About this file
This is a Notice to Offerors memorandum dated July 1, 2026, issued by the Department of the Air Force 374th Airlift Wing for solicitation FA520926Q0028 regarding inspection and maintenance of electric gate systems at Yokota Air Base in Japan. The memorandum serves as a supplement to the primary solicitation and contains critical notices and procedural information for prospective offerors. Notably, the Government states that funds are not presently available for this effort and reserves the right to cancel the solicitation before or after the closing date without obligation to reimburse offerors for any costs incurred.
The memorandum provides contract assistance contact information for the 374th Contracting Squadron, identifying Ms. Mariko Kobayashi as the Contract Specialist and Mr. Kawasaki Daisuke as the Contracting Officer, along with their phone numbers and email addresses. A pre-proposal conference will be held at Yokota Air Base, though the specific date and time are listed as TBD (to be determined). The Government strongly urges offerors to conduct site inspections to assess general and local conditions affecting contract performance costs, though failure to inspect does not constitute grounds for post-award claims. For offerors requiring base access who are not base pass holders, photo identification is mandatory, and those presenting Japanese driver licenses must provide an 8-digit password to Security Police; attendees must arrive at least 30 minutes early for escorting purposes. The memorandum also addresses administrative requirements including CAGE/NCAGE code reporting, System for Award Management (SAM) registration, and Electronic Funds Transfer (EFT) procedures, noting that Japanese bank accounts will incur a transaction fee of ¥735 per transaction, which offerors must factor into their pricing and which the U.S. Government will not reimburse.
