SECTION 1: DESCRIPTION OF SERVICES

1.0 Introduction

The Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) is a regional study, conference, and research center whose mission is to enhance cooperation and build relationships through mutual understanding and study of comprehensive security issues among military and civilian representatives of the United States and other Asia-Pacific nations. The Center provides a focal point where national officials, decision makers, and policy makers can gather to exchange ideas, explore pressing issues and achieve a greater understanding of the challenges that shape the security environment of the Asia-

Pacific region. Its focus is on the increasingly complex interrelationships of the military, economic, political, and diplomatic policies relevant to regional security issues.

1.1 Scope

The Contractor shall provide all qualified personnel, management, supervision, and all other items and services necessary to perform Visual Information Technical Services for the DKI APCSS. The Contractor shall provide all labor, on-site administration and management required to produce and deliver services in a safe manner for DKI APCSS Information Services to include graphic arts, audiovisual, and Video

Teleconferencing (VTC) services, and information technology services to include systems/network management and seminar room support (help desk) and technical services as specified in this Performance

Work Statement (PWS) and in accordance with the applicable laws, regulations and industry standards. The primary work performed by these functions is to provide graphics, digital media, audiovisual, VTC and technical services in preparation for, support during, and after action evaluations of Workshops/Seminars, courses and events offered by DKI APCSS. This includes the preparation of various graphics, digital media, photography, and publishing services as required to support the mission of DKI APCSS. Graphics products may be produced in any format and on any media available at the DKI APCSS or commercially, with approval from the Government.

1.2 Work Order Control

Track-It! is the official work order request form used to generate products or services created or provided by Information Services Department (ISD) for Visual Information Division. The Government will provide a work order control system.

All work shall be based on a valid and properly completed and approved work order which will be initiated by the requester prior to the information being entered into a work order database. All work must be completed on time. The product work count shall be the quantity/number of finished products delivered to the customer, not including the waste used to generate the final product.

The contractor shall provide a working-level Task Lead, or equivalent. Contractor team lead shall perform quality control on completed products to ensure they conform to quality control plan as defined in paragraph 5.0 and meet the customer requirements. If products do not meet customer requirements, contractor is required to re-accomplish the work order. The contractor shall ensure stability and continuity of the workforce, maintaining an adequate workforce for the uninterrupted performance of all tasks defined within this contract.

Contractor shall maintain a monthly production report depicting all the prior month’s work orders by product type and services provided, showing the totals for the current month and cumulative for the fiscal year. The report shall include the number of work orders produced for each type of priority completed.

Reports are due to the COR by the 7 th of each month.

SECTION 2: GENERAL INFORMATION

2.0 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting

Officer (PCO) immediately.

2.1 Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement.

The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.2 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration.

2.2.1 Contract Administration

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support this contract. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.

Daily operations as detailed in Section 3 will be coordinated between the contractor and the Chief of

Customer Service Division, DKI APCSS or Contracting Officer Representative (COR). The Contractor will comply with applicable Defense Information Systems Agency (DISA) requirements.

2.2.2 Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at DKI APCSS and the contractor's corporate offices.

2.2.3 Personnel Administration

The contractor shall provide the following management and support as required. The contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The contractor shall provide employees initial and refresher training to meet the PWS requirements. Any contractor travel costs will not be reimbursed by the

Government. The contractor shall provide necessary infrastructure to support contract tasks. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).

2.3 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational

Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the PCO or COR.

2.4 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories, labor rates, and man-hours utilized in the performance of each task/PWS item issued hereunder will be the minimum necessary to accomplish the task.

2.4.1 Personnel

The Contractor shall not employ any persons for work on this contract who are identified to the

Contractor by the CO as a potential threat to the safety, security, or operational mission of the installation and its population.

The Contractor shall ensure personnel maintaining equipment identified in this PWS are qualified to applicable manufacturer or industry standards.

The Contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest.

Personnel shall present a neat appearance and be easily recognized as employees. This shall be accomplished by the wearing of approved badges that shall contain at a minimum, the company name and employee name. Badges shall be of sufficient size and shall be worn by employees in such a standardized manner as to be clearly visible, reference paragraph titled “Passes and Badges” of this PWS.

