FA5215-18-Q-9016 RFI 2
1. Q: Where would we ship the equipment to? Hickam?
A: Equipment would be shipped to Hickam
2. Q: Is there a charge to the Vendor to ship the equipment to Wake Island on the military aircraft?
A: Our TAC code would be used to ship from Hickam to Wake Island
3. Q: What is the cost for lodging at Wake Island?
A: In accordance with the JTR. DOD Perdeim rates are located at https://www.defensetravel.dod.mil/site/perdiemCalc.cfm , Wake Island rate is currently $199.00 per day. Please review the GSA perdiem tables for Hawaii.
4. Q: Is there any restriction for contractors traveling to Wake Island? Can a Canadian citizen travel to Wake Island to complete some work or does it have to be a US citizen?
A: Yes. A Canadian citizen can travel to Wake Island under same system as U.S. Citizen. Personnel selected to travel to Wake Island should be able to pass a security screening process to be allowed access. U.S. Citizens can take up to 7 days for a check to be completed. Foreign travelers require up to 14 days. Required information for foreign workers is: Full Name, Country they coming from, Passport Number, and Date of Birth.
5. Q: Under the “Requirements” of the PWS…bullet number 8 states..”Capable of generating hourly/daily…summaries…”. Is this meant in a literal sense where the system only has to have the “capability” or does it mean that the vendor will be setting up reports as directed by the customer? We provide reports all the time and there are a lot of options for reports. We would just have to discuss this with the end user to determine what reports are requested.
A: Response is being researched and will be provided as soon as possible.
6. Q: Under the “Requirements” of the PWS…bullet number 10 states…”…power transfer switch..” under Emerg Power System. Is a generator expected to be provided by the Vendor or is a generator being provided by the AF and the vendor only has to provide a transfer switch? Just looking for clarification.
A: The transfer switch should be transfer from site power to emergency power system provided with the BASH Radar. Once site power has been restored, the switch should automatically transfer back to site power and reset the emergency power source back to off or recharge.
7. Q: Under same bullet…is the AF willing to look at using a battery backup instead of a generator? (This might be an option if you are only looking at having emergency power for up to 1 hour. And battery backup requires less maintenance than a generator, just wanted to make sure what the vendor is expected to provide.
A: Typically Diesel powered generators are used, this is due to the availability of diesel fuel for operations of Island generators and equipment. UPS battery system may be utilized to meet the 1 hour requirement.
8. Q: Under the “Requirements” of the PWS…bullet number 11 states…”installation oversight/support for startup and commissioning”. Are you expecting that we send someone to Wake Island to oversee the install/setup as your personnel will do it?
A: Yes, for the initial set-up, it is expected that the vendor will perform the initial installation of the system. This process should be included as part of the training program for the BASH Radar.
9. Q: Under the “Requirements” of the PWS…bullet number 12. Will the on-site training be only at Wake Island or will there be some training for personnel at Elmendorf-Richardson too?
A: Training is to be conducted on Wake Island only.
10. Q: Do you expect the vendor to send personnel back to Wake Island for additional training or maintenance after the initial install A: Yes, system maintenance required under warranty would require travel.

Q: Does the system need to provide the altitude for each bird track within the coverage area specified: 360 degrees, 6nm out, up to an altitude of 15,000 ft. AGL?
A: Yes, this will help develop graphics that show what altitude to expect bird migration and possible strikes during different times of the year.
Q: Given the significant lower altitude detection capability (3000 ft. ARL) recommended by FAA AC 150/5220-25 Chapter 4 (which is referred to in the PWS), we would like to understand why this requested radar requires an altitude detection capability of up to 15,000 feet AGL.
A: To create migration pattern map that show possible strike areas during migration. The 3000ft ARL is used mostly for real time bird activity
Q: The PWS specifies a range coverage of 6nm. Does this mean 6nm out from the sensor (which is the reference point used in FAA AC 150/5220-25 Chapter 4)? If not, could you please specify what the range reference point is?
A: AF will set reference point preferably the center of the runway but can be from the BARD radar site located on airfield. Given the exact location is still being determined, sensor location should be used for the 6NM range calculation.
