About this file

This document is a Questions and Answers file for the Eareckson Secondary Crash Network (Notice ID: FA521525Q0016) federal contract opportunity. The document provides detailed responses to 39 vendor inquiries about the project's technical specifications, installation requirements, and contractual details. Key points include the project's scope of installing a new Secondary Crash Network (SCN) system at Eareckson Air Station, Alaska, which currently lacks both primary and secondary crash systems.

Significant technical details reveal the system must be a standalone, independent network using single-mode fiber with standard SC connectors. The contract requires the contractor to provide all materials, equipment, and labor for installation, including running cables between specific buildings (B618, B490, B600, B629, B718, B3049). The travel budget is fixed at $23,000, covering labor, airfare, per diem, and lodging. Quotes are to be submitted via email to specified Air Force contacts, with the solicitation using a Lowest Price Technically Acceptable (LPTA) basis for award. The government seeks a perpetual license and requires contractors to have a minimum of 3 years of telecommunications systems installation experience.

EARECKSON SECONDARY CRASH NETWORK

Notice ID: FA521525Q0016

Questions and Answers

1. SOW 3.1.14.1 Personnel Travel: Can you confirm if the Not To Exceed number of $23,000 should include per diem and lodging associated with the travel?

The Not to Exceed amount for CLIN 002 Travel, which includes labor, airfare, per diem, lodging, and other travel expenses, is $23,000. The offeror shall not include travel in their quote. During evaluation, the offeror’s quote will be adjusted to include the CLIN 002 NTE amount of $23,000.

2. SOW 3.1.14.1 Personnel Travel: Can you confirm if the Not To Exceed number of $23,000 should include labor associated with travel times of our personnel (e.g. if they are traveling for 2 days would we include the labor wages associated with that travel in the NTE of $23K)?

The Not to Exceed amount for CLIN 002 Travel, which includes labor, airfare, per diem, lodging, and other travel expenses, is $23,000. The offeror shall not include travel in their quote. During evaluation, the offeror’s quote will be adjusted to include the CLIN 002 NTE amount of $23,000.

3. SOW 3.1.14.1 Personnel Travel: We intend to utilize the “passenger aircraft” that travels between JBER to EAS as our means to getting to Eareckson Air Station. Should our travel costs included in the NTE number of $23K JUST include the travel costs from JBER to EAS or include the travel costs for our travel to JBER (e.g. we will most probably have our personnel fly commercially from North Carolina to Anchorage and want to know if that NTE number should include that travel cost).

4. SOW 3.2.1.2.5: For the sake of keeping costs down to the government, we intend to make one trip out Eareckson AS for installation of the SCN system. This would restrict us from making a site visit prior to installation. Could the customer confirm the required distances required for cables prior to mobilization for the project?

Yes, this could be made available.

5. What is the distance between buildings?

The distance from Bldg 618 to 600 is approximately 1 km. The distance from Bldg 618 to Bldg 629 is approximately .6 km. The distance from 618 to 490 is approximately 1.3 km. The distance from Bldg 490 to Bldg 718 is approximately 1.3 km.

6. How many cable pairs are available in each building?

There are more than enough to meet the requirements within the figures. Please reference the figures for the number of cables between each bldg/room.

7. Are the Initiator Consoles analog sets or IP telephones?

This would depend upon the system that is chosen.

8. Would you please clarify the date and time offers are due? SAM.gov states July 2 at 1pm AK time but the RFQ form states June 2 at 1pm “local”, with a Hawaii office listed under Issued By.

SAM.gov reflects Alaska time which is the local time for the contracting office. The contracting office’s DoDAAC is assigned to the contracting organization that is based in Hawaii. However, the due date and time is AKDT. SAM.gov only has Alaska Time as an option.

9. Would you please provide the applicable wage determination for craft labor?

The contract type for FA521525Q0015 is a commodity with incidental services/installation.

Due to the estimated installation timeframe being less than 60 days, a wage determination is not required and will not be included.