2.4.2 Disciplines and Specialties

The contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract. Personnel must know, understand and be able to apply the concepts, theories and tasks associated with information services support and possess the required multimedia skills, knowledge, and ability to operate and maintain all equipment associated with information services to include Audio Visual

Services, Visual Information Services, VTC, Network Management Services, and Help Desk Services.

Presentation and A/V services shall be provided in support of all Command official functions in

Government buildings and associated grounds along with officially designated off-site locations, and includes the operation of cameras, video recording equipment, projectors, audio systems and other special

VI equipment (video projector, video playback units). Contractors must have onsite technicians to ensure proper coverage of all lanai/plenary/seminar/conference rooms to include simultaneous events as shown on the sample DKI APCSS event calendar in Appendix 2. Contractor shall remain abreast of the latest industry technologies and make recommendations for future upgrades. Recommended knowledge, skills, and abilities include the following:

2.4.2.1 Audio/Visual Experience

Minimum of five (5) years experience in the following:

Standard commercial processes, methodologies, personnel, equipment, and related resources involved in planning, audiovisual productions, developing production schedules, and coordinating staff, including administrative and logistical activities.

Working knowledge of Federal and Department of Defense regulations related to the control of audiovisual services, equipment, and productions as identified in paragraph 4.4.

Formal experience in the methods, techniques, concepts, and principles of editing video and audio to assemble, adjust, and enhance audio and visual elements to produce a finished production using the equipment listed in Appendix 1 – VI Inventory.

Use of equipment as listed in Appendix 1 – VI Inventory, such as video switchers, character generators, and digital effects generators, to assemble video and audio material and to create a variety of special effects.

Technical experience with computer imaging to develop computer images for a subject matter using available visual examples.

Working knowledge of Digital Video Transport Systems, Serial Digital Interface, Audio/Video routing systems and RF microphone systems.

Able to design, troubleshoot and repair complex video digital network.

Management and scheduling of presentation digital video recording systems (e.g. Sonic

Foundry)

Experienced single operator use of video production switchers, digital audio mixing consoles and robotic cameras for live broadcasts.

Working knowledge of setting up and calibrating large format displays including digital projectors, LCD and multi touch display panels.

Experience managing and designing databases, presentations and live data streams for digital signage applications.

Using echo cancellation techniques, audio equalization, audio mixing, audio (i.e. 8 tracks) and video recording, various microphones (table Supercardioid condenser gooseneck lectern microphone, dynamic microphone, push-to-talk switch activated, lapel, and hyper cardioids condenser choir microphones, etc.).

Contractor shall have completed 40 hour factory certification training for the Peavey Media

Matrix MM82 digital/audio processing system.

Defense Information Systems Agency - Level 2 Facilitator Certification in compliance with

DOD Directive 5105.19.

Contractor shall have completed Certification of the 40 hour factory training course for the

Polycomm VS4000 system.

Work for this requirement is CLASSIFIED. SECRET Security Clearance is required as indicated in DD Form 254. This is an IT position category IT-III (Limited Privileged) designated position.

2.4.2.2 Visual Information Experience

Minimum of five (5) years experience in the following:

Fundamental graphic arts techniques – drafting; geometric constructions; plotting graphs;

determination of ratios, composition and layout; keyline (paste-up); type designation; template use; overhead transparency (vu-graph) production; properties, application of films and papers;

use of mechanical lettering equipment; freehand drawing; calligraphy and other hand lettering;

cartooning; illustration; color and value determination; and color separation.

Application of common visual presentation media – pencil; ink; watercolor; oils; tempera;

acrylic; felt-tip markers; and related papers and supporting materials

Working with a variety of visual production equipment - microcomputers and applicable software; various printers used with microcomputers; and Thermofax copier/transparency maker.

Formal educational background in Graphics Design/Commercial Illustration or equivalent.

Staging, operating and finishing both film and digital image systems including cameras, scanners and printers.

Formal training in processes, methodologies, personnel, equipment, and related resources involved in planning and carrying out the steps to produce and support video teleconference sessions.

Work for this requirement is CLASSIFIED. SECRET Security Clearance is required as indicated in DD Form 254. This is an IT position category IT-III (Limited Privileged) designated position.

