This requirement extends to personnel training and the identification, initial accumulation and transportation of hazardous waste generated during the project. The Contractor shall accomplish all services below to meet the requirements of this Performance-based Work Statement (PWS).
1.1. ASBESTOS ABATEMENT LOCATIONS. Asbestos Abatement has the potential to be performed in approximately 866 facilities located on Yokota Air Base & Remote Sites; which include Tama Service Annex, Fuchu, Yuki, Tokorozawa, Owada and Momote. These facilities may include mechanical rooms, office areas, military family housing, dormitory rooms, hallways, stairwells, recreation rooms, and any other such areas as identified with each call placed. The Contractor will also be required under this contract to support new construction projects or renovation projects as identified with each call placed. The air sampling requirements for determination of re-occupancy will be in accordance with clearance air sampling requirement in the most current AMOP for all facilities. 374 CES/CEAN, Asbestos Program Manager will review results of clearance air sampling provided by the Contractor and determine the facility’s re-occupancy.
1.2. TYPE OF WORK.
1.2.1. Emergency Asbestos Abatement. Emergency Abatement that must be accomplished does NOT require prior sampling. All work considered emergency work is automatically assumed to contain Asbestos Containing Material (ACM). Calls made from the QAP must be responded within 12 hours of notification. Response includes contractor arriving on-site to begin abatement and cleanup activities.
1.2.2. Urgent Asbestos Abatement. Urgent Abatement that must be accomplished does NOT require prior sampling. All work considered urgent work is automatically assumed to contain Asbestos Containing Material (ACM). Calls made from the QAP must be responded within 72 hours of notification.
1.2.3. Routine Asbestos Abatement. Routine Abatement that must be accomplished DOES require prior bulk sampling by the government, or the government may direct material removal activities with the assumption the material contains asbestos. Calls made from the QAP will be accomplished during normal base of operation hours. Calls under routine work must be started within 10 days.
1.2.4. Miscellaneous charges.
1.2.4.1. Trip Charge. The Contractor will be compensated an initial trip charge for Emergency and Urgent work only. A Trip is defined as: The Contractor’s quick response to Yokota AB from the Contractor’s place of business or current location. It does not cover stops in-between, or additional trips due to procuring supplies or extra labor. Only one (1) trip charge per Emergency or Urgent call may be billed regardless of the amount of manpower. These are based upon monetary thresholds that are benchmarked as follows:
Project Value in YEN
Trip Charge--EMERGENCY--under ¥600,000
Trip Charge--EMERGENCY--¥600,000-¥2,100,000
Trip Charge--EMERGENCY--¥2,100,000 OR MORE
Trip Charge--Urgent--under ¥600,000

Trip charge and assessment fee are not included as unit price item for application of the above range.
1.2.4.2. If the Contractor is actively on another call and the QAP calls in another Emergency or Urgent call and the Contractor can assess damages the same day, no trip charges may be charged. Only the Assessment Charge may be charged. However if the Contractor returns the following day for Assessment, a trip charge may be charged. See Paragraph 1.2.4.3. for definition of Assessment Charge.
1.2.4.3. Assessment Charge. The Contractor will be allotted one (1) Assessment Charge per Emergency or Urgent call only; regardless of the amount of manpower. An Assessment is defined as: The Contractor meeting with the QAP/requestor(s) at the scene of possible ACM contamination; securing the scene and verifying the presence of possible ACM. Under asbestos affected circumustances, the Contractor decides scope and make schedule based on the situation. This charge encompasses individual’s time to suit-up, check the scene, and preparation time for removal.
1.3. ASBESTOS SURVEYS AND/OR SAMPLING.
1.3.1. Routine jobs. The Contractor shall not survey or bulk sample areas if performing abatement actions in that area, but only while acting as a third party contractor. If suspected materials have been previously identified without sampling, sampling and analysis may be necessary to quantify the amount of asbestos present.
1.3.2. Sampling and Analysis. Air sampling should be conducted in accordance with the AMOP, where applicable, by Phase Contrast Microscopy (PCM) or Transmission Electron Microscopy (TEM) in accordance with National Institute for Occupational Safety and Health (NIOSH) methods 7400 or 7402, respectively. Air sampling must be performed by individuals who have successfully completed the NIOSH 582 course and the samples must be analyzed by an American Industrial Hygiene Association (AIHA) or National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. The detection limit must be identified on the sample result forms and be at or below 0.01 f/cc.
1.3.3. In cases where a records review or visual inspection may result in a presumption that material is ACM, the material may be designated as ACM, precluding the need for further testing.
1.3.3.1. Mission Critical Asbestos Abatement (i.e. Emergency & Urgent work) Emergency and Urgent Abatement that must be accomplished does NOT require prior sampling. All work considered emergency work is automatically assumed to contain ACM.
1.3.4. Surveys shall include identification of suspect asbestos containing materials (ACM) and a sampling strategy to determine the presence of ACM within the material of concern. Survey areas can include both the interior and exterior of facilities. Survey results shall specify the quantity of ACM in either linear or square feet: the characteristics, condition and location of the ACM within the building; and provide marked drawings of the floor plan indicating the location of ACM.
1.3.5. Additional ACM contained area. Work areas identified on previous surveys known to contain or not to contain asbestos will be identified to the Contractor. The Contractor shall notify the QAP of any other areas suspected to contain asbestos which would be affected by the work and which were not initially identified.
