About this file

This is a Questions and Answers document for RFQ FA520926Q0028, containing four inquiries from potential offerors received and answered between July 29 and August 4, 2026.

The solicitation concerns maintenance and repair services for equipment, with a maximum contract value of USD 348,000 over the contract life. Offerors must submit quotations in Japanese Yen using current market exchange rates as a baseline; the Government will review and apply the applicable exchange rate annually. Only prices for Preventive Maintenance and Service Repair Calls will be evaluated, though the maximum amount includes reimbursable items and Level II Services. Pricing must be submitted exclusively in the "Atch2_E-Gate Price Schedule" file, with unit prices for Service Repair Calls (CLIN 0002) enterable independently for Years 1 through 5; no pricing entry is required in the solicitation document itself. The Government acknowledged that circuit diagrams and dimensional drawings referenced in the Performance Work Statement had low image quality and committed to providing improved versions prepared by the government representative. The document does not specify a contracting vehicle, set-aside status, or award date.

We understand from SF1449 that the Maximum Amount for the life of the contract is USD 348,000. Is it correct to understand that this is also the maximum amount for our quotation under this solicitation?

Yes, that is the maximum quotation amount under this solicitation. Please note that while this amount includes the Reimbursable Item and Level II Services, only the prices for Preventive Maintenance and Service Repair Calls will be considered for evaluation.

We would appreciate it if you could provide clear dimensional drawings and circuit diagrams for the equipment. We understand that these documents are included in the PWS. however, the image quality is a little low, making some details difficult to read. If it is not possible to provide them before the quotation due date, we would appreciate receiving them after the award, as they will be helpful for future maintenance and repair work.

Mr. Bando, our government represesntative, is currently preparing a drawing/diagram of the equipment with better image quality. As soon as it is ready, we will distribute it to the contractors.

As the quotation is to be submitted in Japanese Yen, could you please advise which exchange rate will apply to this contract? If there is a specified exchange rate or reference source, we would appreciate it if you could let us know.

The exchange rate that applies to the contract will be reviewed by the Government every fiscal year. Offerors should utilize current market rates as a baseline guide for preparation of the initial cost proposal. 29-Jul-26 4-Aug-26

On the file “Atch2_E-Gate Price Schedule”, sheet “CLIN 0002 Service Call”, we can input unit prices for Year 1 to Year 5 independently. Then the Total price is calculated and appeared on the sheet “Total Evaluated Price”.

On the other hand, on the file “0. Solicitation - FA520926Q0028”, Note3, Item 0002 “Service Repair Call” input has only “60 months”, “Unit Price”, and “Amount”.

In case we would like to offer unit prices for each year independently, how should we write on the item 0002 at the file “0. Solicitation -

FA520926Q0028” ?

Kindly input all pricing exclusively in the “Atch2_E-Gate Price Schedule” file.

It is not required to enter unit prices in the “0. Solicitation - FA520926Q0028” file.