2.4.2.3 System/Network Management Experience

Minimum three (3) years experience in the following:

Working knowledge of Federal and Department of Defense regulations related to control of information technology resources as identified in paragraph 4.4.

Use of standard commercial computer equipment; servers, switches, workstations, printers, and peripherals to manage and maintain computer networks.

Technical experience with servers, routers, and switches, server logs, to manage networks. Able to troubleshoot, identify and resolve network problems.

Standard processes, methodologies, personnel, and related resources involved in the planning, system administration, and servicing of Microsoft Server 2003/2008R2 networks.

Specialized methods, techniques, concepts and principles of managing and administering SQL

2005 to SQL 2012, Sharepoint 2007 to Sharepoint 2010, Server 2003 to Server 2012.

Technical experience in configuring and administering Vmware Esxi 5.1 cluster, Dell

Equallogic SAN, Vranger backup, VMView VDI 5.1, and FreeNAS replication.

Administer and troubleshoot Exchange 2007, SQL 2005, Backup Exec 2012, ISA 2006 and

Dell Tape Library backup systems.

Configure and maintain port security, 802.1x, VLANs, AAA authentication and change management on Brocade/Foundry switches.

Maintain and update campus-wide network topology for Enterprise WIFI network.

Update and maintain ACLs, configurations and IOS versions in Cisco ASA Firewall 5520.

Maintain security posture of servers, switches, routers, and any IP network device up to date in

VMS.

Keep Windows Server 2008 systems patched via Shavlik and within security posture of DoD

IA controls.

Work for this requirement is CLASSIFIED. SECRET Security Clearance is required as indicated in DD Form 254. This is an IT position category IT-I (Privileged) designated position requiring a Single Scope Background Investigation (SSBI).

The Contractor shall meet the applicable information assurance certification requirements, including-

(1) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M at an IAT level II;

and

(2) Appropriate operating system training for information assurance technical positions as required by DoD 8570.01-M.

2.4.2.4 Seminar Room Help Desk Experience

Minimum two (2) years experience in the following:

Standard processes, methodologies, personnel, and related resources involved in planning and servicing Microsoft 7 workstations on Microsoft Server 2003/2008R2 networks.

Working knowledge of Federal and Department of Defense regulations related to control of information technology resources.

Experience in the methods, techniques, concepts and principles of working and maintaining MS

Windows 7 workstations.

Use of standard commercial computer equipment; servers, switches, workstations, printers, and peripherals to manage and maintain computer resources.

Specialized methods, techniques, concepts and principles of managing and maintaining MS

Server 2003/2008R2 networks and workstations, computer peripherals; printers, monitors, standard commercial software and specialized software.

Technical experience with workstations, operating system, virus protection and spyware. Able to troubleshoot, identify, and resolve problems.

Knowledge of current high definition video formats.

Maintain digital video routing / distribution systems.

Manage, configure and train users on computer polling equipment (e.g. TurningPoint)

Manage and troubleshoot touch screen interface systems (e.g., Smart Technologies)

Knowledge of remote control systems (e.g. Crestron)

Manage and schedule presentation digital video recording systems (e.g. Sonic Foundry)

Maintain wireless presentation control equipment

Work under this requirement is CLASSIFIED. SECRET Security Clearance is required as indicated in DD Form 254. This is an IT position category IT-II (Limited Privileged) designated position.

The Contractor shall meet the applicable information assurance certification requirements, including--

(1) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M at an IAT level II;

and

(2) Appropriate operating system training for information assurance technical positions as required by DoD 8570.01-M.

2.5 Location and Hours of Work

Accomplishment of the results contained in this PWS requires work at DKI APCSS, 2058 Maluhia Rd., Honolulu, HI 96815 and at various contractor, subcontractor, and Government facilities located on Oahu.

2.5.1 Work Hours

The Contractor shall provide technical support and assistance during prevailing duty hours, 0700-1600, Monday through Friday, excluding Federal holidays. Workers typically work eight (8) hours per day, 40 hours per week.

2.5.1.1 Work Performed During Federal Holidays and Non-duty Hours

Contractor employees under this contract shall observe all Federal Holidays. On occasion, short-term situations may require performance in excess of the normal working hours. The Contractor must ensure it can provide for this type of contingency and obtain coordination from the COR prior to commencement of work.

