About this file

This document is a Question and Answer (Q&A) file for an Air Force solicitation for Petroleum, Oils, and Lubricants (POL) Virtual Reality (VR) training software and hardware. The procurement involves developing operator training modules for fuel systems, including overview, operation, inspection, and maintenance components. Key details include that the contract will be awarded by September 30, 2025, with delivery to multiple locations specified in Attachment 2. The contractor has discretion to purchase or develop POL software, but it must be capable of receiving updates via commercial WiFi.

The solicitation requires the contractor to create VR training content for specific systems (R-11, R-12, R-18, R-19, R-20, FORCE, ABFDS), with no predetermined number of training modules but mandating comprehensive coverage of each fuel system. The 5-year support is to be included in the unit hardware price, not as a separate line item. The government will not provide existing scan data or 3D assets, but can coordinate asset scanning after contract award. The government has not disclosed a budget estimate and expects the vendor to quote delivery timelines and pricing for the complete training and hardware solution.

Question Answer

I am writing to request clarification regarding CLIN 003 in the solicitation. The description notes that shipping would be to the individual locations listed in

Attachment 2. Could you please confirm whether there will be designated points of contact at each location to ensure receipt by the appropriate parties?

One concern is that it may be difficult to verify receipt if a designated recipient is deployed or if their duty status changes. If contract completion status is dependent on confirmation from each individual location, this could complicate final acceptance.

As an alternative, would it be acceptable to consolidate the shipment to a single location—such as the Schoolhouse at Sheppard AFB—with subsequent distribution to the individual wings handled from there? This approach may help streamline accountability and ensure delivery is properly documented.

Consolidated shipping to a single location is not an option at this time. There will be Points of Contact for every location, which will be provided in Attachment 2 upon contract award. Addresses for each location are provided so that accurate pricing can be established for

CLIN 0003.

Does the AF intend on providing the following POL Software?

The AF does not currently have POL software, which is the nature of this solicitation to obtain.

If not, are we to purchase off the shelf software or develop the software?

This is up to the discretion of the company, but whichever method is used it needs to be able to receive updates or patches through commercial wifi.

What is the PoP and expected delivery times?

This is part of what is to be quoted in the Combo. See page 2, Additional Requirements.

Based off the Attachment 1 Salient Characteristics.pdf there's no solid courseware hours associated with the list of equipment for development, does the government intend to provide?

This is up to the discretion of the company. The software needs to encompass the full capability of each system identified.

Has the government identified the number of complications, models, or objectives for the development? See answer above.

Has the government determined a timeline for the delivery locations?

This is part of what is to be quoted in the Combo. See page 2, Additional Requirements.

Does the government know when these actual courses for the POL VR trainers will go live?

The software is to be fully functional upon delivery and ready for immediate use.

Does government have a rough estimate/ballpark on the budget available for the project?

The Government is not able to provide any Independent Government

Estimate information at this time.

When would this project begin (estimated before end of FY2025)?

It would begin upon contract award, which will occur by 30 Sep

2025.

Is there a specific deadline for creating the training and shipping out the headsets?

It is expected that the quote will include the quoted delivery timelines the company is able to meet. See page 2, Additional

Requirements of the Combo.

Does the government have any of the scan data and 3D assets (models of equipment or facilities) required for the training?

No, but the ability to take scans of the assets can be coordinated if required after award of the contract.

5.Any informa on that you can provide on the training sec ons (R-11, R-12, R-18, R-19, R-20, FORCE, ABFDS)?

1.What type of training is being requested? Is it an overview of the equipment/area (example: what is a refueling truck), is it operator training

(example: what are the steps for refueling), is it maintenance (example: how do I fix/maintain the refueling truck)?

2.How many training modules are required for each part of the training (Example:

R-11 has 5 modules - overview of the truck, operator training, operator test, maintenance training, maintenance test)?

1. It is intended as operator training.

2. There is no set number of required modules, but the program needs to cover the following for each fuel system:

-Overview of the system

-Operation of the system

-Inspection of the system

-Maintenance of the system

Could you please advise if delivery can be made to a designated U.S. consolidation point? This approach would help streamline logistics and significantly reduce the overall cost for this requirement. Delivery is to be made to each location identified in Attachment 2.

Should there be a line item for support over the 5 years or should there be a hourly bill rate for when support is needed?

The 5-year support is to be included in the unit price for the

Hardware, not as a separate line item.
