About this file
This Statement of Work (SOW) details the requirements for installing a Secondary Crash Network (SCN) system at Eareckson Air Station, Alaska. The project involves furnishing, configuring, installing, and testing a standalone voice-initiated mass notification system that will support up to 16 parties directly involved in Eareckson AS flying missions. The SCN will be implemented across multiple buildings (490, 600, 618, 629, 718, and 3049), with specific requirements for equipment placement, including one core system, two initiator consoles, and eleven drop phones.
Key technical specifications include setting up the network on a separate, independent infrastructure that remains operational when the base network is down, with capabilities to record conversations, make simultaneous conference calls, provide visual indicators when handsets are picked up, and include noise reduction features. The contractor must comply with various telecommunications standards, provide emergency power solutions, and complete the entire installation within 365 days of award. Additional requirements include submitting a detailed test plan, providing on-site training to staff, delivering as-built drawings, and offering a one-year workmanship warranty. The project is being managed by the 611th Air Communications Squadron and requires contractors to have a minimum of 3 years of experience in telecommunications systems installations.
