QUESTIONS & ANSWERS
Project: Solicitation/RFP No. FA520920R009, Multiple Award IDIQ Japan-wide Furniture
Offeror A:
Part I: Initial Questions:
1. Mock 1 Pricing Schedule. Since each item on the list needs to be specified, delivered and installed, there is no need to break out the transport cost from the individual item cost. The individual item cost already incorporates the company overhead charges, design, specification, and drawing costs, as well as the cost of installation. So why break out transport separately? An “all in price” for each of the items make more sense…which when added up equal the total lot price. Drop the transport as a separate line item.
- Thank you for input however, the requirement was set for all vendors to provided individual item cost.
2. We make a 54” high panel. We can add a 9” add on panel. But we find that 54” is the preferred height. Is a 54” panel height acceptable?
- Yes
3. Overhead cabinets. No overhead cabinets are shown the Bldg 838 floor plan. Correct? Overhead cabinets are no longer needed, correct? If no overhead cabinets are required, we can offer our considerably less expensive 1” thin panel that provides all other functionality apart from supporting overhead storage.
- Currently the user uses overhead cabinets for storage. Please provided acceptable storage plan, if other options are better.
4. Corner work surfaces. The industry now finds corner work surfaces take up too much space and no longer needed now that flat screens and laptops or pads are used, and the big deep monitors are a thing of the past. We would like to offer our workstation typicals without the corner worksurfaces. Is that acceptable?
- Yes, PWS 3.2 design requirements allows for optimization of work spaces.
5. Bldg 838 furniture layout vs. the “Plan” attachment. How do they relate to one another? The 3D Plan drawing shows high panels with the top panel in glass and a height adjustable table with a low side credenza. The “Plan” does not match the layouts of the Bldg 838? How do they relate to each other as it applies to this bid?
- The current layout is not optimized. The user requested sectioned off areas as there are multiple users in the room.
6. There are many factors that go into the pricing of a workstation…fabric covering the panels vs.
laminate covering the panel, metal finish, electric accessories etc. The grade of fabric…the least expensive or the slightly more expensive? The use of glass elements is more expensive. Height adjustable tables are far more expensive than simple work surfaces. The same workstation can be made more expensive or less. Without specific guidance about your requirements, we will always default to the least expensive option.
- The users request reliable furniture that will last and handle industrial movement.
Contractors shall consider using best judgement for the user.
7. After award issue….there seems to be an inconsistency about when floor plans are needed.
Section 2.4 suggests we need to do floor plans / shop drawings before a task order is issued; while other parts of the solicitation suggest that shop drawings are made after the task order is issued.
Which is it?
- Most users will not be able to provide more than a rough hand sketch requirement.
Contractors shall follow 3.12 – 3.16 in PWS.
Part II: Additional Questions:
Can we deliver full 20 ft and 40 ft containers to the base? In the past, we could do so to with cooperation of the Transport office.
CO INPUT REQUIRED: CO input: You do not need to deliver containers to the base. This is only Mock Project as non-awardable and solely used for evaluation purposes. Upon award of the Multiple Award IDIQ contract, if individual Task Order requirement arose, it would be instructed precisely in the Statement of Work (SOW).
Pls DO NOT include the containers fees in your price proposal.
- Storage will be on case by case availability. This should be coordinated with Government Representative at site visit.
Is there any likelihood that any of the furniture would be delivered to central Tokyo to any potential US Air Force customer with facilities in Tokyo? No
CO INPUT REQUIRED: CO input: Task Order (TO) resulting from this Multiple Award IDIQ contract will be issued. Individual requirement covered under the Task Order would be different. US vendors, most of cases, ship the material/items from their warehouse to Tracy, CA, to Yokohama North Dock, and if the requirement is for Yokota AB, 374 LRS will pick them up at Yokohama North Dock and transport to the base. Once US vendors deliver the items from their warehouse to Tracy, CA, the Government will be responsible until the final destination based upon TAC Code & TCN number (by those numbers the items can be traceable).
However, if the requirement is very urgent, all the items should be delivered door to door. All requirements would differ from this task order to other task order.
Offeror B:
Part I: Initial questions:
Q1: How many 3 drawer pedestals are needed for each desk?
- Two per desk
SOW 2.5.3.1 PARTITION WALLS

Q4: Is a 210” inch (17’6”) X 60” inch (5’) conference table acceptable?
- Yes Q5: Can we provide seating that we feel is appropriate for a conference room or will the contracting office provide a more detailed description of the seating?
- From a user perspective, yes. Please coordinate with CO prior. During the pre-proposal conference, Program Manager advised that Conference room tables & chairs shall meet the executive Furniture level of standards, thus it’s not necessarily required to match the same furniture (all leather-lined chairs) shown from the pictures but shall meet the Executive Furniture level standards.
SOW 2.3.3 DISASSEMBLY AND REMOVAL OF EXISTING FURNITURE
Q6: Shall we approach our quoting as though for every new piece (desk, cabinet, etc )there is a piece of old furniture that needs to be removed? Basically a one for one swap.
- Yes Generally speaking we are not supposed to dispose of furniture off base.
- Please refer to PWS 5.13.
As we discussed in the pre-proposal conference, it depends on the individual task order where it would say the Government is responsible for any disposals out of this task order, therefore the Contractor shall transport the debris (including al the existing furniture) to the certain on-base place requested by the Government, or a different Task Order would request all the debris/existing furniture shall be desposed of off base. In that case, the Contractor needs to include additional disposal cost in their pricing schedule.
Do NOT include the disposal cost of the existing furniture (Mock Project) in your price proposal because of the Mock Project as non-awardable and solely used for evaluation purposes.
Q7: For the IDIQ contract will we be required to dispose of old furniture off base or after we remove the furniture from the building do we dispose of the furniture in customer provided containers? Please advise.
- Please refer to PWS 5.13.
The disposal of the existing furniture will be instructed in individual Task Order upon award of the contracts.
Do NOT include the disposal cost of the existing furniture (Mock Project) in your price proposal because of the Mock Project as non-awardable and solely used for evaluation purposes.