10. Would you please provide delivery instructions? If quotes are to be emailed, who should be the recipients?

Quotes and supporting documentation are to be emailed to matthewross.cruz.1@us.af.mil and Cc erick.shriver.1@us.af.mil by the response due date and time. In the event file(s) are too large, an offeror may request a DoD Safe drop off link.

11. Can any specifications or basis of design be provided for the SCN equipment package?

Specifications are provided in the SOW in 3.2.

12. Please clarify the IT requirements of the contractor, as it pertains to establishing an "independent" network for the SCN. I.e. Do we need to provide routers, switches, etc.? Or will we be given a pre-configured VLAN port on an existing switch? Can we assume any network equipment configuration (aside from the SCN system, which should be handled by that provider) will be performed by the AF?

Per 3.2.1.2.1 of the SOW, the SCN must be set up on a separate & independent network.

The only component currently in place for this effort is the base fiber.

13. Is the independent Network to be created using the existing infrastructure or is the intent to bring a new separate fiber line to support the independent network?

Base fiber and copper is already run between bldg’s. The contractor will need to make cross connects within bldg’s per 3.2.1.1 of the SOW.

14. Please provide detailed information (part numbers & pictures, if possible) of the existing FODP and FOT's.

The part number of the Fiber Optic Distribution Panel (FODP) won’t change the requirement of the patch cable required for each cross connect, its single mode SC fiber (fiber requirement updated in revised SOW). The Fiber Optic Terminals (FOT) are not already in place. Per the SOW, the Contractor shall install the FOT’s for each location they’re required.

15. Is the contractor to assume that manufacturers shop drawings will be acceptable in lieu of engineered stamped drawings.

The as-builts do not require engineer certification. Manufacturer’s shop drawings, or equivalent, would suffice as the as-builts.

16. Is it the intent of the USAF to Award All 3 Secondary Crash Network RFP’s to the same Contractor, to insure the all 3 project sites, Wake Island, Eareckson, and King Salmon have the same systems, components, critical spares, and training to all for continuity for all 3 locations.

This question is in reference to all 3 opportunities (FA521525Q0015, FA521525Q0016, and FA5215Q0017). These opportunities are solicited as separate requirements, will be evaluated independently and awarded independently. The basis of award for each contract is LPTA. If an offeror was the lowest price technically acceptable for all three (3) requirements, a single offeror could receive all three (3) awards but this is not a requirement and could be three (3) separate awardees.

While the same product/manufacturer is ideal for all 3 contracts, it is not required.

17. 3.2.1.2.1. states the SCN must be set up on a “separate and independent” network which allows it to remain operational when the base network goes down. Please specify to what extent the SCN network is to be separate and independent. Figure 1 and 2 show existing (in green) fiber optic cable interconnecting B618, room 22 to all other buildings with SCN equipment. It is assumed that this existing cabling is currently serving the base network. Is the intent to reuse this interconnecting fiber and copper cabling (base network) or to run new cabling to provide a separate and independent network for the SCN as stated on 3.2.1.2.1. Additionally Please specify if any additional, new, network equipment will be needed in B618 Room 22, other than SCN core equipment, in order to meet the requirement of a separate and independent network.

The only currently existing infrastructure that will be used will be base fiber, which isn’t part of the network. No equipment is in place nor provided, and none will be shared between the SCN and any other system on base.

18. Relating to question #17, 3.2.1.1. states contractor to make the required intra building connections FROM B618 TO B490, 600, 629, 718 and 3049. Please confirm existing cabling is to be reused to interconnect these buildings per fig 1,2 and that no new underground cable will need installed between these buildings in order to provide a separate and independent network (from the base network).

3.2.1.1 states the Contractor shall make all intra-building fiber and copper connections. I removed the OSP part that may have made things confusing. There is no new underground cabling (OSP) to be installed. Please see revised SOW.

19. Can all FODP’s, FOT’s and Ethernet patch panels shown on fig 1,2 be clarified as to what is new equipment provided by contractor and what is existing equipment?

All FODP’s and ethernet patch panels are already in place. FOT’s will need to be provided by the contractor.

