QUESTION AND ANSWER
of
SITE ORIENTATION
FOR
AIRCRAFT CORROSION PREVENTION CLEANING SERVICE, 374 MXG/MXQ, YOKOTA AIR BASE, JAPAN
RFQ No. FA520925Q0057
No. Question Answer 1 Towels are not listed and would it be acceptable to assume that a contractor shall wipe the body of an aircraft with mop? The TO doesn’t talk about drying or towels it simply states there can be no standing water left on the aircraft. Either let it air dry or vacuum them out.
2 Towels are not listed, however, wouldn't it be necessary to wipe cockpits and cargo areas with towel? If it is necessary, are contractors required to provide towels?
Towels wouldn’t be necessary the TO says:
1. Remove loose soil in the flight deck, cargo compartment, under Enhance Cargo Handling System (ECHS), cargo ramp, and cargo door by vacuuming.
2. Manually open cargo ramp fully.
3. Scrub the flooring on the flight deck, cargo deck, and ramp with a mop dampened with a five to one solution of water and cleaner MIL-PRF- 87937, Type I. Clean the mop frequently. Use a stiff bristle brush to remove stubborn stains. Do not use high volumes of water inside the airplane. Ensure the floor, including all tie down receptacles and ECHS coves, are completely dried.
4. High pressure, low volume, water spray equipment may be used for cleaning heavily soiled floorboards, subject to the restrictions below
So essentially the contractor doesn’t use towels you us a vacuum and a mop per the TO.
3 Would it be possible for us to bring cleaning equipment other than the items listed?
Would it also be possible for you to provide us a list of prohibited equipment other than high pressure washing machines, if any?
The contractor shall obtain approval from the COR for any materials and equipment not listed in Appendix A. Coordination with the COR may be required after contract award to confirm this process.
4 Scheduling: I heard that the schedule for the following week is checked every Friday, but is there a general annual or monthly schedule available before that?
Annual and monthly schedule will be provided to the contractor after awrad.
5 Work Schedule Flexibility: While it was mentioned that cleaning for one aircraft should be completed in a single day, would it be acceptable to perform the task over two days in case we have limited staffing?
The Government requests the contractor to keep the aircraft down to one day washes due to the Government mssion and training.
6 Parking Availability Could you please let us know how many parking spaces will be available for our use during the service period?
No designated parking is provided. There is usually plenty of parking around building 906/907.
7 It seems that the price data is required in both PART I and PART II.
For the purpose of simplifying proposal preparation, it would be appreciated if you could revise the instructions.
Please fill in the Attachment 1, Pricing Schedule
8 Would it be acceptable to assume that an offeror shall only include a contractor responsibility (Attachment 3) in Part II?
Please fill in FAR 52.212-3, Page 24 thru 34 of SF 1449 and Attachment 3, New Contract Responsibility
