About this file

This document is a Memorandum for Prospective Offeror containing minutes from a site visit conducted on 10 September 2026 for Solicitation No. FA520926Q0071, a Blanket Purchase Agreement for the purchase of Combined Heat Plant (CHP) Materials for Yokota Air Base, Japan. The site visit was conducted at Building 541, CHP facility, and included government representatives from the 374th Civil Engineer Squadron, 374th Contracting Squadron, and prospective offerors. Key clarifications provided during the site visit addressed two primary product areas: Ammonia Water, where the contractor must capture vaporized ammonia pushed out of the tank during filling operations (with the estimated recapture amount being unknown due to lack of available data); and Standard Gases, where the contractor must deliver cylinders to a designated area within the CHP facility and collect empty cylinders, with the government responsible for replacing cylinders at a later date.

Offerors must submit quotation packages by 17 September 2026 at 02:00 PM Japan Standard Time in accordance with SF 1449 submission instructions and evaluation criteria. Quotations must include unit prices for all line items except ELIN A002 (Disposal Charge for Excess Ammonia Water), and must include product specification data and lead time information in any format that allows verification of compliance with Statement of Work requirements. Payment will be made via Government Purchase Card (GPC) or Electronic Funds Transfer (EFT), with unit prices required to include transaction fees for both methods. Offerors are directed to review the terms and conditions of the Blanket Purchase Agreement, ordering period, and purchase limitations specified in SF 1449, page 3 of 27.
