BAK-12 Ariel Arresting System Barrier Frames
The following constitutes a DRAFT solicitation for BAK-12 Engine Bases (Model Number: 52-W-2291-901) which need to be procured in order to fulfill mission requirements for the 611th Aircraft Arresting System Depot. This Solicitation is a follow-up to the following synopsis posted on beta.sam.gov “FA521520R0006Synopsis” The Engine Bases are a requirement based on T.O. 35E8-2-5-3 pg. number 31 and are defined as being made of “a structural steel construction and all major operating components are located upon it. The footprint presented permits anchoring in an expeditionary manner as standard installations.” The bases again are referenced on page number 77 as item number 148 and labeled as “Arresting Engine Base.”

Twenty-Two (22) Bases/Frames are required for mission sustainment as soon as delivery is possible.

Potential of a Split Award: The Government reserves the right to split the award of CLINs 0001 though 0004 to separate vendors in order to meet the Government’s intent and provide the best value to the Government. Alternatively, the Government may award multiple/all CLINs to the same vendor.
Intent: The Government’s intent is to provide quality BAK-12 AAS units to support the warfighter under an expeditious schedule to avert any significant mission impacts.
Delivery Schedule CLIN 0001: A total of 4 units are required to be delivered NLT 15 May 2020 CLIN 0002: A total of 4 units are required to be delivered NLT 15 May 2020 CLIN 0003: A total of 7 units are required to be delivered NLT 15 Aug 2020 CLIN 0004: A total of 7 units are required to be delivered NLT 15 Aug 2020 *Early delivery is strongly encouraged*
Note: The contract is structured to promote maximum throughput for a vendors’ production capacity.
The contractor shall assume that the Government will immediately exercise all option CLINs which are awarded to that vendor.

Technical Criteria:
1) The BAK-12 AAS Barrier Frames units must be in compliance with the drawing and specifications provided.
2) Vendor must have accomplished First Article Testing (FAT), providing evidence of completion of a FAT in accordance with “The Joint Aeronautical Logistics Commanders (JALC) Aviation CSI Management Handbook (dated 16 Mar 2011)”.
3) Vendor must meet or deliver sooner than the delivery schedule in order to be considered technically acceptable. All CLINs must be proposed
First Article Testing:
The BAK-12 Ariel Arresting System (AAS) has been defined as a critical safety item (CSI) per the cognizant Engineering Support Activity (ESA) from the AFLCMC/WNZ office, in conjunction with Section F-2-b (page 12) of AFI120-106 (Management of Aviation Critical Safety Items, dated 25 Jan 2006). [See bidder’s library for reference material].
“Activities contracting for aviation … CSI must enter into a contract for the procurement, modification, repair, or overhaul of the item only with a source approved by the item’s ESA” in accordance with Section 2319 of Title 10, United States Code per DoDM 4140.01-V11 8Mar2017 (Referencing Section 2319 of Title 10 USC “Encouragement of New Competitors”) & Per Section 1.1 of The JALC Aviation CSI Management Handbook (dated 16 Mar 2011).
Unless specifically waived by the ESA cognizant engineer, First Article Testing (FAT) is required from manufacturers per Section 4.9.1 (page 54) of The Joint Aeronautical Logistics Commanders (JALC) Aviation CSI Management Handbook (dated 16 Mar 2011).
Vendors must provide evidence of FAT compliance as an attachment of their proposal, due NLT the proposal due date. Vendors that are not able to demonstrate FAT compliance or an appropriate waiver from the ESA will be considered non-responsive.

Responses Your proposal must include a cover letter stating a proposal acceptance period of at least 45 days. Proposals offering less than 45 days will be deemed unacceptable.
