About this file

This is a Questions and Answers document addressing clarifications to Solicitation FA521526Q0027 issued by the Department of the Air Force Pacific Air Forces for flooring replacement at 647 FSS. The solicitation requires replacement of existing carpet with new commercial-grade vinyl flooring in an occupied Government facility, with the contractor responsible for coordinating work with the Contracting Officer and facility personnel to minimize operational disruption. The document clarifies that no site visits or walkthroughs are permitted before quote submission; offerors must base pricing on provided floor plans, drawings, and photographs. The final Statement of Work has been confirmed as binding for quote purposes with all "Draft" language removed. Regarding asbestos concerns, all testing completed during the 2019/2020 carpet installation period returned negative results, and offerors should price based on currently provided information rather than request additional documentation. The deadline for submitting questions or Requests for Information is July 14, 2026. The document specifies that field verification for furniture movement, disassembly, and reassembly work will not be permitted; contractors must develop pricing based solely on current drawings and photos provided.

Text version

1. Is there a scheduled site visit, walkthrough, or opportunity to inspect the work area before quote submission?

No.

2. If no site visit is currently scheduled, may offerors request access to inspect the space before the quote deadline?

No, this is why the floor plans were provided.

3. Is there a deadline for submitting questions/RFIs for this RFQ?

Deadline for questions is 7/14/2026.

4. The SOW appears to include “Draft SOW – Customer Verification Required” language. Can you confirm whether the posted SOW is final and binding for quote purposes?

The SOW has been changed to remove “Draft” language. This is the final SOW as of the date posted.

5. The SOW states that asbestos testing was completed during the 2019/2020 carpet installation, but that documentation is not currently available to the office. Is any asbestos testing documentation available to offerors, or should offerors price the work based on the information currently provided?

All testing completed for carpet installation was negative during the 2019/2020 timeframe stated in the SOW. Pricing should be based on the current information provided.

6. For the required furniture movement/disassembly/reassembly, should offerors price this based only on the provided drawings/photos, or will field verification be permitted before final performance?

A field verification/site visit will not be permitted. Pricing should be based on current information.
