Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.

1.3.2 Government Approved Submittals

Governmental approval is required for extensions of design, critical materials, acceptable variations, equipment whose compatibility with the entire system must be checked, and other items as designated by the CONSTRUCTION INSPECTOR.

Within the terms of the Contract Clause entitled "Specifications and Drawings for Construction," they are considered to be "shop drawings." All Submittals listed in the text of these specifications are Government Approved (requiring documented Government approval) Submittals unless specifically stated otherwise.

C. SD-11 Closeout Submittals

Manifest; G. The Contractor must submit all copies of final “Manifest” to the Contracting Officer when the waste disposal or recycle completed.

1.5 APPROVED SUBMITTALS

A. Approved submittals indicate only that the general method of construction, materials, detailing and other information is satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control requirements of this contract, is responsible for the dimensions and design of adequate connections, details and satisfactory construction of all work.

B. After the Contracting Officer approved submittals, no resubmitted for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation as to why a substitution is necessary. Submit substitutions as "acceptable variations".

1.6 INFORMATION ONLY SUBMITTALS

A. Normally submittals for information only will not be returned. Government approval is not required on information only submittals. These Submittals will be used for information purposes.

B. The Contractor is wholly responsible for the contents of a submittal.

C. Through the physical act of submitting, the Contractor certifies that all items listed or implied, fully meet the intended purpose, functionality and quality requirements of the plans and specifications, or are submitted as a specific acceptable variation.

D. Some products and material systems are identified by a specific manufacturer. This procedure is used to establish a basis for design, quality of materials and to simplify the specification and is not intended to limit open competition of any manufacturer or product. The contractor is responsible for providing the specified material or an equivalent that meets the specification characteristics. The equivalent is often identified in the specification as "or equal".

1.9 EVIDENCE OF ACCEPTABLE VARIATION

If a product proposed for use does not conform to requirement of the referenced specification, submit for approval to the 374 CONS/LGCB, Contracting Officer, evidence that the proposed product is either equal to or better than the product specified. The submittal shall include the following:
