About this file
This is an Amended Statement of Objectives (SOO) for the procurement of F-35 Weight and Balance Scales at Misawa Air Base, Japan. The Air Force seeks to purchase two (2) AC30-60 RFX 4-120 Platform Scale Systems, which are essential tools for F-35 aircraft operations. These roll-on platform scales will support the 35 Maintenance Group (MXG) by providing data necessary for safety compliance, aviation regulations adherence, and operational efficiency.
The technical requirements specify that scales must meet or exceed Intercomp Platform Scale System standards (Item #140042-RFX), featuring four 30,000-pound capacity load cells with ±0.1% accuracy. Critical specifications include: 34"x34"x4" overall dimensions with 4-inch height; intrinsic safety certification for hazardous environments per NEC Articles 500/513 and OSHA 1910.307; built-in wireless communication with 100-meter line-of-sight capability; fully electronic stainless steel shear beam load cells with temperature compensation (0-130°F); auto-leveling for uneven surfaces up to 2 degrees; and 1-inch LCD six-digit display. The scales must be powered by maximum four alkaline C batteries for up to 200 hours, calibrate within 30 minutes using TMDE automated force calibration, and maintain annual calibration intervals. The kit includes four platform scales, four ramps, four tire stops, and one transport cart. Delivery to Misawa Air Base is required within 90 days after receipt of order (ARO), with direct shipping to the specified APO address. Contractors unable to meet delivery timelines must notify the Contracting Officer within two business days or immediately under Emergency/War Tempo conditions.
