Questions & Answers

RFP No. FA5209-15-R-0012 General Trucking Services Kanto and Northern Japan

DATE: 2 Jun 2015 No. 1 Area: Performance-based Work Statement (PWS)

Question: Would you please provide the following data for us to verify efficiency in dispatching?

(1) Designated time for loading/unloading

(2) Packing (on a pallet or not)

(3) Types of freight

(4) Ordering date and Shipping date

(5) Lead time (including for Same Day Ordering Service)

Answer: Please see the attached “One-Week Data” which shows information of one week which included days that the number of trucks ordered were relatively higher than other days. Information for (1), (4), and (5) are not available. For (5), at least two (2) hours prior to the service will be provided as specified in PWS 1.6.2.(d)(4).

No. 2 Area: PWS

Question: Is there any limit to the number of subcontractors to be used?

Answer: No. However, the prime Contractor is responsible for subcontractors’ performance as it is specified in PWS, paragraph 1.7.8. Subcontracting.

No. 3 Area: PWS

Question: According to 1.3.1. Definition, the loading capacity of 4-ton truck is 4,000kg, however, the loading capacity for 4-ton wing truck is normally less than 3-ton. If we are unable to transport 4-ton palletted freight by a 4-ton wing truck, we will use a larger truck. In that case, can we charge the price for a larger truck?

Answer: As specified in 1.3.1, Size of Truck is based on the Load Capacity. For example, “4-ton truck” is a truck with load capacity with over 3,000 and up through 4,000 Kgs. Orders will be placed and payment will be made according to the definition. As specified in PWS paragraph 1.6.10.(a), if you furnish a truck of a larger size than that of originally ordered for the Contractor’s convenience, payment will be made based on the original order. Transportation Officers will determine the size of truck to be ordered based on the size of freight. For your information, when you furnish a larger size of truck than the one TO originally ordered and the TO has more freight than originally ordered, then the TO will load freight and change his order for a larger size of truck.