DKI APCSS follows the Federal Government schedule for holidays provided during each work year. The holidays recognized by the Federal Government are: New Year’s Day, Dr. Martin Luther King Jr’s

Birthday, Presidents Day, Memorial Day, Independence Day, and Labor Day, Columbus Day, Veteran’s

Day, Thanksgiving Day, and Christmas Day.

Note: Any of the above holidays falling on a Saturday shall be observed on the preceding Friday; holidays falling on a Sunday shall be observed on the following Monday.

2.5.2 On-call Point of Contact During Non-duty Hours

The Contractor shall establish an on-call point of contact to provide emergency support outside of normal duty hours. Provision of pagers for use during assigned work hours shall be optional at the discretion of the

DKI APCSS COR.

2.6 Contractor Manpower Reporting

The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the DKI APCSS via a secure data collection site.

The contractor is required to completely fill in all required data fields using the following web address:

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with

2.6.1 Counterintelligence Awareness and Reporting (CIAR)

All commands will ensure applicable contractors receive CIAR training in accordance with DODD

5240.06, Counterintelligence Awareness and Reporting (CIAR), 17 May 11.

2.7 Copyright.

Copyrighted material will not be reproduced in any way, including scanning, without prior written consent from the copyright owner. A copy of the consent must be retained. Questions regarding copyright should be referred to the Chief of Information Service Department, DKI APCSS.

SECTION 3: PERFORMANCE REQUIREMENTS

3.1 Audio and Visual Services

Provide graphic arts and other related visual services to the DKI APCSS meeting work request requirements within the time requested by the government using personnel meeting qualifications of paragraph 2.4.2.1 and 2.4.2.2. The contractor is not required to provide audio visual equipment beyond that listed in

Appendix 1. All products shall meet the customer’s requirements, satisfaction, and professional quality standards. All work performed by the contractor shall comply with the most current Federal, State, and local laws, regulations, instructions, directives, manuals, bulletins, guides, etc. Unless identified as mandatory, the contractor shall be guided by the spirit of the references to the extent necessary to accomplish the requirements in this contract. See Appendix 2 for example of typical yearly Calendar of

Events and Appendix 3 for workload estimates.

3.1.1 Conferences, Executive Courses and Senior Executive Courses

The contractor shall support conferences and courses with the following services: Audio/Visual setup, production and breakdown; recording of visual and audio content for use in “podcast products”; polling technology support.

3.1.3 Multimedia Material.

The contractor shall manage multimedia material. The contractor shall provide video recording and editing services of operations, historical events, and activities on or relating to DKI APCSS to include: Video

Production; scene setter video/web video capture; Video Production (Testimonials); Lecture File

Conversions; Video distribution of hard and/ or soft copy output of media or files. All materials produced in the execution of this contract are the property of the government. The contractor shall ensure absolute credibility of official photographic images.

3.1.4 Graphic Arts.

All individuals who fill creative positions under this contract will conform with professional standards. All artists shall have demonstrated knowledge of, and prior experience in, the assigned role. All training and prior experience will be documented. Using infographics and video, the graphic artist will present existing and emerging event information in effective and insightful ways to convey messaging to individuals, organizations, and communities. Includes design, creation, and preparation of two and three dimensional multimedia products. Also, includes charts, graphs, posters, and multimedia materials for brochures, lettering, original clipart, charts, certificates, posters, book covers, television, motion pictures, printed publications, displays, presentations, and exhibits. Illustration can be accomplished manually or through the use of computer graphics processes. Prepare products using dry mount press, blade cutters, graphics knives, rulers, and perform as needed touch-up per the standards of DoDI 5040.02.

The contractor shall provide DKI APCSS staff, directorates and attached organizations with visual design expertise, advice and assistance in support of mission-related and Command-sponsored projects. The contractor shall create and develop unique graphics for events comprised of publications, exhibits, displays, presentations and digital files. The contractor shall create exclusive designs representing a new or recurring conference or event theme from a basic idea. Distinctive designs are developed by enhancing digital sketches and layouts using software applications and in-house graphic printers.

