About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force on 24 July 2026 to solicitation FA520926Q0028, changing it to FA520926Q00280001.
The amendment removes the requirement for 1st grade or advanced grade Certified Skilled Worker of Machine Maintenance (1-Kyu kikai hozen ginoshi/Tokkyu kikai hozen ginoshi) credentials from three sections of the solicitation: Section L (Addenda to FAR 52.212-1 Part III Technical, Contractor Employee Qualifications), Section M (Addendum to FAR 52.212-2 Technical Ratings, Contractor Employee Qualifications), and PWS paragraph 1.8.2.3 (Contractor Employees). The revised Performance Work Statement (Atch 1_E-Gate PWS 20260724_Final, dated 24 July 2026) replaces the previous version from 11 June 2026.
The solicitation pertains to preventive maintenance and service repair of electric gate systems at Yokota Air Base, Japan, with pricing in Japanese Yen for two Contract Line Items: CLIN 0001 (Preventive Maintenance of Electric Gate Systems) covering 60 months and CLIN 0002 (Service Repair Calls) covering an estimated 5-year service period. Award will be made using a competitive lowest price technically acceptable (LPTA) approach to the responsible offeror providing the lowest Total Evaluated Price with acceptable technical qualifications. The remaining contractor employee qualification requirement specifies that personnel must hold 1st Class or 2nd Class Electrician licenses (Dai 1-shu denki kojishi or dai 2-shu denki kojishi) issued by the appropriate prefectural or metropolitan government under Japan's Electrical Construction Law. Quoters must submit copies of required licenses, complete Standard Form 1449, provide representations and certifications via SAM.gov, and acknowledge all solicitation amendments. The contracting officer is Daisuke Kawasaki (daisuke.kawasaki.jp@us.af.mil, 225-5473), issued by FA5209 (374 CONS PK, Unit 5228, APO AP 96328-5228).