20. Please specify what type and how many strands for ALL new fiber optic cable shown on figure 1 and 2.

Strand requirement depends upon FOT selected, but most are 1 strand. All fiber on Eareckson is single mode fiber.

21. Is the acronym “FODP” referring to a Fiber optic distribution panel?

Yes

22. What is being used for the Secondary Crash System right now?

Eareckson currently doesn’t have a secondary crash system.

23. What is being used for the Primary Crash System right now?

Eareckson currently doesn’t have a primary crash system.

24. Are you looking to upgrade an existing solution or fully replace existing solution?

Looking for a brand-new system.

A crash network system doesn’t currently exist. The requirement is to install a new system.

25. Is the solution required to be on the JITC APL?

This system isn’t going to touch the network at any point. It will be a completely standalone system. System just needs to meet the requirements in paragraph 3.2.1 – 3.2.1.2.5 of the

SOW.

26. If required, are we required to use single-mode or multi-mode fiber?

Single mode

27. What is the type of termination connectors at the FODP panels?

Standard Connector (SC)

28. We are assuming you prefer IP Phones to analog phones, is that correct?

Phones only need to meet the requirements in paragraph 3.2.1 – 3.2.1.2.5 of the SOW.

29. How will the crash call be initiated? By simply taking initiator phone off hook, or initiator panel push button?

The SCN system only need meet the requirements set forth in paragraph 3.2.1 – 3.2.1.2.5 of the SOW.

30. How many total endpoints will be connecting for an emergency blast-dial? 3.2.1 says 2 initiators and 11 drop phones. Scope mentions “for up to 16 parties”. Do you want the ability to hook up to 16 immediately, of just that the system has the capability to hook up to 16 parties? (for future expansion)

Refers to being able to hook up 16 for possible future expansion, not immediately.

31. Section 3.2.1.2.1: To confirm, no connection to the base network?

The referenced DAFMAN requires it being on a separate & independent network so that any network disruptions don’t affect the availability of the SCN.

32. Confirming CAT 5 cabling is available from room to room for connecting FOTs, wall jacks, etc… Supplier does NOT have to provide this cabling, correct?

There are four instances across figures 1 & 2 where connections between rooms must be made, including installing wall jacks. Please refer to the figures in the SOW for more information.

33. Section 3.2.2.1 Alarm Room. Infers premise wiring already in place? Do we need to supply/run?

The SOW has been updated to reflect the following:

3.2.2.1 will require the contractor to run cabling down the hall as depicted in Figure 1.

Removing premise wiring reference in SOW.

3.2.4.2 will require the contractor to run cabling between rooms 21 and 22. Only the connection between room 21 and 8 is premise wiring. Corrected SOW.

3.2.5.1 will require the contractor to run cabling between rooms 4 and 2. Removing premise wiring reference in SOW.

3.2.7.1 will require the contractor to run cabling between rooms 121 and 122. Removing premise wiring reference in SOW.

34. Section 4.1: AF3000 submitted as part of proposal, or later?

The AF3000 requirement is effective Post Award. It is not required to be submitted with your quote in response to the solicitation.

35. Confirming there is cable conveyance for us to pull cable if necessary?

A cable conveyance may not be available.

36. Is contractor required to supply all cabling and fiber required for this project?

When indicated on figure 1 and 2 that new copper/fiber is required, the contractor will be responsible for supply that cabling.

37. Will we have to bring power tools such as hammer drill and so on in order to pull cabling or can Base supply that if necessary?

Per 3.1.2, The Contractor shall provide all material, equipment, labor, supervision, housing, food, and transportation for material and to/from the job site required to accomplish the requirements of this SOW.

Refer to the Base Support Letter attached to the SOW for more information on resources available on site.

38. Will there be any firestops or other obstructions in the walls that we would need to penetrate should we need to pull cable?

The contractor may encounter firestops and/or obstructions that may need to be penetrated. Due to the remoteness of the site, we recommend to contractor to plan accordingly.

39. What type of purchase does the government want to make; Perpetual License based (capital expenditure) or Annual License Based?

A perpetual license.