Visual products support and affect the DKI APCSS mission to build capacities and communities of interest by educating, connecting and empowering security practitioners to advance Asia-Pacific security. These courses, presentations and publications also provide visual information essential for training and establishing relationships with domestic and international executives, leaders and organizations to develop and advance multi-national security cooperation and capacity building.

3.1.4.1 Knowledge of Software/Hardware.

The contractor shall design and prepare custom modified computer generated images for use by authorized customers. Desirable baseline software knowledge should include but is not limited to an array of Adobe, Macromedia, and Microsoft products. Hardware knowledge should include flatbed scanners, CD/DVD burners (and related software), USB connections and devices, disk storage media, and circuit protection measures. The contractor shall ensure that electronic products meet the customers' needs.

3.2 Video Teleconferencing (VTC)

The contractor shall provide VTC services to DKI APCSS Workshops, Seminars and Center events, meeting work request requirements within the time requested by the government using personnel meeting qualifications of paragraph 2.4.2.1 and 2.4.2.2. The contractor is not required to provide VTC equipment beyond that listed in Appendix 1. The contractor shall ensure that the VTC equipment required for the event is set up and functioning properly for supporting the event. See Appendix 2 for example of typical yearly Calendar of Events and Appendix 3 for workload estimates.

3.2.1 Conferences and Courses

The Contractor shall support workshops, seminars courses, events, interviews, meeting and distance learning VTC sessions with setup and breakdown of VTC equipment to include: VTC equipment, personal computers, projectors and other associated hardware.

3.2.2 Workshops

The Contractor shall provide execution support to workshops, seminars courses and events to include:

equipment operation, software editing, troubleshooting, re-arranging equipment, coordination/ management of VTC connection, removing deployable audio visual equipment for external conferences.

3.2.3 VTC Maintenance

The Contractor shall provide maintenance services to DKI APCSS VTC equipment, periodic maintenance, and installation/removal support of replacement equipment and updating of VTC documentation to include but not limited to qualifications and authority to connect.

The contractor shall preclude failure of VTC equipment listed in Appendix 1, and act to preclude any loss of the Authority To Connect per the DISA DISN Video Services (DVS) process for Unclassified

Video Teleconferencing Facilities.

3.3 System And Network Management

The Contractor shall provide system and network management services, in coordination with DKI APCSS

Network Technology Division, complying with the most current Federal, State, and local laws, regulations, instructions, directives, manuals, bulletins, guides, etc., meeting the personnel requirements 2.4.2.3. In conjunction with Network Technology Division, manage designated servers per guidelines established.

Monitor logs and troubleshoots network problems. See Appendix 3 for workload estimates.

3.3.1 LAN Administration

The contractor shall assist DKI APCSS personnel with the support of end user workstations, network servers, messaging servers, application servers and internetworking devices. The contractor shall analyze existing facilities and services and provide recommendations for improvements. The contractor shall assist in the retrofitting, modification, or configuration of equipment, software, and components.

The contractor shall assist with the following tasks:

Networking operations, data communications, resource planning, systems engineering, configuration management, equipment acquisitions and network security in a DoD environment.

Reviews and revises network operation including changes to optimize the reliability, security and efficiency of the network and applications. Familiar with both the build out and the maintaining/administering of a network; to include server log maintenance, network topology configuration/optimization, and server migrations.

Keeps abreast of the current developments in computer and LAN/WAN/WLAN technologies with experience in those infrastructure operations, managing email, Microsoft Windows Server technology, DNS, routing and network security.

Daily e-mail system status checks.

Perform configuration maintenance and performance monitoring checks on each internetworking device.

Answer, support or process calls from end-users as referred from the help desk/Customer Service

Division.

Perform server backups in accordance with established procedures.

Perform internetworking device backups in accordance with DKI APCSS and other higher authority established procedures.

Perform configuration maintenance and performance monitoring checks on the all servers in accordance with established guidance.

Identify and implement any required software patches to the Network Operating Systems.

Virtual Network Support-The contractor shall plan, design and configure network systems, including; architectural design of virtual servers, storage, and backup systems, virtual desktops, and telework systems. To include: performing configuration maintenance and performance monitoring checks on each VDI System.

