BASH
PERFORMANCE WORK STATEMENT (PWS)
4 September 2018
1. Title. Bird/Wildlife Aircraft Strike Hazard (BASH) support.
2. Background. The United States Air Force (USAF) experiences thousands of bird strikes each year during flight operations in low-altitude environments. The average costs associated with those strikes exceeded $35 million annually prior to 2001.
3. Scope. The contractor shall provide a standalone BASH Radar System, support services, including management, travel, and materials for operation of the Wake Island BASH Program as well as assist the 611th Pacific Regional Support Center (PRSC) in the development, implementation, operational deployment, assessment, and sustainment of the PRSC’s Wake Island BASH program.
4. Requirements.
• Corrosion resistant mobile trailer platforms will be constructed to US DOT road standards and meet DoD requirements for tie-down on board military transport C-17/C-5 aircraft.
• Must meet FAA requirements as outline in FAA AC 150/5220-25 (Chapter 4, FAA Advisor Circular)
• Will operate unattended, providing continuous real-time, to include night-time automated bird strike risk alerts for bird activity hazardous to aircraft.
• 360 degree coverage around the airfield out to at least 6 nautical miles (nm) from the ground level to aircraft operational altitudes up to 15,000 ft above ground level (AGL).
• Remote monitoring interface for real time viewing of BASH within the airfield environment.
• All hazardous bird alerts within the runway approach and departure corridors out to 6 nautical miles from 0 ft AGL to 15,000 AGL.
• Simultaneous display of close-in range setting (1-2 nm) to support bird control staff and a long-range display (6-8 nm minimum) for air traffic control/operational use.
• Capable of generating hourly/daily/weekly/monthly (Seasonal) summaries of bird movement activity for trend analysis.
• Ancillary support equipment including, spare tire, wheel chocks, lightning protection, tie-downs and ground anchors, tools and equipment storage box, safety equipment, fire extinguishers and signage.
• Emergency Power System: automatic commercial/generator power transfer switch that will start the generator should commercial power, for up to 1 hour.
• Installation oversight and support (system start-up and commissioning)
• User and O&M (operations and maintenance) on-site training
5. Additional Requirements.
• Dome for the BASH to help with salt/corrosion issues

• Warranty document package
