About this file

This is a Questions and Answers document for federal contract opportunity FA521526Q0004 for Mortuary Services, issued by the Department of the Air Force 766th Enterprise Sourcing Squadron at Joint Base Pearl Harbor-Hickam, Hawaii on February 17, 2026. The document provides clarifications on contract requirements based on inquiries from potential contractors.

The Government provided historical case volume data spanning 2021-2025, ranging from 19 to 31 cases annually, though it cannot provide detailed breakdowns by case category due to inconsistent historical documentation. Since 2022, only 1 of 12 Active-Duty cases with signed Letters of Viewability required major restoration. The 24-hour performance standard is measured from release to Government control, with understandable flexibility acknowledged for private mortuaries with civilian obligations. Funeral homes must be accessible to the Mortuary Officer via point of contact on weekends, nights, and holidays. The Mortuary Officer and Mortuary Technician will conduct inspections for all Active-Duty cases at multiple stages (post-autopsy/pre-embalming, post-embalming, post-dressing, and post-casketing), with annual facility inspections and advance notice provided. Pricing will be assessed based on each funeral home's standard price list and itemized services rendered per specific case rather than total evaluated price across all ordering periods. The area of performance encompasses all of Oahu with no mileage limitations. Transportation vehicles must be covered funeral coaches or hearses appropriate for human remains, and international shipments require military specification caskets, urns, and Air Trays.

MEMORANDUM FOR RECORD

FROM: 766 ESS/PKI

SUBJECT: Questions and Answers for Mortuary Services FA521526Q0004

1. What is the historical or estimated annual volume of cases under this requirement?

Based on the annual number of case files I have on record since 2021:

2021 – 31 Cases 2022 – 20 Cases 2023 – 27 Cases 2024 – 21 Cases 2025 – 19 Cases

2. Can the Government provide a breakdown of historical cases by category (e.g., viewable, viewable for identification only, non-viewable, head wrap, full body wrap)?

This is not necessarily a category that we can track down to the individual case. Because of the varying natures and categories of cases, we didn’t always receive documentation (Letter of Viewability) from previous Mortuary Officers, or recommendation from the Armed Forces Medical Examiner/Coroner.

3. What percentage of cases historically require major versus minor restoration?

Since 2022, our records indicate that for 12 of the Active-Duty cases that had a signed Letter of Viewability on file, only 1 of the 12 required major restoration. However, the family elected the head wrap option for that case.

4. For the required 24-hour performance standard, is timeliness measured from initial notification to arrival for removal, or from release to Government control?

This time is measured from release to Government control. However, there’s understandably some flexibility as these are private Mortuaries and have civilian obligations.

5. Are there distinct performance expectations for nights, weekends, or holidays?

Funeral Homes are expected to be accessible via POC to Mortuary Officer on weekends, nights, and holidays.

Our mission is to deliver innovative acquisition solutions by managing risk-based decisions, advancing warfighter readiness and lethality at the speed of need.

6. Will the Quality Assurance Evaluator (QAE) inspect every case following embalming, dressing, and casketing, or will inspections be conducted on a sampling basis?

The Mortuary Officer accompanied by the Mortuary Technician will perform post-autopsy/pre-embalming, post-embalming, Pos-dressing and post-casketing inspections for all Active-Duty cases. Other inspections may be performed for other categories of deceased members as necessary. Annual inspections are also conducted on the facility itself.

7. How frequently are contractor facilities inspected?

Annual inspections are conducted on the facility.

8. Is advance notice provided prior to inspections?

Yes.

9. For evaluation purposes, will the price be assessed based on the total evaluated price across all ordering periods?

No. Prices are typically assessed based on the Funeral Home’s standard list of products and services they provide, and what services are rendered for each specific case.

10. Can the Government confirm which services are intended to be priced per-case versus per-item?

Funeral Homes usually have a standard price list, and based on the nature of the cases, they will provide services and products based on the family’s wishes and create an itemized invoice from that.

11. Please confirm the geographic boundaries of the Area of Performance on Oahu.

The Area of performance spans across all of Oahu.

12. Are there defined transportation distance limitations or mileage thresholds that apply?

No. No limitations on mileage across Oahu.

13. Can the Government clarify the requirements for an “appropriate first-call vehicle” beyond a standard funeral coach?

A covered funeral coach or hearse that is appropriate for the transportation of human remains is standard.

Our mission is to deliver innovative acquisition solutions by managing risk-based decisions, advancing warfighter readiness and lethality at the speed of need.

14. Are there specific shipping container requirements for international remains transportation beyond those outlined in the PWS?

Adequate military specification caskets, urns and outer shipping containers (Air Trays) are required for shipment of human remains.