3.4 Seminar Room Help Desk

The contractor shall provide Seminar Room Help Desk services to DKI APCSS meeting work request requirements within the time requested by the government using personnel meeting qualifications of paragraph 2.4.2.4. The contractor is not required to provide seminar room equipment beyond that listed in

Appendix 1. The contractor shall ensure that the seminar room equipment required for the event is set up and functioning properly for supporting the event.

The contractor shall assist the Information Services Department (ISD) with computer systems contained within DKI APCSS infrastructures related to seminar rooms, conference rooms, auditorium and plenary.

The contractor shall identify problems within the existing network(s) and associated equipment and provide recommended alternatives and proposed resolutions. See Appendix 3 for workload estimates.

3.4.1 Seminar Room Help Desk Tasks

The contractor shall record and analyze performance problems and provide recommendations to DKI

APCSS management on alternatives for resolving repetitive network and system problems. The contractor shall assist with the following tasks:

Provide customer support as required.

Create, test and deploy CPU images.

Create, test and deploy laptop images.

Research/test applications and hardware.

Provide assistance for helpdesk requests.

Provide training to DKI APCSS faculty and staff on the use of seminar room equipment and applications; both, prior to courses and on an as needed basis stay abreast of technology and make recommendations for improvements.

Notes trends, work to find resolutions and reports to Chief, Customer Service Division.

Maintain and update inventory of all computer hardware and software.

Maintain and update help desk database.

Establishes and recommends changes needed to Standard Operating Procedures (SOP) for system and software and peripheral configurations.

Responds to users’ requests for assistance in a timely manner.

Answer, support or process calls from end-users as referred from the help desk/event manager.

Provide network troubleshooting assistance as required.

Review proposed solutions to identified problems before implementation.

Perform configuration maintenance and performance monitoring checks on each internetworking device.

Identify and implement any required software patches to the Network Operating Systems.

Perform any other network related tasks and provide assistance as needed by DKI APCSS to install network components.

Provide video production support for distance learning, ensure connectivity and provide network troubleshooting assistance as required during seminar room use or events.

Provide Audio/Video support for Seminar room equipment and event presentations.

Provide maintenance support services to DKI APCSS seminar room equipment, to include periodic maintenance and the installation/removal support of replacement equipment.

Provide assistance to deploy, support and maintain digital signage player computers, displays, and their connectivity.

3.5 Hardware Maintenance

The Contractor shall maintain all Government Furnished equipment used in the performance of this PWS.

The Contractor shall:

Provide clear and concise incident situation report, with delivery of report no later than 2 hours of incident.

Provide situation reports describing problems encountered and resolved, as well as updates on any open issues, equipment loss, damage, and malfunction or replacement requirements. Report equipment replacement requirements, damage or loss to the Government representative within 24 hours of occurrence. This report shall be a brief written statement due by close of business the following day after the incident.

Identify equipment replacement requirements within 24 hours of occurrence

Provide weekly written situation reports describing problems encountered and resolved, as well as updates on any open issues, equipment loss, damage, and malfunction or replacement requirements.

3.6 Training

The contractor shall provide training to DKI APCSS faculty and staff on the use of graphic applications to include, but not limited to, the following: Power Point, Google Maps and Turning Point.

SECTION 4: SPECIAL REQUIREMENTS

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

4.1. Security

4.1.1. Government Property

The Contractor shall be responsible for safeguarding all government property and information under their control. All government facilities, equipment, and materials utilized by the Contractor shall be secured to the standards of DoDI 5000.64 and APCSSINST 1009.1.

4.1.2 Security (Personnel)

The Contractor shall provide DKI APCSS security officer and CO with a current listing of employees including employee names, and social security numbers/Government issued identification numbers no later than 90 calendar days after the contract start date. The Contractor shall provide updated lists as employee changes occur within 5 working days. Contractor employees shall have a minimum Secret security clearance, IAW DD Form 254.

4.1.3 Security Requirements

The Contractor shall obtain Secret security clearances for employees for applicable services identified in this PWS. In all cases and at all times, it is the sole responsibility of the Contractor to promptly furnish sufficient employees who currently hold the requisite Secret security clearance necessary for the prosecution of the work under this contract.

