of normal business hours, work must be completed during the usual Monday – Friday work week.
