About this file

This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) to supply materials for a Combined Heat Plant (CHP) at Yokota Air Base in Japan. The SOW was dated 17 August 2026 and is associated with Solicitation No. FA520926Q0071.

The contractor must supply ammonia water (19% concentration) with an estimated annual quantity of 36,000 gallons, delivered in maximum increments of 2,400 gallons per delivery to Building 541 at Yokota Air Base. Delivery vehicles must have JRZL/ZLNH rotary lobe pump capabilities meeting specific pressure specifications and DIXON RH100 connections. The contractor is responsible for spillage prevention using leak collection units, recapture of vaporized ammonia during filling, and immediate cleanup of any spills at no additional cost. The SOW also includes five standard gas items (B001–B005) comprising various mixed gases for emissions monitoring purposes, with estimated annual quantities ranging from 4 to 8 cylinders (47-liter capacity each) and replacement frequency of once every 60 days. Upon gas cylinder delivery, the contractor places items at designated CHP areas and collects empty cylinders; the contractor is not responsible for connecting cylinders to the CHP machine.

Safety requirements mandate contractor personnel wear high-visibility vests and hard hats, submit Safety Data Sheets in English and/or Japanese, and immediately report all spills to the Government Representative. The delivery site operates Monday through Friday, 0730–1630, excluding U.S. federal holidays but including Japanese legal holidays. The Government Representative is the 374th Civil Engineer Squadron, Operations Flight, with contact via DSN 225-8844 or commercial 042-552-2510/2511. The contractor must appoint a Contract Manager with English language proficiency, maintain vehicle insurance covering bodily injury up to JPY30,000,000 and property damage up to JPY3,000,000, and dispose of all debris and unserviceable materials off-base in accordance with Japanese law. The contractor bears full responsibility for any damage to Government property and must submit incident reports within 96 hours.