The Government retains the right under this contract to deny employment to any employee found to pose a security risk to the government or DKI APCSS facilities. Failure to provide the required security clearance, as indicated on DD Form 254, for an employee or the revocation of a clearance or DKI APCSS access privileges to any individual employed by the Contractor shall not serve as an excuse for failure to perform and shall not serve as a basis for change in price.

4.1.4 Passes and Badges

All Contractor employees shall obtain employee badges and vehicle passes from the DKI APCSS Facilities

Office prior to the start of the contract, in accordance with the estimated number of personnel projected to support contract execution. Each Contractor employee shall provide a valid driver’s license and proof of insurance and registration. Daily parking during normal working hours for Contractor employees will be provided at the Hale Koa Hotel garage without charge. The use of the Government paid parking shall only be for the performance of this contract; use for other purposes is prohibited. The Government will issue personnel identification badges. The Contractor personnel shall wear the Government issued badge over the front of their outer clothing above the waist. The employee’s sticker/pass and badge shall be surrendered to the DKI APCSS Facilities Office when the employee leaves the Contractor’s employment.

4.1.5 Access Card Control

The contractor will adhere to the DKI APCSS access card control procedures, if provided an access card.

Contractor must properly safeguarded all access cards and not allow any unauthorized personnel to have access to the cards. All government issued access cards will be returned at the end of contract employment or when no longer needed. Lost access cards shall be reported immediately to DKI APCSS. The government may replace lost access cards. The total cost of lost access cards shall be deducted from the monthly payment due to the contractor.

4.1.6 Safety

Use only safe and properly maintained safety equipment when working near electrically live equipment.

Comply with all U.S safety standards and regulations. All personnel performing the work must be qualified to service the voltage classifications. Leader/supervisor shall ensure all precautionary and safety procedures are executed.

The Contractor shall comply with all current safety instructions and precautions during performance of work including implementing controls to ensure the safety and health of all personnel and prevent damage to property, materials, supplies and equipment.

4.1.6.1 Accident Reporting

The contractor shall report to the CO or the COR verbally not less than 15 minutes of occurrence all accidents resulting in personnel death; traumatic injury and occupational disease and a detailed written report within 24 hours of occurrence.

The contractor shall report to the CO or COR verbally on damage to property, materials, and/or supplies that exceed a cumulative total of $2,000 (or $10,000 in case of fire damage). The contractor shall also provide within seven (7) days of the accident to the CO or designated DKI APCSS representative a written report of the formal investigation including an estimate of property damages.

4.1.6.2 Smoking Restrictions

The Contractor and contractor employees shall comply with all smoking restrictions and only smoke in designated smoking areas.

4.2 Transition

The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the transition period. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods.

4.3 Government Furnished Property/Material

The Government will provide property and material identified in Appendix 1 of the contract and as listed below.

4.3.1 Government Furnished Facilities

The Government will provide the Contractor use of the facilities listed in DKI APCSS building.

Government facilities have been inspected for compliance with Occupational Safety and Health Act

(OSHA). No hazards have been identified. Should a hazard be subsequently identified, the government corrects OSHA hazards according to government developed and approved plans taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided hereunder merely because of this contract initiative. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists. Compliance with OSHA standards for the protection of employees is exclusively the obligation of the Contractor. The government will assume no liability or responsibility for the Contractor’s compliance or noncompliance with such requirements, with the exception of the aforementioned responsibility to make corrections according to approved plans of abatement subject to DKI APCSS priorities. The Contractor shall return the facilities to the government in the same condition as received. Fair wear and tear and approved modifications are expected. These facilities shall only be used in the performance of this contract.

4.3.2 Government Furnished Equipment

The government will provide the equipment, listed on Appendix 1 – VI Inventory.

4.3.3 Unserviceable Inventory

The Government will retain responsibility for disposal or storage of unserviceable equipment. The

Government will survey non-serviceable equipment for disposal to the Defense Reutilization and Marketing

Office (DRMO) or the Government may order preservation of the equipment by the Contractor.

4.3.4 Equipment Inventory

A joint inventory of government-furnished equipment must be accomplished no later than 30-calendar days after contract start date.
